    Senior Manager: Services Regulation

    Mission/ Core purpose of the Job

    The Senior Manager: Services Regulation is responsible to participate in the development and monitoring of Services regulations that help in achieving business goals while providing expert advice to MTN and relevant stakeholders. To ensure compliance and awareness of internal policies, applicable laws and regulations across MTN Group.

    Key Performance Areas: Core, essential responsibilities / outputs of the position (KPA's)

    1. The Senior Manager: Services Regulation will be accountable to achieve the following objectives:
    2. Provide strategic input into and manage implementation of MTN Group’s Services Regulation agenda
    3. Ensure effective implementation of the MTN Group Services Regulation Strategy by providing direction, structure, frameworks, models, roadmaps and support for the teams within the OpCos
    4. Monitor and control the budgetary needs of the Services Regulation function
    5. Ensure compliance with relevant legislation, across the different Opcos, regarding services regulation, including, but not limited to, Consumer Protection, Data Protection, Cybersecurity etc.
    6. Develop monitoring tools, guidelines, frameworks to ensure compliance with all relevant services regulation, ensuring services contracting across MTN are aligned and compliant
    7. Undertake research and benchmarking on MTN’s policy changes from time to time, to update and align the Services regulations to the overall MTN objective and industry best practice
    8. Escalate Services Regulation violations to the General Manager: Regulatory Affairs
    9. Engage with the relevant internal and external stakeholders within the digital service regulatory landscape
    10. Ensure that the Services Regulation Policy is maintained and stays up to date
    11. Initiate and facilitate compliance meetings to ensure relevant participation and provide direction and counsel to the various discussions
    12. Provide input and feedback around how the function can service the business optimally
    13. Deliver timely analysis and reports on digital Services regulatory rules and decisions and provide assessments of proposed strategies for any required follow-up to the General Manager: Regulatory Affairs and the Executive Regulatory Affairs.
    14. Stay abreast of different local and global regulatory requirements within the Telecommunications Industry.
    15. Prepare monthly reports for Group Exco based on functional KPIs and any other key issue the Group Exco may require details on.

    Key Deliverables

    1. Deliver on all objectives as stated above
    2. Implementation of the Services Regulations strategy
    3. Up to date drafting and documentation of relevant Services Regulation
    4. Liaise with relevant stakeholders on relevant statutory and regulatory policy to inform Services Regulation activities
    5. Coordinate the preparation and compilation of agreed periodic activities and performance reports for the attention of the General Manager: Regulatory Affairs

    Role Dependencies

    1. Deep understanding of the MTN business strategy
    2. Understanding of the Opco technology, business and regulatory context
    3. Timely decision making and reporting
    4. Alignment of OpCo and Group strategy initiatives

    Job Requirements (Education, Experience and Competencies)

    Education:

    1. Legal Degree or any other relevant field Degree
    2. Master’s degree is an advantage
    3. Fluent in English and language of country preferable
    4. Relevant certification / accreditation / membership with professional body as required for role

    Experience:

    1. A minimum of 8 years’ experience require with the breakdown as indicated below:
    2. 5 years management track record
    3. 3 years relevant sector / industry/ area of specialisation
    4. Worked across diverse cultures and geographies advantageous
    5. Experience working in a medium to large organization

    Competencies:

    3. Results Achiever, Operationally Astute, Agile and Excellent Communication (written and & verbal) Skills.
