3 years’ experience as a Skills Development Facilitator
Experience as a Skills Development Facilitator
Experience in developing Workplace Skills Plan, and its implementation.
Experience in dealing with Sector Education and Training Authorities
Competency in the development of meaningful reports for decision by management
Knowledge of skills development legislation
Knowledge of talent management frameworks, models and tools
Knowledge of Human Resources Systems and Learning Systems
Proficient in MS word

Summary of Duties:
Provide input into the Talent Management and Skills Development Strategy
Advise the Head Organisational Development and Talent Management of the latest talent and skills development trends. Provide guidance to internal stakeholders regarding talent and skills development.
Provide input into relevant talent and skills development methodologies, policies and procedures.
Develop relevant templates and guidelines. Facilitate understanding and commitment to these methodologies, policies, and procedures.
Recommend new approaches, techniques, and programmes to promote continuous enhancements and improvements.
Review workforce plans to ensure the implementation of sustainable talent and skills development interventions.
Provide input into the sourcing and development initiatives to meet the talent requirements.
Provide input into the EVP to enhance the attraction and retention of talent within DUT.
Support HR Business Partner with talent reviews and succession plans / cover for critical roles.
Identify talent and succession risks and collaborate with relevant stakeholders to identify and implement plans to mitigate these risks e.g., the development of upcoming diverse talent.
Consolidate talent and succession plans.
Report findings and trends to the Head Organisational Development and Talent Management
Monitor that retention plans are in place to retain key talent, report on the retention of key talent and identify retention risks and trends.
Update and review the DUT competency framework in collaboration with relevant internal and if required, external stakeholders.
Assist with the development of a competency assessment framework / matrix. Facilitate integration with all relevant HR processes such as job profiling, recruitment, skills audits, talent reviews, talent and succession management, development etc.
Oversee the consistent application of the assessment framework.
Identify competency assessment service providers and monitor adherence to service level agreements.
Report on assessment results / outcomes whilst maintaining confidentiality at all times.
Manage the overall compliance to Skills Development legislation and DUT skills development policies.
Consolidate DUT’s Annual Skills plans to ensure alignment to legislative and business requirements and to optimise DUT’s BBB- EE rating.
Finalise skills plans based on budgetary provisions and facilitate the approval and signoff the Skills Plans
Liaise with the SETA to ensure optimal recovery of SETA grants and report on the recovery of SETA funding/ grants.
Oversee that Personal Development Plans are catered for in Skills plans to ensure the development of critical skills gaps.
Identify and recommend appropriate learning and skills development programmes / providers.
Monitor the overall implementation of skills plans and oversee the preparation of quarterly and annual progress reviews.
Identify reasons for variances in collaboration with the relevant stakeholders. Facilitate solutions to overcome variances.
Review feedback received on training / development programmes and facilitators and put plans in place to enhance the training and development offering in DUT.
Monitor overall training spend and report on variances.
Facilitate develop programmes if required and oversee that facilitators meet the minimum requirements.
Ensure that talent and development related records are up to date, accurate and adhere to DUT’s document management policies and procedures.
Provide expertise / guidance and upskill internal stakeholders on talent management and development methodologies, practices and procedures.
Facilitate talent and skills development forums at an organisational level and support HR Business Partner
Specialists with the facilitation of regional / departmental forums.
Attend to stakeholder queries and request and refer any unresolved matters to the head of the department.
