The Executive Manager: Capacity Development Services, is responsible for providing leadership and direction in the department,
The Executive Manager: Capacity Development Services is responsible for freight logistics capacity solutions development though transport network simulation and optimization which incorporate commercial management within the transportation / logistics environment,
The Executive Manager: Capacity Development Services leads the Capacity Development Services unit that is the kernel for the development of capacity solutions for the Transnet capital portfolio on the whole, by translating Transnet and / or Operating Division requirements into the solution in response to the problem / opportunity statements defined.
Position Outputs
Provide high level, strategic recommendations and advice on potential capacity solutions to address the problem / opportunity based on the application of the latest and best practice technologies and processes (e.g. supply chain analysis, engineering development, systems interface planning, train dynamic and supply chain simulations)
Develop, direct and execute concept & pre-feasibility project studies for Transnet, using the Transnet Project Lifecycle Process (PLP) to identify and develop the most viable, total cost of ownership capacity solution (risk-based multi criteria analysis of technical, operational, social, environmental, financial and economic benefits/dis-benefits)
Provide expert leadership by consulting with relevant Transnet stakeholders in order to accurately articulate and define the capacity development problems/opportunities based on Transnet’s needs and requirements as well as the approved capital pipeline derived through framework planning and research
Provide high level, strategic recommendations and advice on the appropriate interdisciplinary approach, for example project or programme lifecycle, for the investigation of the solutions to address the problem / opportunity
Provide expert leadership and provide support to projects in the execution and implementation phases, e.g. supply chain analysis & simulations
Ensure strategic and capital pipeline alignment by continuously updating and interfacing with relevant Transnet Group and Operating Division stakeholders
Ensure effective office governance by ensuring reports on progress are comprehensively prepared and presented
Ensure adherence to governance processes; compliance to applicable policies and associated risks identified, quantified and reported to relevant governance bodies
Manage deliverables in the Solution Development Services Unit within prescribed deadlines in the context of competing priorities
Ensure that required reporting on interventions are prepared and submitted to relevant governance structures
Implement and maintain adequate controls of Capacity Development Studies budget with pro-active and prudent cost containment and adherence to Transnet finance and accounting policies and procedures
Develop and manage staff by instilling a high performance culture via the performance management system to enhance the departmental objectives and individual development
Conduct all performance planning sessions and compile Performance Management Plans per Transnet requirements and ensure staff are managed in accordance with relevant policies, procedures and legal requirements.
Qualifications and Experience
BSc. or Bachelor’s degree in the Built Environment or relevant BSc degree,
Post graduate studies to masters level (e.g. MBA, MBL, MPA, MPM) would be an Advantage,
Professional registration with a Built Environment Professional Body would be an advantage,
At least 10 years senior management experience of business, investment, financial and freight logistics capacity solutions development, transport network simulation, supply chain analysis and simulations,
At least 5 years of successfully leading programme / project teams in a major capital investment environment and in developing, directing and executing concept & refeasibility project studies,
5 years proven experience in a Systems Engineering / Decision Support environment will be an Advantage.
