    Roster of Consultants - Noncommunicable Disease Facility-Based Patient and Programme Monitoring

    Purpose of consultancy

    • To provide technical advice on the development of NCD global monitoring standards and tools for strengthening national capacities for implementing NCD facility-based patient and programme monitoring, to improve coverage and quality of health services for NCD prevention, treatment and control.  
    • The main objective of SMR unit is to support the collection, analysis, and dissemination of country-level noncommunicable diseases and risk factor information to inform and improve public health policy. The Unit leads the development of norms and standards and related implementation tools in the area of facility-based surveillance, patient and program monitoring and surveillance and routine health information systems related to NCDs and rehabilitation.

    Deliverables: 

    • Develop global monitoring frameworks including guidance documents with target setting and indicator definitions/specifications.
    • Develop facility-based monitoring framework for secondary and tertiary level healthcare settings, including guidance document with indicator definitions/specifications.
    • Implement systematic review.
    • Design digital tools for collection, analysis and of use of facility data for integrated NCD programmes.
    • Develop training modules for using digital tools.
    • Conduct appropriate models of impact analysis of NCD service delivery interventions in countries. 
    • Provide technical expertise to countries on implementing or strengthening their NCD related patient and program monitoring. 

    Qualifications, experience, skills and languages.

    Educational Qualifications:
    Essential:

    • University degree in medicine, public health, epidemiology, statistics, data science, health informatics, or other related fields.

    Desirable: 

    • Advanced university degree in any of the above fields. 

    Experience
    Essential:

    • Over 5 years of relevant experience in developing monitoring frameworks or designing and implementing projects or monitoring and evaluation of health-related projects, statistical analysis or data management or health information systems design and implementation. 

    Desirable: 

    • Experience in NCD related patient and program monitoring.
    • Experience in data collection in low-resource settings.

    Skills/knowledge
    Essential:

    • Knowledge of the main WHO NCD management technical packages, such as HEARTS, PEN. 
    • Demonstrated knowledge of statistical models on impact evaluation. 
    • Demonstrated knowledge of routine health information systems including related digital platforms such as DHIS2.
    • Proven competency in statistical analysis, and use of statistical software such as R, Stata, SAS/SUDAAN, Python.
    • Strong organizational skills.
    • Ability to work as a member of a team.
    • Good communication and interpersonal skills.
    • Ability to work in a multicultural team and maintain effective working relationships with recognized experts and stakeholders.
    • Strong commitment and ability to deliver work on time under tight deadlines.
    • Proven competency in the use of business intelligence tools such as PowerBI or Tableau, geospatial analysis tools such as ArcGIS.

    Languages required:
    Essential:

    • Expert knowledge of English.
