Core Responsibilities:
Identify, plan and manage the key performance areas and results indicators associated with the rehabilitation and maintenance of road infrastructure, storm water drainage.
Plan and manage department construction of roads and storm water infrastructure.
Ensure adequacy of traffic signage and road markings through investigation, analysis and interpretation of developmental requirements.
Compile, manage and ensure effective implementation of the operational and capital budget as well as ensuring compliance with Supply Chain Management policy and relevant legislation.
Develop, implement and monitor the operational strategy for the maintenance and project management section.
Manage and coordinate all projects implemented by the depots in terms of the capital investment plan.
Continuously review and update all policies, bylaws, procedures and guidelines to ensure alignment and standardised approach.
Direct, control and optimise resources to meet established objectives, monitor results against business plans and make necessary adjustments where necessary.
Advise on appointments of procurement service providers and ensure compliance with government procurement framework.
Scan external environment to identify and take advantage of new knowledge of related acts, regulations and regulatory frameworks to ensure integration and compliance
Ensure effective administration of the section, optimum utilization of resources and compliance of council and departmental policies and the element of stakeholder engagement
