PURPOSE OF THE POSITION

• In the context of the WHO Health Emergencies Preparedness and Response (EPR), at regional and hub level, the Chief - Health Logistics Officer will coordinate and conduct the setup and management of the Health Logistics support services unit of the response, in full compliance with WHO rules and the associated Standard Operating Procedures (SOPs).

DESCRIPTION OF DUTIES

The incumbent is responsible for, but not necessarily limited to, the following assigned duties: 

Management

• Provide timely technical expertise to the Unit and manage the overall implementation of technical activities.
• Monitor the health logistics team’s performance and regularly report to the OSL management, drawing their attention to needs, gaps, and problems and proposing remedial actions.
• Manage adequate organizational models and appropriate means to support the response.
• Liaise with technical experts to ensure proper needs identification from stakeholders and financial validation.
• During an outbreak, in collaboration with IMS and partners, supervise technical trainings, including safe and dignified burial, IPC, implementation/design of emergency treatment centers, WASH, and sample transportation.
• Manage Health and Technical budget response.

Health Facilities Support

• Manage health facilities supported by WHO to ensure appropriate set-up and equipment of facilities and mobile medical activities, such as vaccination campaigns, laboratory support, and other emergency health-related activities.
• Ensure water, sanitation, hygiene, and infection control standards requirements are in place and up to standard for all health facilities supported by the WHO.
• Participate in the planning of health facilities management and ambulatory health activities.
• Undertake regular field assessments to inspect the quality of health facilities (design, qualification, vetting, etc.) and storage conditions.
• Provide regular reporting on OSL technical health logistics activities.

Laboratory

• Supervise mobile laboratory deployment and activities and ensure safe transportation of samples.
• In collaboration with counterparts, provide input into upgrading the existing Mobile Laboratory and define laboratory layout according to local infrastructure when necessary.
• In coordination with Mobile Laboratory stakeholder focal point, provide technical input on
• vector control management set up and routine control to prevent infection into the structure.
• Ensure proper sample flow according to partners’ requirements (screening point, collection point, storage point, etc.).
• Assess overall needs, forecast supplies, and define adequate work plan of services support
• (Water and Sanitation, Power supply, Cold Chain, Decontamination area, Waste management, Staff transport, Cleaning, Security, etc.).
• Participate in the development of appropriate SOPs to frame logistics support of Mobile
• Laboratory activities with appropriate means.

Cold Chain

• Contribute to the assessment and forecasting of Cold Chain and vaccination activities and needs, adequately develop the IMS Strategic Response Plan and ensure overall needs are forecasted into the Health Response Plan budget.
• Conduct logistics for Cold Chain and vaccination project implementation (activities, budget, and project documentation) in line with Event response strategy and tactical approach.
• Coordination of the Health Logistics Partners
• Provide technical support to State Members, UN agencies, international organizations, and institutions for developing and implementing infectious diseases treatment facilities and/or repurposing existing structures in collaboration with other WHO experts.
• Conduct webinars and capacity-building training on infectious diseases, including setting up health facilities and facilitating compliance with IPC standards and clinical management requirements in treatment centers.
• Support the development of standardized tools and SOPs for infectious diseases health facility management related to IPC and WASH activities, including waste management of hazardous laboratories waste and follow-up on human resources requirements.
• Coordinate with IMS, OCHA, and Health and Logistics clusters.
• Actively promote and manage the coordination mechanism platform and build a strong collaborative network.

REQUIRED QUALIFICATIONS

Educational (Qualifications)

Essential

• An advanced university degree (Master’s level or above) in biomedical engineering, logistics, pharmacy, or a related field relevant to the functions of the positions from an accredited/ recognized institute.
• Desirable
• Recognized training or certification in Emergency Disaster Management

Experience

Essential

• At least ten (10) years of related experience in managing large-scale disaster emergency response and/or public health events with international concern, operations in international organizations/institutions, part of which is in the field supporting emergency humanitarian operations.
• Demonstrated exposure at the international level.

Desirable

• Related experience with WHO, the UN system, health cluster partners, recognized humanitarian organizations, or international nongovernmental organizations working in the field during outbreaks and/or health emergency response.

Purpose of consultancy

• To contribute to strengthening safe hospital programs and hospital emergency response planning as part of resilient health facilities and comprehensive disaster risk management in countries, documentation and dissemination of best practices and lessons learned, and integrated country planning processes across health preparedness and response.

Deliverables: 

• A specific set of deliverables and activities will be defined for each consultant assignment.

Deliverable 1: Review existing Hospital Safety Programme instruments and tools to determine the demands and needs for updated guidance materials. 

• Develop, adapt and pilot the global strategies, guidelines, tools, standards and learning packages for the Programme.

Deliverable 2: Consolidate evidence on Hospital Safety Programme activities that includes applications, contexts and utilities for strengthening, restructuring or transforming hospitals to become safe and resilient. 

• Perform data and information management tasks associated with this area of work.
• Prepare a literature review and technical briefs on topics such as, but not limited to hospital risks (e.g., vulnerabilities such as climate impacts; fragile, conflict and violence-affected contexts; small island developing contexts), urban and rural contexts, capacities, etc. 
• Prepare country case studies on hospital sector reforms in a variety of contexts.
• Develop metrics and monitoring strategies to measure programme implementation, including gender and vulnerable populations to ensure their representation.
• Provide technical expertise towards shaping the research priorities and building an evidence base for integrating Programme strategies .
• Contribute to knowledge management, i.e., informing about the program’s deliverables and gathering relevant knowledge from stakeholders and organizations.

Deliverable 3: Provide technical expertise to Country and Regional Offices in assisting governments to prepare, conduct, and finalize country-level implementation of the Hospital Safety Programme in collaboration with WHO units.

• Provide technical expertise to countries on Hospital Safety Programme development and implementation at national, subnational and facility level.
• Provide technical expertise in designing and implementing the required interventions at the system and facility levels.
• Contribute and participate in hospitals and facility assessments at the system level (e.g., as a component of health systems and system-wide emergency management).
• Ensure Hospital Safety Programme activities, including assessing findings and monitoring the resulting key actions for completion.

Deliverable 4: Synthesize global and regional Hospital Safety Programme activities to inform reporting, technical and operational implementation strategies and identify additional areas of the regional and country support.

• Compile best practices, lessons learned and case studies from countries to illustrate concrete benefits of risk profiles.
• Contribute to the preparation of global and regional meetings and knowledge management for the global and regional agenda of the Hospital Safety Programme.

Deliverable 5: Develop and implement a Community of Practice strategy and supportive tools to facilitate cross-learning and exchange amongst multi-sectoral stakeholders.

Purpose of consultancy

• To contribute to the operationalisation of One health for the prevention, control and management of neglected tropical diseases (NTDs) that have a human - animal - environmental interface with a special focus on the parasitic zoonotic diseases.

Deliverables

• Deliverable 1 – Contribute to data collection, monitoring and evaluation. Provide technical advice during the regional review of the draft T. solium Monitoring & Evaluation (M&E) plan, incorporate the feedback and produce the final report. Work with WHO editors, graphic designers and technical staff to prepare the final output document for publication. Based on the selected indicators, develop a T. solium and foodborne trematodes country data collection forms. Provide guidance to the regions and countries in the use of the newly developed form to collect echinococcosis data.  

Expected by: Regional review by August 2023, final report by February 2024.

• Deliverable 2 – Provide expert technical input on program implementation: Provide technical expertise to regions and countries on country planning and accessing the donation of medicines programme for parasitic zoonoses. Hold regular biweekly coordination calls with the focal points on parasitic neglected zoonoses in all regions. Provide technical advice to countries in topics such as: mapping of T. solium, implementation of preventive chemotherapy, implementation of One Health programs, diagnostics, funding applications.  

Expected by: until May 2024. 

• Deliverable 3 – Finalise the release of the Open WHO course on T. solium and organise dissemination activities, facilitate regional training on the management of adverse events and case management of neurocysticercosis, and  actively disseminate the relevant guidelines. Provide any relevant regional training and participate in regional webinars as requested by the regional focal points. 

Expected by: OpenWHO dissemination by July 2023, regional training by November 2023.

• Deliverable 4 – Contribute to the Diagnostic Technical Advisory (DTAG) group on TPP design including public consultation and preparation of updated TPP documents for T. solium. To collate and review all public comments received during an open consultation and prepare a synthesis of the material.  To incorporate any changes recommended into the final documents, and liaise with WHO editors, graphics designers, and technical staff to prepare the final documents for publication on the WHO website.  

Expected by: February 2024.

• Deliverable 5 – Identify opportunities and synergies, and further develop concepts for implementing NTD activities using a One-Health approach. 

Expected by: May 2023.

Purpose of consultancy

• To provide technical advice on the development of NCD global monitoring standards and tools for strengthening national capacities for implementing NCD facility-based patient and programme monitoring, to improve coverage and quality of health services for NCD prevention, treatment and control.  
• The main objective of SMR unit is to support the collection, analysis, and dissemination of country-level noncommunicable diseases and risk factor information to inform and improve public health policy. The Unit leads the development of norms and standards and related implementation tools in the area of facility-based surveillance, patient and program monitoring and surveillance and routine health information systems related to NCDs and rehabilitation.

Deliverables: 

• Develop global monitoring frameworks including guidance documents with target setting and indicator definitions/specifications.
• Develop facility-based monitoring framework for secondary and tertiary level healthcare settings, including guidance document with indicator definitions/specifications.
• Implement systematic review.
• Design digital tools for collection, analysis and of use of facility data for integrated NCD programmes.
• Develop training modules for using digital tools.
• Conduct appropriate models of impact analysis of NCD service delivery interventions in countries. 
• Provide technical expertise to countries on implementing or strengthening their NCD related patient and program monitoring.

Purpose of consultancy

• To contribute to the global NCD population-based surveys and contribute to updating of existing tools and development of new tools to improve population-based surveillance of NCDs and risk factors

Deliverables: 

• Provide technical expertise to countries with planning, implementation, data management and analysis, reporting and dissemination of their NCD population-based surveys such as STEPS, GSHS, GSHPPS, GYTS and GATS.
• Undertake a review of the NCD population-based survey questionnaires and instruments, processes and protocols to ensure they are kept up-to-date and relevant to NCD public health priorities.  
• Develop training materials for use in population based NCD surveys.
• Develop survey tools, instruments and protocols for complimentary facility based NCD surveys.
• Undertake reviews of equipment and procedures for point of care devices for the measurement of key NCD risk factors.
