Three-year degree in Accounting/NQF level 7 in Finance or Management;
Compulsory National Treasury minimum competency certificate (MFMA Certificate);
7 – 9 years’ experience in financial management or management accounting, of which 3 – 4 years should be at middle management.
Primary Function:
Direct, manage and ensure compliance with legislation, financial reporting standards; and any other prescription in the development of timebound reports to key stakeholders of the organization, including the maintenance of the reporting profile of the City;
monitor the implementation of the operating and capital budget citywide in line with the Integrated Development Plan as well as the Service Delivery and Budget Implementation Plan;
provide an overview of the revenue and expenditure patterns of the organization and support processes meant to review and align organizational performance;
provide technical input and in-depth financial analysis required in the development and review of various reporting platforms and engagement of key stakeholders; have innate drive or capacity to initiate and drive technical discussions in the financial reporting space;
willingness to facilitate and oversee the full transition of the city’s financial reporting systems to mSCOA compliance and modernized budgeting and reporting platforms; and the management and development of staff and responsibilities associated with the requirements of the post.
Key Performance Areas:
Monitor and report on the progress, deviations and risks on the Operating and Capital Budget monthly to National Treasury, Provincial Treasury, Mayoral Committee, Section 79 Finance Committee and Council;
Direct compliance to legislation on behalf of the Mayor in terms of Section 71 of the Municipal Budget and Reporting Regulations by enforcing compliance to reporting;
Budget controls and early identification of financial problems;
Direct and manage the spending of funds and revenue collection in accordance with the approved budget;
Prepare and annual review on income and expenditure trend analysis, tracking trends over the past 3 years’ financial performance;
Management and development of staff and the responsibilities associated with the requirements of the post.
