  • The Joburg City Theatres (JCT) is an entity of the City of Johannesburg that operates Joburg Theatre (Braamfontein), Roodepoort Theatre and Soweto Theatres in order to provide the integrated management of world class theatre venues and a high quality entertaining, innovative and inclusive programme which serves diverse communities.


     

    General Manager: Financial Accounting and Reporting

    MINIMUM REQUIREMENTS

    • BCom Degree Accounting (NQF Level 7).
    • 7 years’ experience, of which 3 years in middle management, in the following areas:
    • Preparing and/or analysing annual financial statements in accordance with GRAP Standards, including compiling audit files (e.g. in line with National Treasury Circular 50)
    • Monitoring and/or assessing asset and inventory management policies and procedures in line with GRAP Standards and National Treasury Asset Management Guidelines.
    • Respond to and resolve audit queries within prescribed turnaround times, with a track record of supporting clean/unqualified audit outcomes.

    PRIMARY FUNCTION

    • To oversee end-to-end financial operations, including financial planning and analysis, budgeting, cash flow management, and balance sheet reconciliations. The role safeguards the organisation's financial health and sustainability by ensuring effective financial management, monitoring profitability, controlling expenses, and providing accurate, timely financial information for decision-making.
    • The incumbent will ensure compliance with applicable accounting standards, financial reporting requirements, the Municipal Finance Management Act (MFMA), and other relevant legislation. The role also involves supervising key finance functions, maintaining sound financial controls, and supporting the organisation's long-term financial viability.

    KEY RESPONSIBILITIES:

    • Manage and ensure that Joburg City Theatres complies with the Municipal Finance Management Act 56 of 2003, GRAP standards on assets and National Treasury Asset Management Guidelines
    • Manage and ensure that Joburg City Theatre Maintains accurate accounting records and that transactions are properly accounted for
    • Ensure that all administrative matters are dealt with by conducting performance evaluations of subordinates and ensuring continuous development and improvement.
    • Manage department in respect of but not limited to Human Resources Performance Management disciplines budget and expenditure, internal controls and processes and continuous improvement
    • Optimize Individual and team performance
    • Implement identified risk mitigation measures and compliance thereof as identified by internal and external auditors
    • Manage expectations of internal and external stakeholders
    • Design overarching policies that govern the department
    • Lead the department and oversee its functions, resources and outputs.
    • Contribute towards the improvement of operational systems, processes and policies

    Leading Competencies

    • Working knowledge of the MFMA and GRAP accounting standards as applied within a municipal entity environment
    • Working knowledge of Supply Chain Management processes and the Preferential Procurement Policy Framework Act (PPPFA), including experience serving on a Bid Evaluation Committee
    • Proficient in Pastel Evolution, Caseware and MS Excel, with strong hands-on reconciliation skills
    • Be able to communicate effectively at a high level, verbally and in writing
    • Supervising staff, including performance evaluation, coaching and development of finance department subordinates (e.g. accountants, bookkeepers, cash/asset controllers)
    • Articulate, assertive, analytical and logical.
    • Be available to work overtime as and when required.
    • Be able to work independently.
    • Excellent report writing skills
    • Work under pressure
    • Registered member in good standing with a recognised professional accounting body (CIMA, ACCA, SAICA, or SAIPA)

    Core Competencies

    • Maintaining and reconciling the General Ledger, including investment and fixed asset registers, stock/inventory reconciliations, creditors' ageing analysis, VAT, and suspense accounts
    • Fixed asset management - asset verification, month-end depreciation processing, disposals, and finance lease administration.
    • Exposure to combined assurance/King IV principles, including preparing assurance frameworks, policies or plans and reporting to an Audit and Risk Committee or Board
