    Toll Network Manager

    POSITION OBJECTIVE:

    • The Toll Network Manager is responsible for the strategic management, direction an oversight of the toll operations (CTROM & ORT) as well as the management of toll concessions.

    MINIMUM REQUIREMENTS:

    • A B. Eng / Bsc in Civil Engineering
    • At least ten years working experience in the road / transport industry.
    • At least five years working experience in Toll Management and operations.
    • At least five years senior management experience.
    • Must be registered as a Professional Engineer with ECSA.
    • Must be registered with SACPCMP.

    ADVANTAGEOUS:

    • A relevant postgraduate qualification will be an added advantage.

    TECHNICAL COMPETENCIES:

    • Extensive civil engineering/road operations expertise and established credibility, including knowledge of the relevant industry and legislative standards and specifications.
    • Deep understanding and knowledge of tolling management, operations and issues in the tolling environment (for both CTROM and ORT).
    • Understanding and knowledge of the technology that enables toll operations, as well as Intelligent Transport Systems (ITS) and Traffic Management Systems.
    • Knowledge and understanding of the local governmental landscape and the regulatory and legislative operating environment

    KEY RESPONSIBILITIES:

    Toll strategy, planning & policy development

    • Develop and maintain toll strategy models
    • Responsible for toll network planning including strategic toll route and project identification, financial feasibility of toll projects (including Loan Supportable by Revenue model), economic and social impact assessments etc.
    • Manage toll declaration processes
    • Develop and implement policies and procedures related to toll, road funding and business development that are workable within economic and political environment
    • Identify business development opportunities, in conjunction with Business Development, related to SANRAL legislation and policies

    Toll Advisory Services & support

    • Provide technical toll advisory services (related to both CTROM and Open Road Tolling) on SANRAL projects across the regions and recommend appropriate solutions when required
    • Provide specialist support to other African countries related to toll and transportation matters in terms of SANRAL’s business development strategy
    • Assist policy makers (Dept. of Transport/National Treasury) with the development of best practices for user pay road funding options
    • Act as the chair for relevant tolling functional working group within SANRAL / Nationally / Internationally as and when required
    • Monitor the performance of individuals in the Tolling division and provide feedback to enable professional growth

    Toll Operations management & oversight

    • Review and approve tender documentation for the appointment of consultants and contractors. Liaise with Supply Chain Management during the evaluation of responses.
    • Oversee management of CTROM and ORT contracts to ensure effective contract management
    • Monitor performance of toll projects
    • Manage audit findings and ensure timeous and accurate responses to queries
    • Monitor financial performance to ensure the toll projects remain financially feasible and within budget
    • Review and approve payment certificates

    Toll concessions management

    • Day to day management of SANRAL toll concessions as Implementing Authority (IA) representative
    • Develop, negotiate and finalise toll concession contracts
    • Monitor compliance in terms concession requirements, and resolve contractual concession and Independent Engineer (IE) matters
    • Review and approve all designs submitted by the Concessionaire for improvements, rehabilitations and new construction
    • Evaluation and monitoring of concession financial model
    • Manage and review information submitted by Concessionaire and prepare management reports
    • Manage the transition back to SANRAL at the end of concession contracts
    • Manage existing unsolicited bids
    • Identify and assess potential new PPP’s (local and international) in line with SANRAL’s policy

    Toll Technology Systems Specialist

    POSITION OBJECTIVE:

    • The successful incumbent will manager, integrate and maintain SANRAL's tolling systems (hardware and software) nationally, to ensure efficient and effective toll collection and operations, and minimise toll system failures. It includes national toll plazas and ORT (electronic tolling).

    MINIMUM REQUIREMENTS:

    • B.Eng / B.Sc in Electronic Engineering or BSc in Information Management or equivalent.
    • Registration with ECSA or another Professional Body recognised by South Africa
    • 15 years minimum relevant working experience
    • Minimum 5 years’ experience in tolling systems
    • Demonstrated experience in the design, implementation, maintenance and management of major IT systems.

    ADVANTAGEOUS:

    • A relevant postgraduate qualification will be an added advantage.

    TECHNICAL COMPETENCIES:

    • Knowledge of toll management systems (software and hardware), traffic management systems and Intelligent Transport Systems (ITS)
    • Extensive knowledge of road/transport operations, including relevant industry standards, specifications and legislation
    • Knowledge of tolling management, operations and issues in the tolling environment
    • Demonstrate exceptional technical expertise and be able to advise SANRAL on IT related technical decision making

    KEY RESPONSIBILITIES:

    Business owner for tolling systems

    • Act as the business owner for all tolling systems nationally
    • Identify opportunities to improve/enhance the toll systems
    • Log demand for new software, upgrades (asset replacement) or change requests for toll system enhancements (e.g. additional hardware integration)
    • Support the Road Network System Specialist and ICT with planning activities such as feasibility studies, assessments, concept of operation documents etc.
    • Document business requirements for new tolling systems, upgrades or enhancements to existing systems
    • Develop business cases (if required) for toll system projects which outline the project objectives, investment required, expected benefits and identifying the critical success factors
    • Oversee and evaluate designs and specifications
    • Oversee the integration between road-side systems and SAP BRIM solution

    Toll systems contract and project management

    • Prepare tender documentation for the procurement of tolling systems in line with project requirements and SANRAL’s procurement policies
    • Perform project management activities such as preparing and monitoring budgets, tracking progress against project plans, preparing management reports etc

    Toll system management and oversight

    • Ensure that tolling systems (software and hardware) are well maintained and comply with technical and quality standards
    • Monitor the performance and output of the toll systems to identify issues and/or opportunities to improve performance
    • Identify risks that could impact the efficient and effective operation of the toll systems and develop appropriate actions and risk response plans to mitigate them
    • Oversee the collection, analysis and reporting of information related to the performance of toll operations and maintenance contracts

    Toll system technical advisory & support

    • Provide technical system toll system support on all SANRAL projects that involves toll facility development and operations (for both CTROM and ORT)
    • Provide technical toll system advisory services externally when required
    • Provide detailed comments on all system design, operations and maintenance related documents
    • Investigate and resolve any queries from internal stakeholders related to the toll systems
    • Support with training on toll systems when required
    • Proactively research and identify applicable new technologies
    • Develop and maintain toll system policies and specifications, including interoperability with other authorities and operators
    • Participate in the relevant functional working groups for tolling within SANRAL / Nationally / Internationally as and when required

    Financial Controller

    POSITION OBJECTIVE:

    • To render the processing of creditors/contract and project management accounting services to the Eastern Region and to achieve and maintain good governance practices with adherence to specific norms and standards, according to relevant legislation; The efficient management of resources and time; achieve financial sustainability.     MINIMUM REQUIREMENTS:

    • The incumbent must have a Diploma /National Diploma or appropriate NQF 6 qualifications in Accounting / Commerce
    • 3-5 Years of relevant experience
    • Experience and knowledge in public sector SCM / finance processes and legislation will be advantageous.

    • A relevant postgraduate qualification will be an added advantage.

    WORKPLACE COMPETENCIES:

    Transformation Officer

    POSITION OBJECTIVE:

    • Managing, at the regional level, all statutory and related aspects impacting the National Road Network in accordance with the SANRAL Act. Protection of all national road infrastructure by ensuring compliance with all applications for work inside and/or developments affecting national routes. Including management of survey / commercial development application-related matters.

    MINIMUM REQUIREMENTS:

    • A BTech degree or equivalent in Civil Engineering.
    • At least ten years relevant experience.
    • Registration with ECSA and SACPCMP is a requirement

    Knowledge and experience in the following are a requirement:

    • Labour Intensive Construction Methods (LICM),
    • Working with local communities, on BBBEE Legislation, Codes of Good Practice and the Sector Charters or Skills management,
    • Understanding of Fronting for B-BBEE purposes, Good technical/engineering knowledge of processes of construction/designing
    • Knowledge of relevant industry standards and specifications and relevant legislation.

    Identification of Projects

    • Participate in identifying and prioritizing projects that are suitable for the development of the developments of the service providers (consultants and contractors) using data from relevant management system (e.g. PMS/BMS/IMS/TMS) and personal knowledge.
    • Prepare annual budget and proposed programme based on requirements of the project.
    • Identify subcontracting opportunities or small contractors i.e. CIBD Graded 1 — 6.

    Procurement Management

    • Participate as an observer in the evaluation of tenders and appointment of relevant service providers.
    • Check and monitor relevant scope documentation for appointment of service providers to align with SANRAL's transformation policy objectives.
    • Prepare relevant tender documentation, in association with consultant, based on the scope of the project.
    • Attend site inspections and brief service providers on services required for project.
    •  Participate as an observer in the adjudication of tenders and reviews recommendations by consultants at regional level.
    • Participate in the bid scope meeting at regional level.

    Project Management

    • Visit sites to monitor progress against the SMME development plan.
    • Attend monthly project meetings as required.
    • Monitor performance of projects through regular meetings with Project Managers, SMMEs and training providers.
    • Conduct regular audits on the training and development programme.   Mentor small (developing) service providers (consultants, contractors and suppliers).

    Identify and lists project-related risks.

    Specialist Support

    • Actively participates in activities of relevant technical clusters.
    • Provide opinion and recommend appropriate solutions when required on the Transformation policy, principles and objectives.
    • Provide advice and guidance on training programmes (including content) for service providers and skills training.
    • Share knowledge and experience with colleagues and subordinates.

    Supplier Development Helpdesk

    • Manage the regional supplier development help desk at regional level.
    • Facilitate the engagement between emerging suppliers and SANRAL's strategic partners.
    • Attend to queries by emerging suppliers.
    • Investigate and/or escalate complaints/ allegations from emerging suppliers.
    • Supply appropriate information through the helpdesk regarding SANRAL projects and other operations.

    Communication Management

    • Maintain good working relationships with colleagues in other regions and/or areas of expertise.
    • Cultivate and maintain good working relations with key stakeholders' consultants and contractors.
    • Respond to public queries on projects.
    • Prepare responses required on projects at all levels including parliamentary responses.
