    Senior Fund Specialist (IFISA)

    Job Description    

    • The Mandate of IFISA has been captured in a Memorandum of Agreement (MoA) amongst the National Treasury, the DBSA and Government Technical Advisory Centre entered into on 02 January 2026. The MoA has been informed by an in independent business case. The Senior: Fund Specialist (IFISA) is responsible for supporting the execution of the asset management and treasury functions, which include monitoring and evaluation physical asset management, monitoring and evaluation of financing instruments, facilitating the mobilisation and crowding-in of capital through the structuring, distribution, and syndication of financial instruments in both primary and secondary capital markets.

    Key Responsibilities    
    Strategic Outputs

    • Support IFISA’s strategic intent and progressively contribute a robust portfolio of projects, leading to improved funding and implementation opportunities.
    • Support the monitoring and evaluation activities of physical infrastructure assets and financing instruments.
    • Implement the M&E strategy/process/system that will ensure tracking of the implementation of projects .This would include amongst others the tracking of all projects/programmes inputs, outputs and impact results.
    • Develop infrastructure investment model, strategies, tools, and products focused on core, stable cash-flow generating infrastructure assets.
    • Monitor and provide recommendations to maintain and improve the financial sustainability, stability, and operational effectiveness of the Infrastructure Fund.

    Investment and Portfolio Management

    • Develop and implement and efficient data collection processes and systems.

    • Manage the implementation and ongoing management of asset portfolios in line with IFISA’s strategic mandate.

    • Prepare investment memoranda and summaries including analysis of returns, investment case development, and sensitivity/scenario analysis.
    • Perform asset valuation in line with market-standard valuation frameworks and guidelines.
    • Develop and utilise financial models, including capital market instrument tranching and scenario modelling.
    • Conduct post-execution monitoring of investments, including quarterly portfolio performance reporting.
    • Review and negotiate legal financing documents with working knowledge of inter-creditor arrangements.
    • Ensure compliance with relevant legislative frameworks including Capital Market Listing Rules, MFMA, PFMA,Companies Act, and King V.
    • Manage the monitoring of the projects' implementation to ensure compliance with facility agreements and contractual obligations by conducting technical reviews and risk assessments to identify and mitigate potential project execution issues.

    • Proven track record in managing finance, investments or assets on a portfolio basis.

    Senior Legal Advisor: Transacting (SA)

    Job Description    

    • The Senior Legal Advisor is responsible for providing legal advice and support to clients on the financing activities of DBSA, ensuring that all actions, initiatives, and investments are legally sound and protect the investment portfolio.     Job Description    

    • The Contact Manager provides operational and coordination support for the effective execution of contract management, procurement planning, and service provider performance reporting within the Infrastructure Delivery Division (IDD).     Principal Credit Officer: Portfolio Management

    Job Description    

    • The role is responsible for the ongoing assessment, monitoring, and optimisation of credit risk within the existing portfolio of investments across South Africa, the Rest of Africa and High Impact. The role is critical to maintaining portfolio health through in-depth credit reviews, financial analysis, and proactive risk mitigation strategies.     Credit Portfolio Monitoring and Risk Reviews

    • Conduct structured, periodic credit reviews on all existing transactions, ensuring timely identification of deterioration of risks.
    • Initiate/review rapid risk reviews in response to emerging external or internal risk signals, collaborating with internal and external stakeholders for effective intervention.

    Programme Manager (Partner-A-District)

    Job Description    

    • The Partner-A-District (PAD) Programme operationalises the Bank’s municipal strategy, focusing on transforming the M2/M3 municipal segment through an integrated, programmatic, and partnership-driven approach. It positions districts as strategic entry points for the DBSA to elevate the development impact in alignment with government policies and the District Development Model (DDM).
    • The Programme Manager leads and coordinates the implementation of multiple projects in the PAD programme to advance the Bank’s strategic objectives.     Quantity Surveyor

    Job Description    

    • The Quantity Surveyor is responsible for managing and forecasting all costs associated with infrastructure projects, from planning through to completion, ensuring cost efficiency and value for money while maintaining quality and regulatory standards. The role involves monitoring project finances, adhering to statutory building regulations, and delivering professional Quantity Surveying services that meet the needs of the Infrastructure Delivery Division. Additionally, the Quantity Surveyor provides expert guidance and inputs for the development of infrastructure strategies, policies, systems, and technical standards.

    Key Responsibilities    
    Quantity Surveying and Quality Assurance

    • Calculate and verify project costs to enhance value and cost efficiency for infrastructure projects in line with regulatory standards and quality.
    • Estimate and monitor all costs that relate to the infrastructure project from the planning stage until the final stage, when all actual costs are levied.
    • Verify the accuracy of deriving costs for project ancillaries, labour and material for each item or activity, especially for large volume, high value or high-risk services and works.
    • Advise contract custodians on bill of quantities and activity schedule composition for large volume, high-value or high-risk services and works.
    • Monitor execution and update of processes for site audits, where required, to verify quantities and claims for work executed.
