    Deputy Director: Academy

    Minimum Requirements: 

    • Grade 12/NQF level 4; 
    • Degree or B-Tech qualification in Fire Technology or Emergency Medical Care (NQF level 7); 
    • 10 years’ experience in Emergency Management Services, of which 4 years’ experience in a Managerial position in a Training Academy environment. 
    • Valid Driver’s License.  

    Primary Function:

    • Manage key performance and result indicators associated with the Academy through the implementation of laid down policies and procedures, ensuring input to longer term objectives setting, Direct and execute training procedures and processes associated with relevant legislation. 

    Key Performance Areas: 

    • Identify with the Academy strategy with respect to service delivery and defines implements and monitor short term plan objectives for the academy; 
    • Manage and control key performance indicators and outcomes of personnel with the academy; 
    • Implements procedures, systems and control to regulate specific work sequences associated with the functionality; 
    • Coordinate specific administrative and reporting requirement associated with key performance and result indicators of the functionality; 
    • Coordinate the development and submission of proposal to various stakeholders; 
    • Manage and monitor assets and resources of the Directorate;

    Special Advisor Projects: By-Law Regulation Enforcement and Compliance Coordination

    Minimum Requirements: 

    • Matric /Grade 12 Certificate; 
    • Bachelor’s degree in Law, Public Administration, or a related field at NQF Level 7; 
    • Professional Registration with the relevant professional body; 
    • 10 years overall work experience involving progressively responsible work in designing, managing and implementing municipal by-laws and regulatory programmes, of which 5 years must be at Senior Management level and 3 years at Middle Management level; 
    • The incumbent should possess knowledge at a competent proficiency level; 
    • Knowledge and understanding of municipal by-laws and regulatory practices. 
    • Good knowledge and understanding of municipal by-laws and regulatory frameworks. 
    • Good understanding of institutional governance systems and performance management; and 
    • Knowledge and understanding programme/project management. 
    • Appointment to this position will be subject to signing an employment contract and performance agreement, as well as disclosure of financial interests. 

    Primary Function:

    • Develop, oversee, and provide expert advice on the implementation of strategies and initiatives that ensure by-law enforcement, ensuring alignment with the city's strategic goals by leading and managing enforcement activities, coordinating compliance efforts, and collaborating with various stakeholders. This role also involves engaging with the community to address concerns and promote public awareness about by-law compliance, ultimately contributing to the safety and order of the municipality.  

    Key Performance Areas: 

    • Provide expert technical advice on by-law enforcement and compliance strategies to ensure effective implementation and adherence; 
    • Provide strategic guidance and expert advice in the development of by-law enforcement strategies to ensure alignment with the city’s strategic priorities; 
    • Conduct research to inform policy development and enforcement strategies; 
    • Lead the stakeholder engagement and partnership management services; 
    • Mentoring and coaching senior management and other key personnel in best practices for By-Law Regulation Enforcement and Compliance Coordination, promoting a culture of continuous improvement and professional development; 
    • Leading and managing enforcement programmes and initiatives to ensure successful implementation; 
    • Manage specific administrative and reporting requirements.

    Internship: Asset Management

    Minimum Requirements: 

    • Grade 12 (NQF level 4) plus National Diploma in Finance or related Field (NQF level 6); 
    • Only City of Joburg residents will be considered.  

    Primary Function:

    • Monitor procurement of assets of various regions by ensuring that there is a transparent system of procuring goods and service in line with Council procurement procedures. Compile maintain, reconcile and verify the accuracy of computerized assets register as per Assets management control procedures. 

    Key Learning Areas: 

    • All new assets procured need to follow a capitalization process whereby they are captured and updated in the SAP assets register; 
    • Assist in ensuring the effective management of accounts and processes of the department. 
    • Review and monitor that the City of Joburg’s control policies and procedures are adhered to. 
    • To ensure that Group Finance assets claims are properly submitted and managed; 
    • Enduring that goods and /service are procured in accordance with a system that is fair, equitable, transparent, competitive and cost effective; 
    • Reduce the risk that the department may be exposed to through ineffective internal controls; 
    • Coordinate special project for Group Finance department; 
    • Manage the human resource and administration personnel of sub directorate to deliver comprehensive HR and Admin services; 
    • Provide and keep accurate records within and keep Information for the department and to have standardized work procedures;
