Manager: Civil Enginneering at Greater Kokstad Local Municipality

Requirements:

• Grade 12. A Three (3)/Four (4) year Tertiary Qualification - National Diploma/Degree in Civil Engineering. Valid Drivers' License. Computer Literacy. Professional/Candidate Registration with ECSA and/or eligibility for professional registration. Eight (08) years' experience of which three (03) years must be at supervisory level.

Requirements/Duties:

• Developing and maintaining multi -year Civil Engineering plans for roads, stormwater drainage, traffic infrastructure and other municipal civil services in line with identified service delivery priorities.
• Identifying technical, operational, contractual, financial and compliance risks associated with infrastructure projects and maintenance activities and implementing mitigation measures.
• Maintain complete projects, contract and expenditure documentation to support internal audit , auditor general and other compliance reviews.
• Resolving technical conflicts and contractual claims and preparing reports.
• Managing operational functions and resources, including materials, construction plant, vehicles and depot operations, and monitoring utilization and cost effectiveness.
• Prioritizing projects to achieve IDP, SDBIP and infrastructure service delivery targets.
• Monitoring contractor performance through site inspections and ongoing interaction with consultants, contractors and site personnel and addressing non - conformances.
• Manages and controls outcomes associated with the utilization, productivity and performance of personnel within the Civil Engineering Division (including PMU, Estates Unit, Roads and Stormwater Maintenance Unit)
• Manages the formulation of specific contracts and tender documentation.
