    Analyst - Market ,Issuers and Intermediaries Department

    Purpose of the Job:

    • The OTC Markets and Issuers Department of the FSCA is responsible for supervising OTC derivative providers who as a regular feature of their business originate OTC derivatives or make a market in OTC derivatives. The person appointed to this position will be stationed in the Market Integrity and Supervision Division and will report to the Senior Manager: OTC Markets and Issuers.

    Key Performance Areas:

    •  Assist to Identify and propose changes to regulatory framework and assist the Head of Department with implementation of such changes;
    •  Assist the Head of Department to develop and maintain an effective and efficient supervisory framework within the context of the approved legislation;
    •  Assist with the monitoring of compliance with the provisions of the Financial Markets Act and subordinate legislation;
    •  Assist to plan and conduct on-site inspections with professionalism and the required technical standards;
    •  Liaise with and render appropriate regulatory guidance to stakeholders after consultation with the senior staff members and the Manager; and
    •  Attend to administrative duties, including writing reports to management and other stakeholders.

    Requirements

    • A BCom degree in commerce, financial markets, mathematics or similar degree, with at least 2 - 3 years relevant experience in the financial sector and/or the regulatory environment within the financial services industry. 
    • Experience within a financial market environment, investment banking or similar environment will be a distinct advantage.

    Actuarial Analyst

    Purpose of the Job: 

    • To provide actuarial support in analysing returns submitted in terms of the Pension Funds Act, 1956.
    • The person appointed to this position will report to the Manager: Actuarial Services.

    Key Performance Areas:

    Reviewing and analysing the following, and where necessary, make recommendations:

    • Extension applications
    • Valuation exemption applications
    • Statutory actuarial valuation reports
    • Surplus applications
    • Stakeholder complaints
    • 15E, 15J and 15K applications
    • Providing support to other Departments within the FSCA, in particular the Pensions Division; and
    • Involvement in ad hoc projects

    Other Key Competencies:

    The candidate must demonstrate the following skills and attributes: 

    • Computer literacy and excellent communication skills; 
    • Problem solving skills and ability to perform under pressure without compromising quality; and ability to work in a team.

    Requirements:

    • The incumbent must hold a Bachelor’s Degree in Actuarial Science, currently pursuing studies and  has ideally passed, or been exempted from at least six of the A-series subjects of the Actuarial Society of South Africa.
    • Credit will also be given for passes in any of the more advanced subjects.  
    • The candidate must have at least 2 to 4 years working experience. 
    • Experience in the insurance product development and/or data analysis would be an advantage.

    Senior Specialist Market Surveillance - Market Surveillance And Data Analysis Department

    Purpose of the Job: 

    • To contribute to Market Integrity and Decision Sciences Division in its responsibilities to regulate and supervise the Financial Markets regime for market surveillance, monitoring market abuse, issuer disclosure, and market infrastructure supervision such as exchanges and clearing houses. Support the execution of the market surveillance function. This means performing market surveillance reviews of order and trade activities to prevent market manipulation, detect market abuse, and ensure the integrity and transparency of the markets. The person appointed to this position will report to the Departmental Head: Market Surveillance and Data Analysis.

    Key Performance Areas:

    • Support the execution of the market surveillance function.
    • Performing market surveillance reviews of order and trade activities to prevent market manipulation, detect market abuse, and ensure the integrity and transparency of the markets.
    • Contribute to on- and off-site risk assessments for licensed exchanges.
    • Support the execution of the Market Monitoring Program: This includes monitoring of issuers of securities’ (initial and on-going) market disclosures ensuring daily sign-off of key logs and managing the disclosure       database.
    • Preparation of Markets Management Information Reports including time sheet analysis, breaches, disclosure-related issues.
    • Being able to use tools and systems that support market surveillance and monitoring functions.  
    • Continuously learn and apply the latest tools and technologies to achieve results.
    • Address ad-hoc market surveillance data analytics and reporting requirements.
    • Provide technical advice on a broad area of financial sector and market structure issues, specifically relating to the functioning of the primary and secondary market for securities.
    • Provide input to the formulation of policy and/or rules concerning these matters, enforcement action, new products and identifying arising risks.
    • Contribute to the review of Authorized Market Institutions (AMI)/Alternative Trading Systems (ATS) license applications and proposed changes to license requirements made by AMI’s operating an exchange, clearing   house or alternative trading system.
    • Build and foster working relationships with other local and international regulators, as relevant.

    Requirements

    • Honour’s Degree in Investment Management, Financial Modelling, Business Analytics, Actuarial Sciences or equivalent. Minimum of 10 years working experience in a field where market surveillance was major, preferably in a financial services sector or regulator, 5 of which must be in a management level. Good knowledge and understanding of the financial services industry and financial services regulation. Regulatory, compliance or risk management experience in a broadly equivalent financial services regulator and/or a regulated entity.

    Specialist Actuarial Analyst - Actuarial Services Department

    Requirements

    • An actuarial student who has obtained an appropriate Bachelor’s Degree in Actuarial Science and who is actively pursuing their studies and who has 
    • passed the A100 and A200 series subjects of the Actuarial Society of South Africa. Credit will also be given for passes in any of the more advanced subjects. 
    • The student must have at least 5 years’ working experience. Must have working knowledge of the Pension Funds Act and related regulation. 
    • A FASSA qualification will be advantageous.

    Facilities And Maintenance Supervisor - Facilities Department

    Purpose of the Job:

    • To maintain standard of the FSCA’s buildings, equipment and facilities services that also provides a safe environment for the FSCA’s employees.

    Key Performance Areas:

    • The Facilities Supervisor is responsible for maintaining building/s, assets, equipment, and grounds as well as overseeing the provision of services across the organisation relating to cleaning, hygiene, safety and security landscaping through the scheduling and management of contractors.
    • Maintains, reviews and records a variety of reports, including daily activity reports, work orders, work requests, monthly statistical reports, and other reports and records as required.
    • Reviews vendor/contractor invoices and proposals and recommends payment upon receipt of material/completion of work.
    • Supervises and participates in the investigation, trouble shooting, repair and maintenance of buildings and equipment.
    • Coordinates the organization, staffing, and operation activities for assigned maintenance and operations programs; directs, coordinates, and reviews the work plan for assigned maintenance and operations services and activities; assigns work activities and projects; monitors workflow; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
    • Plans, organizes, controls, integrates, and evaluates the activities and operations related to the construction, maintenance and repair of office buildings and the various features such as HVAC, plumbing, electrical, fleet management, administration and security.
    • Provides staff assistance to the Facilities and Maintenance Manager; conducts a variety of studies and investigations; develops and recommends modifications to assigned maintenance and operations programs, policies, and procedures as appropriate.
    • May perform all functions of the Facility Manager and Maintenance Manager.

    • The candidate must demonstrate the following skills and attributes: Good interpersonal and communication skills; ability to carry out various types of routine inspections in the boardrooms, training rooms, meeting rooms and kitchens; service and customer orientated; leadership skills; ability to deal with complaints and problem solving; meticulous; accurate; methodical and systematic.      Requirements

    • National Diploma in Facilities Management or Property Management or built environment. SAFMA accreditation. 5+ years good technical experience of facilities maintenance and soft services practices with 3 years of experience being in a supervisory capacity. This position will report directly to the Maintenance Manager.
