    Deputy Director: Assessment Assurance

    Job Description

    • To advocate, monitor, Implement and manage assessment standards implemented by QCTO stakeholders, and quality assure final assessment outcomes
    • Support the Director: Assessment Assurance in managing the QCTO’s assessment mandate.
    • Develop/review policies/procedures for assessments, including Recognition of Prior Learning (RPL).
    • Provide administrative support and maintain records for the Assessment Assurance domain.
    • Manage that a systematic process is implemented by the QCTO Quality Partners which is quality assured by the QCTO for the planning, development of assessment instruments marking/assessing, moderation, validation of final assessment instruments and verification of learner achievement results
    • Monitor consistency of standards by the QCTO Quality Partner for RPL toolkits and proposed mechanisms in order to facilitate consistency
    • Manage the quality assurance of final assessment assurance process
    • Review Moderator and Monitoring Reports that contribute to the validity and integrity of the final assessment process
    • Manage learner registrations for EISA and FISA processes
    • Manage that appropriate administrative processes have been followed
    • Manage Quality Assurance of final Assessment outcomes
    • Evaluate final Verification Reports for completed EISA sessions
    • Travel to QCTO stakeholders for capacitation sessions and monitoring
    • Analyse, Monitor and Address Poor Results
    • Compile reports on processes and monitoring conducted
    • Enforce QCTO’s assessment framework and address non-compliance
    • Develop Quality Control Measures Across Stakeholders
    • Manage Reporting, Reviewing and Compliance
    • Evaluate all Appeals and Irregularities, and present the Appeals with recommendations to the Internal Committee
    • Review project timelines
    • Strong Communication and Stakeholder Support
    • Operate within the policies, procedures and rules of the QCTO
    • Manage the performance of employees in accordance with policy
    • Provide employees with the necessary information and resources to deliver on their objectives and meet the targets of the Function
    • Motivate team members and create a culture of high performance
    • Address queries, complaints, and escalations in a timely manner
    • Monitor budget and resource allocation; prepare monthly planning and reports
    • Assist colleagues as required

    Job Requirements

    • A recognised three (3) year bachelor's degree at NQF Level 7 in Education, Curriculum Development, Data Analytics or Social Sciences field as recognised by the South African Qualifications SAQA. 
    • A Minimum of eight (8) years collective experience in the field of assessment assurance, of which four (4) years' experience must be in supervisory level with public speaking experience. 
    • Experience in Quality Assurance, Assessment and Moderation, and/or designing/setting standards for the assessment of occupational qualifications will be an added advantage
    • Of which 3 years' experience is in a management position, with public speaking experience
    • Must have knowledge of Public Service, QCTO mandates and strategies, education system and pedagogy, Post school education framework, relevant Government wide legislation e.g. National Qualifications Framework Act, Skills Development Act and National Skills Development Strategy III 
    • Must have skills in applied strategic thinking, applying technology, budgeting and financial management, communication and information management, stakeholder engagement and management, monitoring and evaluation, managing interpersonal conflict and resolving problems
    • Ability to work under pressure, manage projects, and meet tight deadlines
    • Ability to work in a team, plan, and delivery orientation
    • Agility in responding to dynamic assessment assurance needs
    • Proficiency in MS Office Suite, SharePoint
    • Must have a valid driver’s license.
