We are hiring a mid-seniority member to join the core Programme Delivery Unit (PDU) in support of the Data for Change program. As a key member of the PDU, you will be responsible for coordinating and delivering the program's objectives by working closely with various teams and stakeholders.
Your role will involve providing support to different government entities and helping to bridge the gap between policy design, digital technologies, and social support service delivery. Specifically, you will be involved in developing strategies for implementing integrated data, identity, payment systems, and other digital technologies. You will be working closely with the presidency and other key role-players.
You will collaborate with teams to prioritize use cases, define development requirements, and manage engagements with external partners, leveraging your expertise in digital technologies to drive effective social support services.

Requirements
KEY REQUIREMENTS & ROLE RESPONSIBILITIES:
We are seeking a candidate with a well-rounded work experience that aligns with the broad and niche requirements of the role. While a minimum of 3 years of experience is desirable, we emphasize the importance of specific backgrounds and skills to ensure the candidate's ability to contribute effectively to the program. The following work experience is highly desired:
- Prior work experience in government or public sector organizations is highly valuable. Familiarity with government operations, policies, and procedures related to social support services and poverty alleviation programs will enable the candidate to navigate complex government structures and requirements.
- Experience in at least one or more of the following areas is preferred: identity verification, payments systems, data integration, or systems used in government service delivery. Knowledge of digital technologies and their application in government contexts will be essential for seamless implementation.
- Previous experience in strategic roles, such as management consulting or strategic advisory, is advantageous. The ability to think strategically and contribute to the long-term vision of the program, integrating data intelligence and digital service delivery, will be a valuable asset.
- Demonstrated experience in managing projects, setting priorities, and delivering results within dynamic environments is highly desirable. Strong project management skills will ensure effective coordination and efficient delivery of program objectives.
- Experience in policy design, particularly in social support services and poverty alleviation, is beneficial. Understanding the intricacies of policy-making processes and the ability to align program objectives with government policies will contribute to successful implementation.
- Consulting experience, especially in the public sector, is welcomed. Experience working with government entities, providing strategic advice, and managing stakeholder relationships will be advantageous.
- A track record of collaborative work, preferably in multidisciplinary teams, is valued. The ability to work effectively with diverse stakeholders, share knowledge, and foster a collaborative work environment is essential.
EDUCATION, KNOWLEDGE, SKILLS, EXPERIENCE AND PERSONAL COMPETENCIES:
We are looking for candidates with a solid educational background that provides a strong foundation for the role and aligns with the requirements of the program. The following educational qualifications are desired:
- A minimum of a bachelor's degree is required for this position. Preferred fields of study include, but are not limited to, Public Policy, Political Science, Economics, Business Administration, Computer Science, or a related field.
- An advanced degree such as a Master's or PhD in a relevant field can be advantageous and further enhance the candidate's qualifications, particularly if it aligns with areas of specialization required for the role.
- Consideration will be given to candidates with specialized knowledge or certifications related to digital technologies, data analysis, project management, policy design, or any other relevant fields that align with the program's focus.
- Participation in industry-specific training, workshops, or professional development programs related to government operations, digital technologies, strategic thinking, or policy design can add value to the candidate's qualifications.
- 3 or more years of experience in a relevant industry, program, or initiative
- Comfortable presenting to and engaging with policy-makers and other senior government staff

ROLE DESCRIPTION:
Provide support to the UNAIDS Technical Support Mechanism (TSM) to ensure rapid response to client requests, efficient matching of consultants to assignments and on-time, on-budget completion of assignments.
Requirements
KEY REQUIREMENTS & ROLE RESPONSIBILITIES:
Technical Support Management:
- Assist the project officer on the project
- Manage consultants remotely across the Southern and East Africa region
- Liaise with TSM prime to confirm receipt of assignments, work with UNAIDS HQ thematic leads, TSM focal points and other TSM stakeholders to initiate assignments
- Act as primary contact for the UNAIDS country office (UCO) and UNAIDS country director (UCD) to modify the scope of work as needed
- Review and provide timely feedback on assignments throughout the stages, assist with of terms of reference (TORs) revisions, Technical Assistance Fund (TAF) applications including budgeting, matching of the CVs from the database with the request for client selection of consultants and recruitment process of consultant
- Work with UNAIDS country offices to develop final assignment budgets
- Lead contract negotiations with consultants and support changes with clients and consultants as and when appropriate
- Manage operational aspects of the assignments, ensuring that all assignments are carried out in a timely and effective manner
- Ensure that consultancy contracts and briefings and logistical arrangements are undertaken and delivered within the budget and deadlines
- Collect essential assignment deliverables and report on progress against individual assignment tasks as well as against the overall project
- Support with the maintenance of financial and operational data project systems
- Support with the maintenance of complete and high-quality information in the consultants and assignment information database
Financial Reporting and Administration:
- Assist Project Coordinator on a monthly basis with month end processes
- Estimate ongoing assignment spend for cash flow purposes and engage with Project Coordinator and Financial Officer with modifications
- Assist Project Coordinator to report on actual assignment spend and other value for money indicators as required
- Weekly update of assignment statuses
Relationship Management:
- Develop and maintain professional and sound working relationships with all internal levels of the organization such as HR and Finance
- Develop and maintain professional relationships providing exceptional customer service with all external stakeholders of the business including TSM prime contract holder, UNAIDS HQ and country counterparts, and sub-consultants

Internal Relationship Management
- Assists Senior Associate in vetting potential partners for designated Fieldwork Partner Network (FPN) region
- Proactively identifies and initiates outreach to potential partners in countries previously unexplored by the organisation
Project Coordination
- Support day-to-day operations of research projects and coordinate logistics
- Oversee certain milestones and deliverables and ensure high-quality outputs are delivered within the prescribed time period
Data Quality Control
- Oversees Research Assistant, ensuring adherence to quality control measures
- Assists with data quality control issues where necessary, including aggregated quality control using dashboards and statistical software, as guided by the Senior Associate
Data Collection and Data Management
- Contribute toward the development of SurveyCTO data collection tools
- Contribute toward setting up project back-ends across all tech platforms
- Contribute toward the development and implementation of fieldwork training workshops
- Coordinate and oversee fieldwork and data collection activities
- Implement stringent quality control measures and data cleaning practices
Data Analysis and Report Writing
- Contribute toward the development of data management and analysis plans
- Conduct quantitative and qualitative data analyses using statistical software
- Contribute toward report writing, including inception reports, fieldwork reports, data analysis reports and presentations
Internal Capacity Building
- Support designing training materials for internal skills development
- Support conducting skills development workshops
- Support creating workflows and documentation skills
- Provide support and mentorship to Research Assistants and/or interns within PDI
EDUCATION, KNOWLEDGE, SKILLS, EXPERIENCE AND PERSONAL COMPETENCIES:
- Masters degree (either completed or in progress) in Economics, Psychology, Education, Public Health, Statistics, Social Sciences, Project Management, Monitoring and Evaluation or a related subject
- Experience in working on quantitative research studies
- Expertise in quantitative research methods and data analytics
- Experience conducting descriptive and inferential analyses
- An understanding of survey data in terms of representativeness, data structure and suitable analysis methods
- Experience using a statistical analysis software such as STATA or R
- Ability to implement stringent quality control measures
- Excellent written and verbal communication in English
- Ability to work in a fast-paced, tech-driven environment that requires high-level skills as well as creativity, flexibility and agility
