    Special Projects Coordinator

    Minimum Requirements 

    • A Bachelor’s degree (NQF Level 7) in Public Administration/Management, Business Administration or Business Management Sciences. 
    • A recognised Project Management national qualification will be required. 
    • At least three (3) years of working experience in a Project Management environment with proven project implementation experience within the ETD sector or skills development environment. 
    • Proven experience coordinating, implementing, monitoring and evaluating projects/programmes. 
    • Sound knowledge and experience in stakeholder management with good negotiation skills, administration and budget management. 
    • The incumbent must have a good understanding and knowledge of the regulatory and legislative framework within the skills development, including the Public Finance Management Act (PFMA) and a sound understanding of skills development systems, processes and initiatives. 
    • Excellent proven report writing skills and presentation skills. 
    • Ability to plan, control and organise work and take own initiative. 
    • Ability to work under pressure and multitask. 
    • Proven computer skills (MS Office packages) and an ability to work with data. 
    • A valid driver’s license is essential. 

    Duties and Responsibilities 

    • Plan, conceptualise and implement the allocated special projects and programmes, ensuring all targets are met within the specified timelines and contract specifications. 
    • Develop relevant project management systems and optimise controls and processes to meet the targets in line with the established processes and procedures. 
    • Develop an operational plan for all the approved special projects within the ETDP SETA and provide oversight support in implementing special and rollover projects. 
    • Liaise with all the stakeholders/beneficiaries whose funding has been approved to advise, guide and support them in conceptualising projects. 
    • Evaluate and monitor all special projects and drive the improvement of project delivery.
    • Develop and manage project budgeting and costing, ensuring that expenditures align with budget requirements. 
    • Provide monthly and quarterly reports on all the approved and implemented projects and report on all aspects of special project delivery. 
    • Facilitate and coordinate constituency/stakeholder meetings/workshops relating to special projects within the CEO’s office. 
    • Oversee the effective administration of all allocated projects and programmes that will result in a sound audit trail, support and provide evidence to all internal and external audit requirements. 
    • Oversees the maintenance and enforcement of all related Service Level Agreements within the special projects unit to minimise business risk and ensure business continuity. 
    • Effective and efficient contract management of all special project contracts end-to-end, including the accurate capturing, maintenance, performance management, payments, moderation and close-out on the system for all allocated contracts. 
    • Coordinate the meetings/workshops with the admin support within the unit. 
    • Facilitate the meetings/workshops and inductions. 
    • Provide written feedback on meetings/workshops relating to action plans for special projects. 
    • Quality assurance of special project implementation, including maintenance of relevant records and information. 
    • Representation of the organisation in relevant structures and forums and compile reports on all meetings attended with stakeholders and constituencies. 
    • Provide formal, standard reporting and feedback, ensuring accurate, up-to-date reflection of project and programme performance. 
    • Perform other project-related and administrative tasks as requested by the Line Manager or a delegated official.

    Senior Management Accountant

    Minimum Requirements 

    • Bachelor of Commerce degree in Accounting, Finance Management or Accounting Sciences and completed articles with a postgraduate qualification in Accounting. 
    • A CA (SA)/ACCA/CIMA or equivalent will be an added advantage. 
    • At least 5 years of experience as a Management Accountant or in a financial management and/or auditing environment. 
    • Must be a registered member of at least one (1) Finance Professional Body such as the South African Institute of Professional Accountants (SAIPA), South African Institute of Chartered Accountants (SAICA), or the Association of Chartered Certified Accountants, etc. 
    • Experience in Financial Management Framework within the corporate or public sector, particularly in the ETD/SETA environment, will be advantageous. 
    • Experience in financial management, budgeting, forecasting, internal controls, and auditing requirements. 
    • Extensive experience, a thorough knowledge of GRAP and all computerised accounting systems standards. 
    • Proficiency in financial reporting software and Microsoft Office packages with advanced Excel skills. 
    • A good understanding of Supply Chain Management processes and procedures. 
    • Experience in dealing with audit engagements, both internal and external auditors, is a prerequisite. 
    • In-depth working knowledge and understanding of prescripts regulating public finance management such as the PFMA, Treasury regulations, the Preferential Procurement Policy Framework, and related instructions, notes, circulars, etc, Generally Recognised Accounting Practice (GRAP), SETA Grant Regulations, Skills Development Act, and Skills Development Levies Act. 
    • Excellent knowledge of reporting procedures and record keeping. 
    • Understand business risks and have the technical knowledge to implement appropriate controls. 

    Duties and Responsibilities 

    • Assess and review monthly management accounts to ensure completeness, accuracy, and validity of all material amounts and balances. 
    • Review of GRAP-compliant Annual Financial Statements with supporting schedules. 
    • Review annual budgets, MTEF/ENE, and in-year budget monitoring and reporting. 
    • Review of National Treasury and Department of Higher Education and Training reports. 
    • Review and posting of entries into the General Ledger. 
    • Oversee and manage the mandatory grants expenditure process 
    • Review and release payments 
    • Maintain an effective and transparent system of account management, risk management, internal controls, income, expenditure, asset and budget management. 
    • Ensure compliance with PFMA, Treasury regulations, Grants regulations and other prescripts applicable to the finance and SCM environments. 
    • Implement plans to ensure that transactions are timely processed in accordance with the applicable legislative framework. 
    • Liaise with internal and external stakeholders, such as the Department of Higher Education and Training, the National Treasury, and the SETA banking institutions. 
    • Review of commitments (Discretionary grants and administrative-related commitments). 
    • Set key performance indicators for employees and monitor performance through regular staff appraisals. 
    • Reporting to the Broad Management Team (BMT) on finance matters. 
    • Ensure effective management of the finance team. 
    • Prepare and monitor the ETDP SETA budget, Discretionary and Administration. 
    • Carry out any other responsibilities and duties as assigned by the Finance Manager and the Chief Financial Officer

    Education, Training & Development Quality Assurance Officers

    Minimum requirements: 

    • A Bachelor’s Degree (NQF 7) qualification in Public/Business Management or Public/Business Administration. 
    • A recognised qualification in Total Quality Management or Occupationally Directed Education, Training and Development Practices (ODETDP) will be advantageous. 
    • Possessing the following unit standards: SAQA 115753 or 7978 and SAQA 115759 or 7977 will also be an added advantage. 
    • At least four (4) years of proven experience in the Education, Training, and Development environment, preferably in quality assurance, accreditation, verification of learners’ achievement, assessment, and moderation processes. 
    • Experience and knowledge in Education, Training and Development Quality Assurance (ETQA) processes. 
    • Experience and knowledge of QCTO requirements. 
    • Ability to interact at all levels within and outside the ETDP SETA. 
    • Analytical, meticulous, accurate and pay attention to detail. 
    • Ability to multi-task, work under pressure and at times extended hours to meet deadlines (proven and advanced time management skills). 
    • Advanced computer literacy skills with MS Office packages and Information Management Systems (IMS). 
    • Excellent report writing, administrative, presentation and communication skills. 
    • Knowledge and experience of Skills Development legislation, including the Quality Assurance Council for Trades and Occupations (QCTO) framework, policies and regulations, Quality Assurance imperatives, National Qualifications Framework, learnership registrations and skills programmes packaging and recording. 
    • Knowledge of Skills Development policy and regulation. 
    • Knowledge of accreditation and external moderation processes. 
    • Knowledge of tools, concepts, and methodologies of quality assurance. 
    • Ability to plan, organise work and work on own initiative. 
    • Financial Management and budgeting skills. 
    • Advanced research skills, analytical and networking abilities. 
    • A valid driver’s license is essential. 

    Duties and responsibilities: 

    • Oversees accreditation-related projects in the province and provides support and monitors providers with regard to accreditations. 
    • Accredit service providers to ensure the quality provision of learning and teaching interventions. 
    • Develop, maintain and implement a capacity-building programme with respect to the accreditation of providers and conduct accreditation site visits. 
    • Manage and recommend accreditation and extensions of accreditation. 
    • Monitor the progress of learner achievements in the provinces and recommend improving quality to the Provincial Manager. 
    • Oversees and implements quality assurance and monitoring of programme delivery in the province. 
    • Register learners enrolled in learning programmes on the IMS. 
    • Check the validity of the registration of assessors and moderators. 
    • Monitor the implementation of learnerships and skills programmes. 
    • Identify, evaluate and register workplace learning sites. 
    • Maintain a provincial database of all learnerships, skills programmes, interns, bursaries and workplace agreements. 
    • Quality ensures the provincial learner's data matches the actual documents. 
    • Monitor the delivery of learning programmes on the project sites, the quality of learning, the evaluation of site delivery, the reporting of findings, and the recommendation of interventions. 
    • Provide prompt feedback to relevant stakeholders and effectively manage relations with stakeholders. 
    • Prepare reports for both internal and external stakeholders/skills development providers. 
    • Compile progress reports on project implementation and provider accreditation. 
    • Ensure compliance with all quality assurance legislative and regulatory frameworks. 
    • Perform other general administrative duties relating to the provincial office as the Line Manager assigns.

    Learning Programmes Evaluation Coordinator

    Minimum Requirements 

    • National Senior Certificate plus a Bachelor’s Degree at NQF Level 7 in Education, Training, and Development or Public/Business Management or Public/Business Administration. 
    • A Total Quality Management or Occupationally Directed Education, Training and Development Practices (ODETDP) or Monitoring and Evaluation qualification is required. 
    • At least five (5) years of work experience in a skills development quality assurance environment, with a minimum of three (3) years’ experience in learning programme evaluation processes or material design and approval. 
    • A good understanding of educational management or quality management systems. 
    • Experience and knowledge of ETQA processes. 
    • Experience and knowledge of QCTO requirements. 
    • Sound knowledge and understanding of legislation, including the Skills Development Act, National Qualifications Framework Act, Public Finance Management Act, Skills Development Levies Act, and QCTO processes. 
    • Extensive knowledge and understanding of project management principles and implementation. 
    • Ability to manage and work with people at all levels within the organisation and external clients. 
    • Strong data analysis skills (quantitative/qualitative) and Excellent report writing and administrative skills. 
    • Good Communication skills (verbal and written) to liaise with stakeholders at all levels. 
    • Good presentation and facilitation skills. 
    • An ability to plan and organise your work. 
    • Advanced Computer skills (MS Word, Excel, PowerPoint, Outlook) and an ability to work with data. 
    • A valid driver’s licence and the willingness to travel are essential. 

    Duties and Responsibilities 

    • Establish an appropriate panel of external learning programme evaluators and coordinate the initial training and any necessary further professional development for panel members. 
    • Oversee the work of the external Learning Programme Evaluators. 
    • Ensure that learning programmes submitted by the skills development provider are evaluated in accordance with the ETDP SETA's learning programme evaluation approval criteria. 
    • Ensure that skills development providers who are accredited by other ETQAs, but who offer learning programmes leading to standards and/or qualifications that fall within the ETDQA focus have access to effective evaluation of these learning programmes, as part of the necessary partnership work with other ETQAs. 
    • Ensure that recommendations for learning programme approval are submitted to the Head of Department for further processing before the Quality Assurance Committee ratification. 
    • Liaise with the internal and external stakeholders regarding the processes of Learning Programmes. 
    • Collaborate with other quality assurance officials to ensure that the needs of the skills development providers are met in a supportive and developmental manner. 
    • Conduct workshops for skills development providers that need guidance on learning programme design and development. 
    • Set up and maintain a comprehensive database of skills development providers seeking learning programme evaluation only, recording progress made regarding learning materials and assessment systems, and ensuring that these providers are informed promptly of the requirements and timeframe for learning programme renewal proceedings. 
    • Re-evaluate resubmitted learning programmes and write reports on the outcomes of these learning programmes. 
    • Ensure that complaints, appeals, and all reported and suspected irregularities are investigated and, where appropriate, referred to the Head of Department for action. 
    • Report regularly and make recommendations to the Head of Department about learning programme approval and be available to support these recommendations to the Quality Assurance Committee or whoever has delegated that responsibility by the SETA Authority. 
    • To ensure that all learning programme evaluation records are maintained in line with ETDQA policy and systems. 
    • Support the process of monthly and quarterly reports. 
    • Set up and maintain a comprehensive database of learning programmes. 
    • In addition to these typical duties, other duties may be performed as assigned and required.
