    Procurement Specialist (Grade 6), Finance Division

    Skills and Experience

    We are looking for a dynamic, hardworking and committed individual who meets the following requirements:

    • A completed NQF Level 7 qualification - Bachelor’s Degree/B-Tech/Advanced Diploma (Supply Chain Management, Strategic Sourcing and Logistics Management) or Equivalent, Honours will be an added advantage.
    • Membership with Chartered Institute of Procurement and Supply added advantage.
    • Minimum 5-8 years proven experience in procurement.
    • Working knowledge of current BEE policies, Public Finance Management Act (PFMA) and other relevant government supply chain management legislations. Experience in practicing Public Procurement Regulation as prescribed by the National Treasury, Public Finance Management Act (PFMA), Preferential Procurement Policy Framework Act (PPPFA), Broad-Based Black Economic Empowerment (B-BBEE) Act and the Code of Good Practices.
    • National Treasury’s supply chain management guidelines, Treasury Regulations. Instructions Notes and Supply Chain Management Practice Notes
    • 6 years + experience in Supply Chain Management and Strategic Sourcing in a (Schedule 3A public entities) 
    • Understanding and knowledge of the Supply Chain Management cycle which includes demand, acquisition, logistics, disposal, and supplier relationship management.
    • Must be able to work independently.
    • Ability to interpret and apply government policies.
    • Good verbal & written communication skills

    Knowledge & Other Skills:

    • Advanced Excel & knowledge working on SAGE.
    • Knowledge of procedures for purchasing
    • Ability to work with numbers in an accurate and rapid manner.
    • Knowledge of formal bid procedures
    • Ability to write clear bid specifications, test materials, and evaluations, and analyse vendor bids.
    • Proficient keyboarding and file maintenance skills
    • Proficient in Microsoft Office Suite
    • Ability to deal effectively with vendor representatives.
    • Understands the purpose and operations of the Competition Commission

    Other considerations:

    • Practical work exposure to area of expertise will be further considered to balance against other requirements.
