    Senior Manager: Supply Chain Management

    Purpose statement:

    • The Senior Manager: SCM is responsible for all the CETA SCM functions, ensuring that there is a development, implementation, maintenance, and management of an effective and efficient SCM system and SCM function in line with the applicable legislations/regulations and approved policies while ensuring fair, transparent, competitive, cost-effective and equitable procurement and provisioning system

     Roles and Responsibilities:

    • Develop an Operational plan aligned with the SCM Divisional Strategy and CETA Mandate
    • Ensure that all functions in the Unit are aligned with the developed operational plan.
    • Ensure that all staff are aware of the operational plan.
    • Develop set performance measurement mechanisms and ensure the implementation of these through the operational plan.
    • Develop policy and procedure documents as and when required.
    • Review current policies and procedures and make suggestions for changes.
    • Monitor progress to ensure successful implementation of plans and achievement of targets.
    • Produce relevant information reports according to requirements and timelines.
    • Develop and implement a strategic sourcing plan, ensure that future as well as current needs are linked to the plan, and that needs are linked to the approved budget.
    • Manage the maintenance of a register/database of service providers.
    • Develop and implement Supply Chain Management compliance frameworks.
    • Oversee the development of the annual procurement plan.
    • Monitoring and reporting of the Procurement Plan
    • Ensure that legislative regulations are communicated and relevant polices updated accordingly.
    • Ensure proper disposing of surplus and/or underutilized assets.
    • Develop the SCM plan and distribute to the organization, providing support to complete the templates, collecting organizational inputs and collating into consolidated procurement plan.
    • Secure approval for the procurement plan by submitting to the CFO for review and submitting final approved procurement plan to National Treasury on an annual basis.
    • Develop the demand strategy by reviewing the approved procurement plan and extracting trends and themes to support on an annual basis.
    • Review and Develop recommendation for drafted terms of reference/specifications as submitted by the business units against the approved demand plan and submit for authorization when required.
    • Ensure the process of issuing of tenders by reviewing and authorizing the bid advertisement, authorizing the specification/ToR, RFQ and the tender compliance document pack.
    • Ensure that there are briefing sessions for procurements that require them.
    • Ensure the development and maintenance of the acquisition process.
    • Ensure that the Manager: Acquisitions ensures that Bids are adjudicated and evaluated according to the SCM policy and legislative requirements, and decision are made and communicated to internal and external stakeholders.
    • Oversee the bid adjudication and evaluation process done by the Manager.
    • Ensure that quotation-based procurement requests are compliantly processed by reviewing organizational requests.
    • Liaise with the Manager Acquisitions to identify and implement opportunities to streamline and optimize the acquisition process and procedure while maintaining compliance by reviewing trends.
    • Ensure that bid processes are efficient, effective, and compliant with the CETA’s policies and procedures.
    • Ensure that bids are evaluated fairly and impartially, and that contract awards are made in accordance with CETA’s policies and procedures.
    • Ensure that any SCM contracts and documentation are available as required by overseeing that contracts are accurately completed and filed accordingly.
    • Ensure that supplier performance is evaluated and reported as per SLA.
    • Ensure that the contract non-performance is addressed and support the organization to implement required action in line with SCM performance management guidelines and processes.
    • Ensure the resolution of contract disputes in a fair and timely manner.
    • Manage the relationships and contracts with identified partners and service providers
    • Facilitate and maintain effective stakeholder and business relationships through appropriate relationship building, networking and reporting activities.
    • Represent the organisation to stakeholders, associates and partners and maintain professional, effective and amicable relationships to ensure that CETA’s interests are upheld.
    • Liaise on a regular basis with all third parties and ensure that business.relationships are maintained.
    • Address problems that are identified in the most appropriate manner.
    • Investigate problems and find suitable solutions.
    • Deal with customer queries and escalated issues from the unit.
    • Build and lead an effective and cohesive team through the effective management of unit resources.
    • Drive the implementation of talent acquisition, succession planning, development, and retention strategies for the unit.
    • Ensure the enhancement of relevant knowledge and skills through continuous coaching, mentoring and nurturing of talent in the business unit.
    • Create a high-performance culture and manage team performance effectively by translating and communicating the annual performance goals and measures into individual work plans based on agreed upon objectives.
    • Ensure the working environment contributes to improving employee engagement, recognition and increased productivity.
    • Ensure the management of poor performance and disciplinary matters in line with the CETA’s policies and procedures.
    • Ensure all SCM business activities adhere to relevant legal, regulatory, and industry standards.
    • Prepare and submit regular reports on compliance status, highlighting any potential risks or areas of non-compliance to executive management.
    • Perform ongoing SCM risk assessments to identify and evaluate internal and external risks that could impact operations.
    • Work closely with the Chief Financial Officer to implement risk controls and ensure alignment with organizational risk management goals.
    • Monitor the progress of risk mitigation activities and escalate issues that require higher-level intervention.
    • Manage internal audits to assess the organization’s compliance with regulatory standards and internal policies.
    • Stay informed about regulatory changes and ensure that internal policies and procedures are updated promptly.
    • Communicate policy updates and regulatory changes to relevant teams and ensure timely implementation.
    • Build and lead an effective and cohesive team through the effective management of divisional resources.
    • Drive the implementation of talent acquisition, succession planning, development, and retention strategies for the division.
    • Ensure the enhancement of relevant knowledge and skills through continuous coaching, mentoring and nurturing of talent in the business Division.

    Requirements

    Minimum Job Inherent Requirements:

    • Bachelor's degree (NQF7) in Supply Chain Management, Procurement, Logistics, Business Administration or equivalent
    • Advantageous Certifications Professional in Certified Supply Management (CPSM), Certified Supply Chain Professional (CSCP), Certified Purchasing Professional (CPP), Certified Public Procurement Professional (CPPO)
    • 8 years’ experience in similar environment of which 3 years at a Junior Management level
