    SHEQ Superintendent – Health and Safety

    PURPOSE OF THE JOB

    Evaluate existing S&H Systems, identify needs and implement audits and continually improve various Safety & Health initiatives in support of our objective to achieve Zero Harm.

    BALANCED SCORECARD PILLARS, ROLES AND RESPONSIBILITIES

    SAFETY, HEALTH, ENVIRONMENT AND QUALITY

    • Identify risk exposures in your area of responsibility by considering exposures to business, financial, legal issues, people, equipment, material, environment, processes, etc.
    • Through evaluation of existing control measures, consider the level of residual risk exposure, and advise on mitigation and implementation of control measures to address residual risk (set objectives, minimum requirements, etc.)
    • Manage SH compliance within the area of influence through effective use of the SHEQ Systems and SHEQ Toolbox modules
    • Utilise the Integrated Management System (IMS) to initiate, record, evaluate, analyse, investigate and report SHEQ status and pointers of focus towards achieving Zero Harm
    • Identify means to improve current systems through technology and digitisation and implement optimised reporting methods

    PEOPLE 

    Manage the Section:

    • Ensure an enabling climate/culture
    • Manage performance against set targets and competencies
    • Ensure IDP’s are linked to performance results and implemented as per plan
    • Conduct career discussions and implement actions with all identified talent (quarterly)
    • Ensure discipline is maintained (absenteeism, lateness, overtime, misconduct, etc.)
    • Coach and counsel people to ensure improved performance levels
    • Conduct recruitment interviews to fill vacancies
    • Identify training needs and advise on aids to improve competence, skill and ability of S&H Staff
    • Mentor individuals to ensure a talent pool for future vacancies
    • CUSTOMERS 
    • Maintain an excellent working and support relationship with site SHEQ Managers and keep General Managers abreast in feedback sessions on S&H related activities
    • Ensure Customer Satisfaction through regular audits, contacts, corrections or adjustments and follow up

    BUSINESS PROCESSES 

    • Through the application of HIRA, audits, Health and Hygiene assessments, legal requirements, gap assessments and analysis of SHEQ Systems indicators (trends), identify Safety & Health trends, requirements/exposures and determine the potential impact it may have on the sites and introduce mitigation measures and controls to improve residual risk to prevent loss
    • Through exemplary leadership direct, evaluate and advise the Group on the implementation, application and maintenance of Legislative requirements and the Samancor Chrome SHEQ Systems and Key Performance Indicators (KPIs)
    • Implement requirements to align with Behavioural Expectations
    • Based on Risk Assessment residual risks, develop, align and implement Policies, Standards Operating Procedures, Protocols, Guidelines and Toolkits at Group Level,
    • Develop Learning Interventions to support implementation of Safety & Health Management System requirements, identify training needs and facilitate Safety & Health training courses
    • Facilitate external and conduct internal Safety & Health Systems and Compliance Audits and monitor and report closure on Audit findings
    • Report on the Performance of Group Safety & Health Management Systems
    • Direct and coordinate the reporting of Significant Incidents and facilitate/Investigate Significant Incidents enquiries and chair or participate in actual level 3 and above Significant Incident Investigations as assigned 
    • Schedule and conduct follow up audits on the effective closure of actions that originated from significant incidents
    • Maintain and report Safety & Health statistics and information
    • From analysis and in support of continual improvement, identify the need for and implement Safety & Health Projects
    • Utilize the Samancor Chrome Integrated (SHEQ) Management Systems to initiate, investigate and direct SHEQ focus points and report on pro-active energy status of Near Miss Reporting, Safe Behaviour Observations (Visible Felt Leadership), Layered Audits, Planned and Critical Task Observations, Pro-active Significant Incident Reporting, Permits to Work, and Close-out status of corrective actions.
    • Maintain and evaluate the use and currency of the site’s IMS/EBMS/Chromedoc system
    • Keep the sites abreast with relevant Legislative changes and ensure site wide legislative compliance
    • Align the site with the Group SHEQ strategic direction and benchmark Samancor SHEQ Practices and Systems against Best Practice within other industries
    • Identify external SHEQ requirements/exposures and determine the impact they may have on the site
    • Identify learning Interventions and establish induction systems to support SHEQ Management System requirements
    • Audit, evaluate and direct sites to maintain ISO 45001 Certification
    • Analyze and interpret Site Lagging and Leading Indicator findings to determine trends and make recommendations based on findings – evaluate site’s response and value of recommendations
    • Participate in Cross Site Audits within Samancor Chrome to share or investigate SHEQ best practices
    • Refer to the Samancor Chrome Significant Incident inventories and use the lessons learned to direct pro-active initiatives at the sites to prevent similar occurrences.
    • Maintain the Contractor SHEQ Management Process
    • Establish, direct and monitor compliance to the site’s MOC processes and project deliverables
    • Establish and maintain a system whereby SHEQ related issues are effectively communicated throughout the site

    Knowledge:

    • Demonstrate knowledge and understanding of the Occupational Health and Safety Act 85 of 1993 (OHSA) (as amended) and the responsibilities of management in terms of the Act and incorporated SANS codes
    • Demonstrate knowledge and understanding of the Mines Health and Safety Act, (Act 29 of 1996) and its application and incorporated SANS codes
    • Demonstrate knowledge of environmental legislation as it impacts on management of risk
    • Demonstrate an understanding of ISO 14000, 9001, 45001 standards

    Requirements

    Minimum qualifications: 

    • Degree or National Diploma in Occupational Health, Hygiene or Safety
    • 6 years’ relevant experience, preferably 2 years’ managerial experience
