    Re-Advert – Director Social Services

    The following requirements and added advantage is applicable to this position:
    Qualifications, Requirements and Experience

    • A recognised bachelor’s degree in social sciences / Public Administration / Law or equivalent.
    • Five (05) years minimum work-related experience at middle management level; and
    • Have proven successful institutional transformation within public or private sector.
    • Have proven successful management experience in parks and recreation, waste management, public safety and disaster
    • management, and other community related services.
    • Computer literacy in MS Office.
    • Valid driver’s license (Code 08 (EB).

    Other requirements for the abovementioned posts

    • Willingness to work irregular hours with extensive traveling and ability to work under pressure.
    • South African citizenship or permanent residence.
    • No criminal record.
    • Report Writing to Municipal Manager, Committees and Council, Managing the overall departmental performance.
    • Computer literacy in MS Office.
    • Must be in possession of valid driver’s license and a suitable vehicle for proper performance of his/her functions.

    Added advantage

    • Certificate in Municipal Financial Management Program (MFMP) (SAQA Qualification ID no. 48965) or Certificate Program in Municipal Development (CPMD). A person who does not meet the minimum competency levels in unit standards will be given an opportunity to attain the minimum competency levels within 18 months from the date of appointment.
    • Registration with the South African Council for Social Service Professionals (SACSSP), or similar recognised relevant professional body.

    Knowledge and attributes

    • Good knowledge and understanding of relevant policy and legislation;
    • Good knowledge and understanding of institutional governance systems and performance management:
    • Understanding of Council Operations and delegation of powers, as well as- Health service management; Good knowledge of community services; parks and recreation management, cemetery management, waste management, public safety and disaster management, public participation.
    • Good governance.
    • Good knowledge of supply chain management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000).

    Key Performance Areas

    • Provide strategic leadership and overall management of the Community / Social Services Department.
    • Develop, implement, and monitor departmental strategies, policies, and by-laws in line with municipal objectives.
    • Oversee the delivery of community-related services, including Waste Management, Parks and Recreation, Public Safety and Disaster Management, and other community related services.
    • Manage departmental resources, including human capital, budgets and assets, in line with performance and service delivery objectives.
    • Ensure compliance with the Municipal Finance Management Act (MFMA), Municipal Systems Act, and all other related regulations.
    • Drive performance management, monitoring and reporting within the department.
    • Foster intergovernmental relations and partnership to improve community services.
    • Ensure effective governance, ethical leadership, and accountability within the department.
    • Ensure sound labour relation skills, including speech and report writing. Ability to work under pressure. Ability to promote
    • strategic planning and innovative leadership. Ability to negotiate at all levels.
