    Director Planning and Local Economic Development

    • The successful incumbent will be on a permanent basis and will be required to sign an employment contract, a performance agreement and complete the disclosure of financial interest form. Will also be required to undergo a competency assessment, screening and security vetting. He/ she will be stationed at Greater Giyani Local Municipality's head office in Giyani.

    TOTAL REMUNERATION PACKAGE

    • R1 291 138 (Minimum)- R1 322 225 (Lower)- R1 353 856 (Midpoint) -
    • R1 386 348 (Upper and R1 419 621 (Maximum) (All Inclusive Package in Line with The Upper Limits of Total Remuneration Packages Payable to Municipal Managers and Managers Directly Accountable to The Municipal Manager, GOVERNMENT GAZETTE N0.54505 DATED 14 April 2026)

    Appointment requirements:  

    • Grade 12 and Bachelor of Science Degree in Building Sciences/ Architect / Bachelor Degree in Town and Regional Planning or Development Studies as recognized by SAQA. Five (05) years' relevant experience at middle management level  Have proven successful Professional Development Regional Planning experience.   Minimum competency levels in terms of Government Gazette No. 29967.
    • Certificate in Municipal Finance Management or certificate program on Municipal Development (CPMD). Knowledge: Good knowledge and understanding of relevant Policy and Legislations   Good understanding of institutional governance Systems and pertormance management   Good knowledge of supply chain management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000); Knowledge of geographical information Systems   and Knowledge of Spatial, Town and Development Planning. Extensive and Practical knowledge of Local environment' Implementation of SPLUMA   Understanding of Municipal legislative framework, including, municipal Systems Act, Municipal Structures Act MFMA, and other related legislation.

    CORE AND LEADING COMPETENCIES: As prescribed in the Annexure

    • A (Local Government: Competency Framework for Senior Managers) to the Local Government: Regulations on Appointment and Conditions of Employment of Senior Managers as published in Government Notice No.21 of 17 January 2014.

    Responsibilities:  

    • Provide Strategic Leadership for all functional areas in Planning and Local Economic Development Department
    • Ensure municipality complies with all legislations pertaining to financial management  Advice the Accounting Officer on the exercise of power and duties assigned to him/her in terms of the MFMA   Develop and implement programmes and strategies to ensure effective and efficient of the sector plan   Monitor financial risks and implement an anti - fraud and anti - corruption strategy in support of the Risk Management Unit programmes
    • Oversee the review and development of planning related policies and procedures   Give input towards preparation of the IDP and SDBIP
    • Compile relevant reports as required by legislation and regulations
    • Responsibly for ensuring compliance with corporate governance principles within the planning department.

    1x Assistant Director Compliance Management: REF (17/GGM/2O26)

    Salary Scale: R572 937.29 -R 601 870.69 p/a post level 4: Car allowance

    • A 13 673.90 per month (Excluding Benefits) Appointment Requirements: BCom Degree in Accounting/ Accounting Science/ Bachelor's degree in Commercial Law.  3-4 experience in finance/ Commercial Law.

    Responsibilities:  

    • Ensure the organisation compliance with relevant laws, regulations and internal policies.  Monitor creation and implementation of compliance programs.  Maintain and control contract register.  Monitor implementation of compliance risk assessment.   Investigate and enforcement of Compliance Matters.  Coordinate Bid administration.Coordinate and maintain stakeholder relations  Maintain records of compliance activities incident.
