    Manager: Field Operations

    Role Purpose

    To be responsible for the operational management of field operations and the staff compliment of a specific sub-department within the Region, including, but not limited to all the associated technologies, to provide a service that seamlessly integrates to the entire business unit and the overall Network. This position is responsible for the operational management and driving of the MTTR and MTTI performance in the Remedial, Preventative maintenance and the Provisioning of new services. To be responsible for the operational management of the network availability and support functions provided by the field operations teams.

    Role Description

    • Oversees, within their area of responsibility, the operational management of preventative, reactive and corrective maintenance on the LTSA Network and Customer Managed Services networks (inclusive of IP, Voice, Transport, Facilities, Optic Fibre Infrastructure and Managed Services).Engage with Assistant Managers and Senior Specialists to ensure field resolution and compliance with SLAs.Manage scheduled and unscheduled downtime to minimise impact on customers. Ensure fault management, diagnostics and resolution to meet Liquid Telecom requirements.
    • Manage incident escalation resolution matrix by operating in a manager capacity within the escalation matrix to ensure that correct decisions are made and in the interest of the client and LTSA network. Manage the spares availability for all Core, Access, CPE equipment, Facility and Optic Fibre infrastructures. Review Root Cause Analysis for all Major Events on the Network and ensure systems put in place to prevent or mitigate its reoccurrence. Communicate with various stakeholders on the progress of repairs or maintenance to track progress against required LTSA standard and/or SLAs
    • Manage and ensure compliance to all maintenance programs. Facilitate, monitor, and manage cross functional activities and processes. Manages issues and risks raised against all Service operational regional Projects. Conduct regular meetings with relevant stakeholders (Internal & external stakeholders). Effectively deal with customer escalations and complaints.
    • Manage resource availability for the supervision and provisioning of new services to enterprise and managed services customers. Oversee all projects executed by the field operations teams under their control. Provide progress reports to stakeholders on project progress. Ensure performance requirements of new services are met to ensure revenue and customer satisfaction. Manage operational teams to ensure quality of installations at customer premises.
    • Manage construction in the road reserves and ensure adherence to standards and quality. Assist with the evaluation of incoming and outgoing “Right of Way” approvals. Manage project kick-off meetings. Effectively deal with customer escalations and complaints. Manage the equipment preparation and configuration of new services. Oversee the recovery of equipment (customer cancellations). Manage the deployment of last mile fibre installation projects. Consult with senior management and review proposals to determine goals, time frame, funding limitations and procedures for accomplishing the project/task. Oversee OSP build contractor performance. 
    • Oversee and support Project Managers with planning and execution of projects under their control. Responsible for control of various projects and ensures that project goals are accomplished in line with business objectives, within budget and time frame. Adherence to project management methodology (Prince2) and suggested improvements.
    • Management of the sub-departments, internal and external stakeholders to meet company operational goals and objectives. Proactive notification and updates of service failures to be sent timeously to respective stakeholders in order inform all impacted customers. Ensure efficient use of various ERP tools used by the organization to support functional analysis and reporting. Develop, implement, document, and enforce applicable procedures to deliver a unified service within the department. Review report on all non-conformance issues. 
    • Reporting progress at regular intervals to senior management. Ensure regional delivery of scorecard objectives. Achieve business objectives by ensuring performance management amongst teams. Effectively manage vendors and contractors to comply and align with various 3rd Party and customer SLAs.Manage discipline, corporate governance, training and development, and administration. Assist and support to create, review and revise service assurance processes to maintain compliance. Managed and report on ISP & OSP environments resolution efficiencies. Manage Occupational Health, Safety and Environmental programs within area of responsibility
    • Support programmes and processes to support various ISO accreditation. Oversee issues and risks raised against all operational projects. Interact with internal and external stakeholder to implement plans to reduce the risks associated with vandalism and theft of company assets. Support the company’s business continuity management plans for sub-departments area of responsibility.
    • Monitor and report on costs associated with staff such as overtime, allowances, leave and training, to ensure they meet requirements set out in policy as well as those directed to meet organizational objectives. Ensure that all human resources are appropriately managed in terms of performance and development including performance management and career development initiatives. 
    • Manage staff in sub-department to achieve the objectives in line with the operating plan and company strategy. Update and implement the shift rosters, to ensure 24X7 operations are fully staffed and maintained with competent individuals. Manage discipline, corporate governance, training and development, administration, appointments and staffing, performance management, career and succession planning.
    • Assist with business cases for various Revenue generating projects. Manage the movement and capitalization of LTSA assets with in are of responsibility. Manage OPEX and CAPEX budgets within area of responsibility.1st line approval for OPEX and CAPEX technical motivations. Initiate the recovery of funds associated to 3rd party damages on the LTSA network.

    Requirements

    • MBA or management qualification (NQF-6): Desirable
    • B-Degree/similar technical qualification or relevant technical experience in Operations: Essential
    • ITIL V3 Foundation: Desirable

    ROLE PURPOSE

    Technician: Fibre Operations - Midrand

    Role Purpose

    To execute maintenance, repairs and fault finding on the LTSA managed fibre networks to ensure continuous service and network uptime in line with customer Service Level Agreements.

    Role Description

    • Maintenance and management of the Liquid SA fibre assets: All fibre routes in allocated maintenance area. Customer fibre maintenance (FSN and TFR fibre on the railway servitudes).24 Hour standby to manage after hour repair work as required on all fibre routes.
    • Shift work to ensure 100% support over 24-hour day. Ensure repairs are carried out in the most economical way to keep the integrity of the route's-ordination of planned work. Update all records on stock in the warehouse. Conduct monthly route patrols. Adhere to LTSA and Customer Health & Safety requirements. 
    • Complete Health & Safety audits together with Liquid Health & Safety departments to ensure compliance requirements. Accurate analysis and approval of all fibre test results. Complete work thoroughly, accurately and according to specifications. Record all activities accurately and maintain records to ensure validity and reliability.
    •  Complete Root ause Analysis reports on completion of fibre repairs. Complete accurate break reports. Comply with all policies and processes. Advise & suggest on continuous improvements.

    Requirements

    • Grade 12: Essential
    • Certificate or equivalent experience in metro fibre maintenance/operations: Essential
    • FOA (Fibre Optic Association) certification: Desirable
    • Knowledge and experience on fibre optic cable maintenance practises and standards

    Senior Specialist: Stakeholder Relations - Midrand

    Role Purpose

    In conjunction with the CCAO, participates in and contributes to the implementation of LITSA’s Stakeholder Engagement and Management Strategy (including Government, Regulatory Authorities, external communities and other relevant interest groups), and supports the requisite processes and structures, in alignment to overall Group strategy. Draft, review and proof-read strategic and business memos, effective submissions and other critical correspondence effective submissions, articles, and relevant external communication pieces as required by the business.

    Role Description

    Stakeholder Relations and Communication: LITSA 

    • Supporting LITSA in implementing its stakeholder relations strategy in alignment with business goals. To ensure quality, effective and appropriate corporate messaging and risk management for LITSA and ensure visibility of LITSA’s Enterprise & Supplier Development and Corporate Social Responsibility programs. Foster effective stakeholder relations through stakeholder mapping, developing, and implementing programmes to position LITSA with key stakeholders. 
    • Executes stakeholder engagement initiatives and the risks thereof. In conjunction with the CCAO, supports initiatives to manage reputational risk to LITSA, through constructive engagement of stakeholders, to ensure effective risk management and impact mitigation. Works with Group Comms to implement media strategy and approach for LITSA by: Monitoring PR and media coverage for LITSA and crafting appropriate responses in line with Group directives and strategy.
    • Creating press kits and assists in briefing executive and senior managers in preparation for, and during media and other stakeholder engagements.Organising and supporting Group initiated news conferences for LITSA (if required). Builds intelligence on target media in a bid to establish and maintain relationships with key influencers to mitigate reputational damage and promote favorable/positive press coverage for LITSA. Supports marketing and Group PR in implementing and giving input on approaches to support in the execution of LITSA strategic external (PR) events.

    Internal Stakeholder Relations and Communications: LITSA 

    • Draft, review and proof-read strategic and business memos, effective submissions and other critical correspondence active submissions, articles, and relevant internal communication pieces as required by the business. Provides advice to and ensures the integration and implementation of clear strategic short-term and long-term LITSA Internal Communications objectives, and strategies through targeted and timely initiatives and interventions.
    • Build and maintain internal relationships with key stakeholders and business units to ensure supportive and effective internal communications. Ensure that all messaging across the LITSA is in compliant with and aligned to the overall guidelines, rules and strategic governance and CI guidelines as determined at the broader Groupwide business level and ensures effective management of internal communications risk. Identify and manage strategic forums for leadership/staff engagement and continually improve LITSA’s internal communication channels and tools to enhance communication protocols. 
    • Implementing appropriate and innovative Internal Communications tools and platforms to improve staff communication and engagement. Crafting approaches to ensure consistent, clear and engaging messaging to support the execution of LITSA strategic internal stakeholder engagement events. Manages the commissioning of the service providers and suppliers for internal communications interventions and initiatives, alongside the Chief Corporate Affairs Officer to minimize LITSA’s costs.

    ESD and CSR Support for LITSA

    • Develop and implement initiatives to ensure visibility for LITSA’s ESD and CSR initiatives, including rallying stakeholder support and community engagement through appropriate communications strategies. Drive initiatives to support LITSA’s ESD and CSR strategy using relevant internal and external insights as part of the annual Corporate Affairs planning process. Design and implement ESD and CSR related events to align with and highlight positive impact of business and stakeholder outreach initiatives.
    •  Liaise with Group Communications to ensure integration of LITSA ESD and CSR initiatives with broader Cassava/Group objectives and approach. Strong written skills – able to write and review short press releases and content designed to communicate, highlight the effort and impact of LITSA’s ESD and CSR initiatives, for both internal and external stakeholder relations purposes. Liaise with marketing and Group PR in to support in highlighting LITSA and Group commitment to corporate citizenship.

    Senior Specialist: Technology FBP - Midrand

    Role Purpose

    To focus on commercial process implementation and provision of financial information for all Technology projects. This includes reporting vs budget, consolidation and analysis of financial information and business case review in relation to relevant new and ongoing projects in LITSA. Interface with Enterprise Asset Management for all capital reporting for the monthly internal & external Group submissions (HFM/Ops Review/Financial Review). To review cost of sales analysis and product margin analysis with respect to leased facilities, channel partners, off-net partners working with products, networks, commercial, bid team and other stakeholders. Support Procurement & the business on contract TCO’s and supporting business case analysis. Financial systems support with respect to forecasting & budget modelling / tools / systems and acting as the key Corporate Performance Management business partner interface in connection with this.

    Role Description

    BUSINESS CASE EVALUATION TO SUPPORT PROFITABLE GROWTH

    • Maintaining the Contract P&L for all technology contracts/strategic project including budgeting/forecasting and ensuring the P&L represents an accurate reflection of the financial performance of the respective contracts under management with specific focus on EBIT and EBITDA.Maintains an Integrated Contract Reporting Scorecard for Projects and provides accurate forecasting of Key Financial indicators. Supports and reports on all Non-Recurring Charge Revenue with Major Projects.
    • Implementation of Activity Base costing models into current business contract Structures. Business Case methodology control and reports up to Group Level for all LITSA business Cases.

    CAPITAL ASSET ANALYSIS & REPORTING TO MAXIMISE ASSET UTILISATION

    • Monitoring costs against Strategic Projects (Transnet, WCG and Sanral GFIP, ECG, Nedbank and ABSA) to ensure consistent recharge mechanisms are in place into Advanced Service Delivery (THE BUSINESS) and indirect costs recharged represents the accurate consumption. Reviewing the forecast with business in terms Capital expenditure on a regular basis in line with project progress and performance. Track business cases against Actual Project implementation and roll out plans.

    FINANCE REPORTING

    • Compile and review submissions for bi-monthly capex committee meetings by providing accurate and reliable information on all capex items that need to be submitted for review/approval by EXCO at capex committee steerco. Manage the process to ensure that all Capex business cases that meet the criteria are compiled, authorised by management and submitted to group for approval. Track, monitor and report on the stage of completion to finance management.
    • Validate accuracy and completeness. Manage the process to ensure that all LITSA Capex requirements have supporting business cases completed and submitted for approval to capex committee. Monthly reporting to management of all capex business cases to track overdue or overspent projects and submit reporting to capex committee. Ensure that capital projects status is tracked and updated on the CWIP report on a regular basis.
    • Drafting and submission of the monthly CTO report and related ad-hoc reports. Provide performance and operational stats to management for the monthly finance board report. Monthly reporting and tracking of spend and remaining budget to executive team and group reporting. Key for future funding requirements and long-term decision making.

    CONTRACT TOTAL COST OF OWNERSHIP (TCO) & BUSINESS CASE SUPPORT 

    • Maintains an Integrated Contract Reporting Scorecard for Projects and provides accurate forecasting of Key Financial indicators. Supports Procurement on business case profitability analysis in relation to major projects. Implementation of Activity Base costing models into current Business contract Structures.

    FINANCIAL SYSTEM SUPPORT

    • Manage the creation of CAPEX projects in SAP Project System to ensure all R1b capex spend is monitored and accurately reported. Maintain, develop and implement internal controls particularly in relation to project approval and spend. Implement constant improvement on current systems and procedures for internal efficiencies.
    • Guide and assisting Project Managers with the financial aspects section during preparation of business cases. Implement policies and procedures for capital investments including applicable processes, strategies, budgets, and documentation necessary for review and validation of capital projects. Ensure proper closure of all projects after full capitalisation.Ensure that the remaining budget is returned.
