    Chief Information Officer

    Key Outputs: The successful candidate will report to the Chief Executive Officer, and their responsibilities will include: 

    • ICT Strategy (develop, implement, monitor and report) 
    • Digital Transformation Plans (develop, implement, monitor and report) 
    • People Management (manage, mentor, coach and empower) 
    • Financial Management (plan, manage and report) 
    • ICT Governance: Business Continuity  (develop and monitor); Cybersecurity and Risk Management  (pro-active detection, monitor and report); and Data Governance (develop, align, monitor and report) 
    • Enterprise and Technology Management  (design, implement, operate, monitor and report) 
    • Data: AI and Advanced Analytics/Data Science (develop framework and manage); Business Intelligence (establish and manage); and Cloud and Data Platform (design, develop, implement, monitor and manage) 
    • Operational Management  (maintain, monitor and report) 
    • Innovation Management (align to developed strategy, track and measure) 
    • Participate as a compulsory member to the Information Technology Review Committee (ITRC) and other related Committees as and when assigned.

    Qualifications and Experience: 

    • A Master’s Degree in Information Technology / Computer Science / Information Systems /Electrical and Electronics Engineering / an IT-related MBA or relevant qualification (NQF level 9) 
    • 10 years of management experience in Information Technology, of which at least 5 years should be at senior management level
    • 1 – 3 years’ experience at Executive level 
    • Understanding and knowledge of corporate governance principles and legislation 
    • In-depth practical knowledge and understanding of the management of information systems and the IT environment

    Executive: Corporate Services

    Key Outputs: The successful candidate will report to the Chief Executive Officer, and their responsibilities will include: 

    • Strategy Development - Formulate and oversee the implementation of the operating strategies for the Corporate Services division 
    • Communication – Provide strategic leadership in the provision of publications, marketing and branding services, including editorial services, brochures, annual report and strategic plan, online content and social media applications 
    • Stakeholder Relations (including international relations management) – Provide direction and support on all forms of media / public relations, local and international stakeholder liaison, events management and public interface 
    • Facilities Management – Provide a leading role in office management, including maintenance, leases and relocations, insurance, fleet management, and refreshment services 
    • Security Management – Lead the provision of Occupational Health and Safety for physical and information security 
    • Information and Knowledge Management – Support the provision of library, records, subscriptions, document classification and security functions 
    • Stakeholder Management – Contribute to the formulation and implementation of ICASA strategy, in South Africa, regionally and internationally 
    • Financial Management - Develop and manage corporate services budget and ensure that financial plans align to ICASA’s strategic goals 
    • Operational Oversight - Direct and coordinate various support functions 
    • Collaboration - Operate in collaboration with and build effective relationships with ICASA management, the EXCO Team, as well as ICASA Council.

    Qualifications and Experience: 

    • A Master’s degree in Business Administration / Management or relevant qualification (NQF level 9) 
    • 1 – 3 years’ experience at Executive level 
    • 10 -15 years’ experience in a corporate services environment, with at least 5 years’ experience at senior management level 
    • Knowledge of international relations protocols and procedures 
    • Understanding and application of the Public Finance Management Act (PFMA) and good corporate governance.

    Licensing Officer

    Key Outputs: The successful candidate will report to the Manager: Service Broadcasting and their responsibilities will include: 

    • Analysis of Broadcasting Services applications, registrations, and channel authorisation, taking into account applicable legislation, regulations, license conditions, and compliance reports 
    • Provide expert advice on licensing matters, undertake research, and prepare analysis memorandums and recommendations 
    • Attend to queries relating to broadcasting licensing 
    • Broadcasting licensing administration and Project management and support 
    • Participation in inter-departmental project/activities 
    • Conducting public hearings and make recommendations on decisions 
    • Assist the Legal Department in preparing and compiling evidence/ documents in relation to licensing issues and compliance with court orders 
    • Conduct presentations on the broadcasting licensing regime, processes and procedures and related licensing matters. 

    Qualifications and Experience: 

    • An Undergraduate qualification in Law, Electrical Engineering, Communications, Journalism, Media Studies, or Economics (NQF Level 6 or 7)
    • A Postgraduate qualification in Law, Electrical Engineering, Communications, Journalism, Media Studies, or Economics (NQF Level 8 or higher) will be advantageous 
    • Minimum of 5 years working experience, within the ICT sector of which a minimum of 2 years must be within the broadcasting, compliance and/or regulatory environment 
    • Experience in stakeholder management 
    • Experience in Research and Analysis.
