    Manager: DIP

    ABOUT THE JOB:

    • To manage and coordinate the implementation of Defence Industrial Participation (DIP) obligations within Armscor’s Acquisition contracts, ensuring compliance, effective execution, and the achievement of local industrial development objectives in line with organizational and national requirements.

    QUALIFICATIONS

    • Grade 12.
    • Bachelor’s degree in Supply Chain Management, Procurement, Business Administration, Management, Finance, Accounting, Economics or a related field.

    EXPERIENCE

    • Minimum of 10 years’ experience in Industrial Participation, including 3–5 years in a management role overseeing similar or related functions.
    • Proven experience managing complex contracts and ensuring portfolio obligations are met.
    • Strong track record in ensuring compliance with statutory, regulatory, and organizational requirements.
    • Experience liaising with government departments, industry partners, and internal stakeholders.
    • Experience preparing and maintaining reports, dashboards, and management information for senior leadership.

    CRITICAL PERFORMANCE AREAS

    Portfolio & Contract Management

    • Oversee the end-to-end management of the DIP portfolio, ensuring all obligations are met in accordance with contractual, organisational, and statutory requirements.
    • Coordinate the application of DIP requirements to all relevant Acquisition contracts, ensuring foreign content thresholds are correctly identified and DIP obligations are triggered and enforced.
    • Monitor the execution of DIP obligations by suppliers, including review and approval of business plans, milestones, and deliverables.
    • Provide technical guidance and support to the DIP Specialist and Senior DIP Financial Controller, ensuring alignment and consistency in programme delivery.
    • Support the development and continuous improvement of DIP policies, guidelines, and standard operating procedures.

    Contract and Compliance Oversight

    • Maintain and update the DIP Management system to accurately capture all transactions, credits, and progress towards the discharge of obligations.
    • Screen, validate, and facilitate DIP credit claims, ensuring all supporting documentation is complete and compliant with policy.
    • Prepare, review, and submit regular progress reports on DIP implementation for internal and external stakeholders, including quarterly and annual reports.
    • Identify risks and issues related to DIP execution, and proactively develop mitigation strategies in collaboration with relevant stakeholders.
    • Ensure all DIP documentation (e.g., agreements, guidelines, RFO documents) is up-to-date and compliant with Armscor requirements.
    • Ensure the effective functioning of DIP-related committees (e.g., DIPCOM), including preparation of agendas, documentation, and secretariat support.

    Internal and External Stakeholder Engagement 

    • Liaise with internal and external stakeholders (e.g., Department of Defence, Department of Trade and Industry, industry partners) on DIP-related matters.
    • Structure and participate in regular meetings to address DIP issues and provide advice and direction as required.
    • Maintain constructive relationships to promote synergy and a productive business environment.
    • Advise and direct stakeholders on all DIP-related issues.
    • Provide operational input to support organisational initiatives.
    • Implement governance and compliance processes within the team and monitor adherence to established standards.
    • Compile and submit accurate reports on compliance status, operational risks, and governance performance.

    KNOWLEDGE & FUNCTIONAL SKILLS:

    • In-depth understanding of Industrial Participation (DIP) frameworks, foreign content thresholds, and defence acquisition processes.
    • Knowledge of the Defence Industry and its operational and strategic dynamics.
    • Awareness of international trends, including Countertrade and Offset mechanisms.
    • Familiarity with regulatory, statutory, and organizational governance standards, including relevant legislation such as PFMA, PPPFA, BEE, etc.
    • Basic understanding of Commercial and Contract Law.
    • Understanding of risk management, policy development, and continuous improvement processes
