    Chief Investment Officer – Properties and Infrastructure

    Purpose of the role:

    • Provides strategic leadership of the Unlisted Properties and Infrastructure investment portfolio. This role is responsible for defining, leading, and executing the PIC’s Property and Infrastructure investment strategies across direct, indirect properties and related asset classes. The CIO should ensure that investments deliver long‑term value, are selected and monitored through rigorous due diligence, meet portfolio‑level strategic goals, comply with regulatory and governance standards and deliver on the targeted returns.

    Minimum Requirements:

    • At least 15+ years of Senior Management experience in the property and infrastructure investment or financing industry, with significant experience in managing related investment portfolios over multiple market cycles.
    • Demonstrated leadership experience in managing investment teams in a large institutional or asset-management environment.
    • Demonstrated involvement in infrastructure development sectors (e.g., energy, transport, water, telecoms).
    • Understanding of policy, regulatory environments, and the investment landscape governing infrastructure assets.
    • Experience in modelling, due diligence, feasibility studies, or PPPs (public–private partnerships).
    • Minimum five years in executive leadership/Top Management.
    • Master’s degree (Property/Real Estate, Finance, Engineering, Economics, or Related)
    • CFA, CA (SA)Pr. Eng designation or equivalent.
    • FAIS Registered Key Individual (RE 05, 01 and 03 Certificate).

    Preferred Qualifications:

    • Postgraduate degree (Master’s level) in property-related studies/Infrastructure/Finance/ Engineering or related.
    • Professional designation(s) related to the field of work are advantageous.
    • Prior experience in sustainable development, climate-resilient infrastructure, or ESG integration is advantageous.

    Key Responsibilities
    Private Markets Strategy & Leadership

    • Develop and execute comprehensive, multi‑year properties and Infrastructure investment strategies per unlisted asset class aligned with client investment mandates and organisational objectives.
    • Shape the investment philosophy, asset‑class frameworks, pacing models, and long‑term deployment strategies.
    • Lead strategic initiatives to scale private‑markets capabilities and harmonise processes.

    Portfolio Construction & Oversight

    • Oversee diversified property and infrastructure portfolios across buyout, venture, credit and other unlisted asset classes.
    • Manage capital pacing, liquidity planning, and long‑term asset allocation.
    • Optimise risk‑adjusted returns and ensure alignment with long‑term strategic benchmarks.
    • Investment Selection, Due Diligence & Execution
    • Valuation, Reporting & Governance
    • Value Creation & Portfolio‑Company Engagement
    • Drive operational and strategic value creation initiatives.
    • Risk Management & Compliance
    • Leadership & Team Development
    • Stakeholder Engagement & Communication

    Competencies and skills:
    Minimum Technical/Core Skill Requirement:

    • Proven leadership experience in managing an investment team in a large institutional or similar environment.
    • Strong understanding of global markets, financial modelling, risk analytics, valuation, underwriting, and regulatory frameworks.
    • Experience in infrastructure investment, project finance, economic analysis, or infrastructure consulting.
    • Knowledge of policy and regulatory environments governing infrastructure sectors.
    • Experience with feasibility studies, financial models, due diligence, or public–private partnerships.
    • Understanding of international infrastructure standards and economic regulations.
    • Facilities management.
    • Properties and project management skills.
    • Deep financial and investment knowledge in all sectors of infrastructure financing
    • Exceptional communication skills and board-level presentation experience.
    • Industry knowledge and experience.
    • Risk-aware decision-making and management.
    • Strong analytical and problem-solving capability.
    • Ability to manage complex projects in multi-stakeholder environments.
