National Senior Certificate plus a Bachelor’s Degree at NQF Level 7 in Education, Training, and Development or Public/Business Management or Public/Business Administration.
A Total Quality Management or Occupationally Directed Education, Training and Development Practices (ODETDP) or Monitoring and Evaluation qualification is required.
At least five (5) years of work experience in a skills development quality assurance environment, with a minimum of three (3) years’ experience in learning programme evaluation processes or material design and approval.
A good understanding of educational management or quality management systems.
Experience and knowledge of ETQA processes.
Experience and knowledge of QCTO requirements.
Sound knowledge and understanding of legislation, including the Skills Development Act, National Qualifications Framework Act, Public Finance Management Act, Skills Development Levies Act, and QCTO processes.
Extensive knowledge and understanding of project management principles and implementation.
Ability to manage and work with people at all levels within the organisation and external clients.
Strong data analysis skills (quantitative/qualitative) and Excellent report writing and administrative skills.
Good Communication skills (verbal and written) to liaise with stakeholders at all levels.
Good presentation and facilitation skills.
An ability to plan and organise your work.
Advanced Computer skills (MS Word, Excel, PowerPoint, Outlook) and an ability to work with data.
A valid driver’s licence and the willingness to travel are essential.
Duties and Responsibilities
Establish an appropriate panel of external learning programme evaluators and coordinate the initial training and any necessary further professional development for panel members.
Oversee the work of the external Learning Programme Evaluators.
Ensure that learning programmes submitted by the skills development provider are evaluated in accordance with the ETDP SETA's learning programme evaluation approval criteria.
Ensure that skills development providers who are accredited by other ETQAs, but who offer learning programmes leading to standards and/or qualifications that fall within the ETDQA focus have access to effective evaluation of these learning programmes, as part of the necessary partnership work with other ETQAs.
Ensure that recommendations for learning programme approval are submitted to the Head of Department for further processing before the Quality Assurance Committee ratification.
Liaise with the internal and external stakeholders regarding the processes of Learning Programmes.
Collaborate with other quality assurance officials to ensure that the needs of the skills development providers are met in a supportive and developmental manner.
Conduct workshops for skills development providers that need guidance on learning programme design and development.
Set up and maintain a comprehensive database of skills development providers seeking learning programme evaluation only, recording progress made regarding learning materials and assessment systems, and ensuring that these providers are informed promptly of the requirements and timeframe for learning programme renewal proceedings.
Re-evaluate resubmitted learning programmes and write reports on the outcomes of these learning programmes.
Ensure that complaints, appeals, and all reported and suspected irregularities are investigated and, where appropriate, referred to the Head of Department for action.
Report regularly and make recommendations to the Head of Department about learning programme approval and be available to support these recommendations to the Quality Assurance Committee or whoever has delegated that responsibility by the SETA Authority.
To ensure that all learning programme evaluation records are maintained in line with ETDQA policy and systems.
Support the process of monthly and quarterly reports.
Set up and maintain a comprehensive database of learning programmes.
In addition to these typical duties, other duties may be performed as assigned and required.
