    ICAO Compliance Specialist- AvSec (Midrand)

    Description
    Maintain a high standard of PQ response 

    • Audit the Audit Area responses and associated evidence. Verify, upload and maintain PQ responses and associated evidence.

    Maintain a high standard Compliance Checklist response on ICAO

    • Audit the Audit Area responses to ICAO Compliance Checklist (CCs). 
    • Verify, upload and maintain CCs responses and associated evidence on SACAA platform.

    Maintain a high standard CAP response 

    • Monitor that implementation of CAP tasks are addressed as per timeline, providing expert input were required.  
    • Review CAP feedback and associated evidence from Audit Areas to resolve audit findings.  
    • Upload and maintain CAP responses and associated evidence.

    Maintain a high standard SASAQ response on ICAO

    • Audit, Audit Area responses to ICAO SASAQ. 
    • Verify, upload and maintain verified SASAQ responses and associated evidence on ICAO.

    ICAO Compliance Liaison and Oversight

    • Provide Continuous Monitoring Approach (CMA) assistance and training as and when required.  
    • Participate in SACAA and other civil aviation statutory/consulting bodies.
    • Take part in regional assistance technical missions.

    General Administration

    • Compile ad hoc reports for ICAO Compliance Section related issues/requirements.
    • Submit monthly activity statistics/reports.
    • Ensure proper filing of documents and records.

    Audits by other external entities

    • Facilitate preparations for external audits by other Civil Aviation regulators.

    Requirements
    Education

    Minimum

    • Matric
    • ICAO and/or IATA Aviation Security related qualification
    • ICAO National Inspectors’ course 

    Ideal

    • ICAO AVSEC PMC Certificate
    • ICAO accreditation/approval as an AVSEC USAP CMA Auditor/Team member will be ideal. 

    Experience

    • 5 years’ experience in the Aviation Security Inspector role in any of the nine USAP Audit areas i.e (LEG, TRG, QCF, OPS, IFS, PAX, CGO, AUI, and FAL).
    • Inspector in Aviation Security and Facilitation role with a strong knowledge of ICAO Annex 9 and 17.
    • A clear knowledge and understanding of the ICAO USAP CMA Methodology
    • A clear knowledge and understanding of the Civil Aviation Act, NASP, and relevant Regulations would be advantageous.

    Inspector: Aircraft Inspection (Gauteng)

    Description
    Site Visits and Inspections

    • Completion of allocated C of A/ATF inspection applications as per approved procedure
    • Provide clients with the required feedback during the completion of all tasks.
    • Review AW records of TC and NTCA aircraft as per procedure during C of A, ATF and RLA Renewal process
    • Address industry stakeholder problems/queries in and exemplary manner
    • Use of the EBS system for completion of all tasks as assigned by M: AR &I
    • Enforcement (Grounding) actions taken as sanctioned by Manager Aircraft Inspection & Registration
    • Enforcement actions recommended to the Enforcement. Department to be inline as assigned by M: ARI
    • Analyse and investigate significant defects discovered in aircraft and determine corrective action to be taken where airworthiness may be affected and correct any trends, where necessary.
    • Monitor the implementation of the ADs and/or related SBs issued by the manufacturer (both foreign and domestic) to ensure air operator’s compliance to the continuing airworthiness of aeronautical products with an established procedure to avoid or correct service difficulties.
    • Investigate possible violation of the regulations regarding airworthiness and take appropriate enforcement action, when necessary.
    • Participate in aircraft review board activities.

    Reports

    • Report with recommendations on outcome of safety audits and inspections.
    • Research, develop and propose specific standards to be applied in certification, airworthiness, and maintenance of aircraft.
    • Issue special flight permits. 

    Communication and Safety Promotion

    • Address Industry stakeholder problems/queries in an exemplary manner.
    • Provide Industry feedback to the Authority.
    • Inculcate upon Industry stakeholders’ safety prerequisites and procedures.

    Proposal and Revision of Standards

    • Proactively research, develop and propose specific standards to be applied in airworthiness and maintenance of aircraft.

    Requirements
    EDUCATION

    Minimum

    • Grade 12 
    • Trade Certificate and a valid Aircraft Maintenance Engineers License in Avionics 

    Ideal

    • National Technical Diploma 

    EXPERIENCE

    • 5 years in Aircraft Airworthiness or Aviation Regulatory environment or Civil/Military Aviation experience

    Trainee Legal Compliance and Governance Specialist (Midrand)

    OVERALL, PURPOSE OF THE JOB

    • To regulate, monitor and enforce Legal Compliance at the SACAA in line with all laws, regulations, standards, rules, procedures and process documents that are applicable to the SACAA, assist with Ethics and Governance.

    KEY PERFORMANCE AREAS

    • Assist in the Implementation of an effective legal compliance program.
    • Assist in compiling Compliance Risk Management Plans to identify gaps.
    • Assist in development and reviewing company policies to ensure compliance with applicable laws.
    • Assist in advising Legal compliance specialist on the company’s compliance with laws and regulations through detailed reports.
    • Assist in creating and managing effective action plans in response to audit discoveries and compliance violations.
    • Present training on applicable laws.
    • Assist the governance and ethics department.
    • Assist with PAIA Applications.
    • Assist the Assistant Company Secretary with governance related matters.

    OUTPUTS/ DELIVERABLES

    • Development and implementation of the POPIA compliance program.
    • Implementation of the Legal Compliance and Governance program.
    • Monitoring Ethics compliance.
    • Regularly audit legal compliance in terms of company procedures, practices, and documents to identify possible weaknesses or risks.
    • Assess company operations to determine compliance risk.
    • Ensure all employees are educated on the latest regulations and processes.
    • Process PAIA Applications.
    • Prepare minutes.
