Executive Director: Economic Development Services at Mogale City Local Municipality

Purpose: 

• To plan, organize, facilitate and Implement economic development and spatial development services across MogaleCity with the Intended outcome of reducing unemployment, creating economic growth and spatial transformation.

Key Performance Areas: 

• Local Economic Development 
• Facilitating enterprise development and rural economic development 
• Drivmg development planning across the city thereby ensuring that there is an appropriate and efficient landuse system 
• Facilitate special economic inibabves 
• Economic development policy and planning 
• Technical championship of agriculture and rural development Including agribusiness 
• Technical championship of sector development and support: tourism, retail, transportation, trade and other related sectors
• Overseeing that the Integrated Rural Subsistence and Small-Scale Agriculture plan Is developed In accordance with standards 
• Maintenance of appropriate building development standards of safety, cleanliness. and orderioness across the city 
• Oversee that capacity building of SMME's 1s done and ensure their readiness for procurement opportunities 
• Informal trading coordination 
• Management of Municipal owned land 
• Effective and efficient stakeholder relations management and human capltal management 
• Reporton performance of the Oepartment 
• Ensure adherence to corporate governance within the Department
• Financial management
• Continuous improvements to service delivery.

Qualifications and Experience:

• Bachelor's degree in Town and Regional Planning/Bachelor's degree in City and Regional Planning/Bachelor of Science Oegree in Architecture or Building Science 
• A postgraduate qualification in Local Economic Development coupled with 5 years hands on experience 
• A minimum of 7 years senior management experience in development planning and economic development services 
• Proven experience of spabal and economic planning, lnte,govemmental planning and donor funding experience 
• Good knowledge and Interpretation of policy and legislation 
• Good knowledge of performance management system 
• Good governance and good knowledge of suppty chain management regulations and the Preferential Procurement Policy Frameworl< Act, 2000 (Act No. 5 of 2000).
• Master's degree in  Town and Reg10nal Planning/Master's degree In Crty and Regional Planning 
• Compliance with the MFMA
• Minimum Competency Levels in uniit standards as per Government Notice No 29967 of June 2007 and Government Notice No 21, Gazette 37245 of 17 January 2014

• 10 years senior management experience In development planning and economic development services with good knowledge and lnterpretabon of policy and legislation 
• Goodknowledge of performance management system 
• Good institutional governance systems and performance management and goodknowledge of suppty cham management regulations and the Preferential Procurement Polley Framewor'k Act. 2000 (Act No. 5 of 2000) 
• Knowtedge of geographical Information systems and knowledge of spanal, town and development planning.
