OVERALL, PURPOSE OF THE JOB

• Responsible for implementing, managing, and maintaining the security measures that protect the organization’s ICT systems and infrastructure.

Security System Management

• Configure, manage, and monitor security tools, including firewalls, antivirus software, intrusion detection/prevention systems, and encryption tools.
• Regularly update and patch security systems to protect against vulnerabilities.
• Monitor network traffic and system logs for unusual activity, identifying and responding to potential security breaches.

Access Control and User Management

• Manage user access controls, ensuring that only authorized personnel have access to specific systems and data.
• Regularly review and update user permissions in accordance with organizational policies.
• Implement multi-factor authentication and other security measures to protect sensitive information.

Incident Response

• Respond to security incidents, working to contain and remediate issues as quickly as possible.
• Document security incidents and assist in the investigation process.
• Collaborate with other IT and security teams to analyze and resolve security incidents.

Security Audits and Compliance

• Conduct regular security audits to ensure compliance with organizational policies and industry standards.
• Assist in the preparation and execution of internal and external security audits.
• Maintain detailed records of security activities and compliance status.

Security Awareness and Training

• Assist in the development and delivery of security awareness training programs for staff.
• Provide guidance and support to users on best practices for maintaining security.

Vulnerability Management

• Perform regular vulnerability assessments and penetration tests to identify security weaknesses.
• Work with the ICT team to remediate vulnerabilities and improve security controls.

Documentation and Reporting

• Maintain detailed documentation of security configurations, procedures, and incidents.
• Prepare regular security reports for management, highlighting key risks and mitigation efforts.

Requirements
Minimum Requirements 

• National Diploma in Information Technology or equivalent and Related NQF level 6 qualification and/or MCSE / MCSA

Ideal Requirements

• Bachelor’s degree in information security, Computer Science, Information Technology, or a related field.
• ITIL foundation certification
• COBIT/ CGEIT

• 3 Years - System Administrator
• 3 Years - ICT Security Administrator

• Site Visit and Organisation Inspections
• Plan and execute site visits/audits and organisation inspections as demanded by the project to verify and ensure compliance with design and certification standards.

Communication and Safety Promotion

• To project a satisfactory image of the SACAA to all stakeholders.
• To provide industry feedback to the Authority.
• Promote aviation safety by ensuring compliance with design and production requirements.

Modification and Repairs

• Client applies for a modification or repairs.
• Inspect aircraft and witness ground or flight test.
• Evaluate and approve the application against certification standards for compliance.

Issuance of Certificates

• Customer applies for certification and submits all substantive data.
• Evaluate and verify the application against certification standards for compliance.
• Approve all plans.
• Inspect product.
• Witness tests.

Issue certificates:

• Type Certificates
• STCs
• PMAs
• Qualification Approvals
• Type Acceptance Validation
• Validation of foreign Type Acceptance.

Requirements
Qualification

Minimum

• Engineering diploma (Electrical, Mechanical, Aeronautical)

Ideal

• Engineering degree (Electrical, Mechanical, Aeronautical)

Experience

• 5 Years experience in Aircraft Systems or Flight Test Engineer or Airworthiness or Manufacturing Inspector or in an Aircraft design or manufacturing environment.

Description
Planning and Research

• Determine the objectives for the department and outputs required.
• Determine the deliverables of the department from the objectives.
• Identify the appropriate resources (human/physical) for departmental functional performance.
• Proactively research specific standards to be applied in the area of aircraft continued airworthiness in relations to maintenance organisations.
• Advise the Senior Manager, Executive ASO and Director on all AMO related aspects

Operational Management

• Secure and delegate appropriate resources.
• Monitor and measure departmental performance.
• Initiate corrective actions to ensure service delivery.
• Compile reports on departmental performance.
• Manage the department in accordance with policy, procedural and legal requirements.
• Oversee the certification process pertaining to aeronautical products and parts design, ensuring ICAO and ISO standards are complied with.
• Advise industry stakeholders around safety and airworthiness issues.

Management of Subordinates

• Create and maintain a climate conducive to acceptable performance in attaining departmental deliverables against objectives.
• Monitor individual performance against agreed standards. Initiate proactive and corrective action as required.

Requirements
Minimum Requirements:

Qualification

• Diploma in Engineering (Electrical, Mechanical) 

Ideal

• Bachelor’s Degree in Aeronautical Engineering

Experience

• 5 Years Aircraft Maintenance experience OR
• 5 Years Aircraft Registration & Inspection experience OR
• 10 Years' experience Civil/Military Aviation experience (Overall)
• 1 - 3 Years' Supervisory experience will be advantageous

Description
Planning and Surveillance

• As an authorised officer of the SACAA, responsible for conducting audits on all Air Operators, as per Master Surveillance Plan, to establish compliance to the Regulations.
• Make relevant recommendations pertaining to safety management systems. 
• Conduct audits and inspections as per the Manual of Procedures.
• Identify, draft and recommend regulatory changes.
• Recommend enforcement measures.
• Responsible for recommending the approval/denial/withdrawal of exemptions and special approvals.
• Responsible for recommending the accreditation of all Air Operators.
• Provide factual reports of audits and inspections conducted on the training organisations.
• Monitor and follow up corrective action and the implementation and closure of the action within negotiated time scales.
• Provide direct entry support to the legal system on enforcement issues though the Enforcement Committee.
• Plan and conduct route checks and base checks.

Budgeting and Control

• Control of expenditure and implementation of control procedure.

Operational Management

• Manage all inspectors to ensure that safety is not being compromised.
• Issuance of Air Operating Certificate.
• Schedule Inspectors to ensure timeous response to operational demands.
• Train all inspectors accordingly to perform tasks.
• Update and amend all documentation, checklists and procedures.

Quality Standards

• Through the CAA Regulation (Volumes 1, 2 and 3) ensure safety is maintained for all aviation operators.
• Identify latent failures in the operators' management systems.

Communication and Safety Promotion

• Project a satisfactory image of the SACAA to all stakeholders.
• Provide Industry feedback to the Authority.
• Maintain, guide and advise the industry according to the safety standards to ensure that safety standards are not being compromised.
• Establish and maintain a professional relationship with the organisations by supplying consistent advice in compliance with SACAA regulations, policies and with international best practice.

Staff Management

• Develop, lead, discipline, supervise and foster human relationships to motivate and manage a team of personnel within the Medium-High  Capacity & Foreign Air Operator to ensure maximum staff efficiency and performance.
• Manage key performance areas of directly reporting staff members to ensure achievement of their agreed objectives.
• Provide operational support and direction to staff members.

Requirements
Minimum Requirements

Qualification:

• Project Management or Safety Management Systems or Quality Management qualification at NQF level 6

Ideal

• Hold a Commercial Pilot Licence with at least 500 hours

Experience:

• 4 - 7 Years' Flight Operator or Aviation Regulatory environment experience 
• 1 - 3 Years Supervisory experience will be advantageous
