    Specialist, Community Development

    Job Advert Summary    
    PURPOSE:

    •  To identify, design, develop, plan, manage, implement, monitor and report on Business Unit's community development Local Economic Development/Social and Economic Development/Economic Development projects according to Company processes and relevant legal/regulatory requirements. 
    • To manage resolution of internal and external Business Unit community development audit findings. 
    • To manage community development service providers. 
    • To support, participate in and manage stakeholder engagement related to the Business Unit's Local Economic Development/Social and Economic Development/Economic Development community projects.

    Minimum Requirements    
    QUALIFICATIONS:

    • Bachelor of Social Science (Essential/Minimum)
    • Certificate in Stakeholder Management (Essential/Minimum)
    • Certificate First Line Management (Essential/Minimum)
    • Certificate Project Management (Recommended/Desirable)

    EXPERIENCE: 

    • 3-5 years Relevant experience in community development including practical/hands- on project development, management and implementation, budget management and stakeholder engagement. Business development/ enterprise development experience.

    Duties & Responsibilities    
    Community Development  

    • Conduct analyses to understand local/provincial socio-political, socio-economic and relevant legal/regulatory environment in which the Company/Business Unit (BU) operates to inform BU's community development priorities/plans, including conducting a social baseline/community needs assessment to understand the local community context. Ensure in-depth understanding of Mineral and Petroleum Resources Development Act (MPRDA) /Broad Based Black Economic Empowerment (BBBEE)/ Social and Labour Plans (SLP’s) guidelines/Local Economic Development (LED) national framework/mining charter/municipality's Industry Development Plans (IDP’s) etc.
    • Support manager stakeholder affairs to develop/update the BU's SLP LED section, including engage local communities/municipality to identify/agree on projects, identify LED/ Social and Economic Development (SED)/Economic Development (ED) projects aligned to provincial development plans/municipality's IDP/BBBEE and mining charter targets/national development priorities/the Company community development strategic plan and in collaboration with corporate community development, BU Human Resources (HR), Supply Chain Management (SCM), finance etc. Develop high level scope per LED project. Ensure LED projects have an ED focus
    • Identify enterprises to be included in ED programme and collaborate with SCM regarding the development needs of identified suppliers.
    • Manage ED programme with service providers.
    • Assess ED beneficiaries and conclude Memorandums of Understanding (MoU’s).
    • Determine monetary/non-monetary (training) support required.
    • Monitor/evaluate/report on progress.
    • Identify ED beneficiaries that could become suppliers. Collaborate with BU and corporate SCM regarding the integration/alignment of ED and supplier development plans/initiatives
    • Support manager stakeholder affairs to prepare BU community development reports including milestone/progress/financial reports to corporate community development and Exxaro Chairman’s Fund (ECF)/Exxaro Fund (EF), SLP report to Department of Mineral Resources (DMR), mining charter report, BBBEE report, integrated report, board etc.
    • Monitor/report on performance against SLP/mining charter/BBBEE targets and commitments
    • Accurately record and report R-value of all BU donations, including non-discretionary, volunteerism, community development sponsorships and donations in kind etc.
    • Evaluate requests for donations according to the Company’s donation criteria and prepare donation requests for ECF/EF
    • Manage execution of donations/sponsorships including branding opportunities
    • Manage/coordinate level 1 audits on SLP LED projects, corporate level 2 audits, external audits and DMR SLP LED inspections
    • Support coordination of community development forums and ensure accurate record keeping for reporting purposes.
    • Participate in relevant internal/external community development forums as required
    • Support risk management processes/systems for community development.
    • Identify and analyse risks related to LED/SED/ED projects
    • Collaborate with corporate communications team/BU communication to ensure internal/external exposure for BU LED/SED/ED initiatives including corporate identity application as required

    Compliance, Governance and Assurance  

    • Ensure all initiatives are delivered in accordance with the Company, stakeholder affairs, stakeholder management, corporate communication and community development policies, guidelines, procedures etc.
    • Adhere to sound corporate governance principles
    • Ensure BU adheres to all relevant community development-related legislation/regulations and advise BU on potential impact of changes in the regulatory environment that will affect the Company/BU
    • Revise plans accordingly

    Functional Excellence  

    • Support manager stakeholder affairs to embed community development policies, standards, criteria, guidelines, procedures, practices, processes, standards, tools, benchmarks etc. at BU
    • Apply community development governance in operational activities including standards to measure impact of community development projects, Social Return on Investment (SROI)
    • Support manager stakeholder affairs to apply community development best practices and excellence, including development of social consciousness among management and employees
    • Provide local insight to corporate stakeholder affairs team
    • Participate in community development functional and cross-functional forums at BU and corporate
    • Align with corporate communication and stakeholder management approaches, frameworks etc.
    • Keep record of internal forum decisions and actions
    • Support the identification and management of local community development risks

    Functional Management    

    • Contribute to the development of BU community development plan and participate in the development of group community development strategic plan, as required
    • Implement group community development and BU community development plans at BU under the guidance of manager stakeholder affairs
    • Communicate and engage with departmental and functional employees including corporate community development, corporate communication and corporate stakeholder management teams to align with group agenda and implement BU initiatives
    • Engage with BU management and cross-functionally in delivery of community development projects

    Project Management

    • Project development: Assess viability of proposed LED/SED/ED projects through application of SROI methodology to determine forecasted impact of projects. Develop LED/SED/ED project proposals including ECF/EF documentation, project goals/objectives, project budget, project milestones, impact map etc. and submit to senior specialist community projects and manager stakeholder affairs for review. Ensure projects are financially sustainable and adheres to good governance and community project governance. Adhere to Company community development process/standards to submit project proposals for evaluation/approval/budget allocation by ECF/EF. Ensure all projects have been approved by municipality prior to submission to ECF/EF.
    • Project management: Oversee implementation of LED/SED/ED projects, including report on progress to manager/community stakeholders, evaluate impact of projects (SROI) at set intervals, prepare documentation to release funds, manage project budget, track expenditure, develop work plans etc. Communicate to stakeholders through all stages of LED/SED/ED projects, including outcomes/impacts. Monitor implementation of projects through regular site visits
    • Direct/actively manage specialist LED/SED/ED service providers and BU project teams to ensure execution/ deliverables are according to schedule, scope, budget and the Company/community development standards/governance/ processes etc. Apply the Company community development monitoring/evaluation and project management principles to all projects
    • Manage LED/SED/ED projects according to the Company’s community development toolkit from development to closure and ensure that all projects are planned, implemented, reported and monitored according to the Company’s project management methodology, utilising the Company’s project management system
    • Report monthly on LED/SED/ED project milestones to manager and corporate community development
    • Conduct actual SROI of LED/SED/ED projects and report on completion of projects
