    Senior Sourcing Manager (3005)

    MINIMUM REQUIREMENTS:

    • A Bachelor’s degree (NQF7) in SCM, Procurement, Logistics, Engineering, Commence, Business, or Public Management.
    • At least ten (10) years’ relevant experience in an SCM department.
    • At least five (5) years management experience.

    TECHNICAL COMPETENCIES:

    • Knowledge and understanding of the regulatory environment and legislation governing B-BBEE and supporting elements with focus on Enterprise and Supplier Development (ESD), which drives Transformation in the supplier base.
    • In-depth knowledge and understanding of the Standard for Infrastructure Procurement and Delivery Management (SIPDM) and Framework for Infrastructure Procurement and Delivery Management
    • Knowledge and understanding of the additional legislative requirements associated with public sector supply chain management such as PPPFA and Treasury Regulations
    • Knowledge and understanding of the construction and infrastructure sector regulations and ways of working across the construction contractors, CIDB and other industry bodies.
    • Technical knowledge of the regulatory environment and the applicable legislation governing transformation and supplier development in South Africa.
    • Ability to develop sub-sector transformation strategies and implementation plans with realistic targets.
    • Excellent negotiation skills to persuade suppliers to offer favourable contract terms and to convince business stakeholders to buy into cost saving strategies.

    KEY RESPONSIBILITIES:

    Development and Implementation of Category Management Strategies

    • Manage the implementation of Organisation Annual Demand Plan.
    • Provide strategic direction and leadership on supply chain management activities and develop an overall supply management strategy.
    • Manage end-to-end procurement processes, including sourcing, bidding, negotiation, and supplier selection.
    • Establish procurements strategies and methods to facilitate sector specific transformation strategies.
    • Design and execute sourcing strategies that align with the organisation’s goals and regulations.
    • Anticipate future needs and trends in supply chain management, ensuring sustainability and adaptability in the face of changes.
    • Continuously improve supply chain management to enhance efficiency, reduce costs, and minimize waste.
    • Forecast future supply needs based on historical data, trends, and strategic plans, ensuring timely availability of resources.
    • Proactively identify risks related to the supply chain management and develop contingency plans.
    • Develop and implement strategies to ensure continuity during emergencies or unexpected disruptions.
    • Conduct financial analyses to assess the cost-effectiveness of supply chain management initiatives and procurement decisions.
    • Work closely with other departments to ensure a cohesive approach.
    • Engage with key stakeholders to align activities with broader organisational objectives
    • Encourage and adopt innovative practices and technologies that enhance supply chain management processes.
    • Ensure that all supply chain management activities comply with relevant laws and regulations.
    • Prepare regular reports detailing supply chain management performances, cost savings, and strategic goals.

    • Continuously monitor industry trends and benchmarks to improve supply chain management processes.
    • Lead initiatives to streamline supply chain management processes, reduce cost, and improve service delivery levels.

    Demand and Acquisition process for engineering and non-engineering

    • Demonstrate strong leadership qualities to advise and engage line function partners to comply and align to procurement best practices.
    • Lead high level negotiations with procurement partners and suppliers and establish collaborative stakeholder and strategic supplier relationships to maximise the organisation’s influence and to develop and implement procurement arrangements and initiatives that deliver optimal value for money outcomes.

    Sourcing Manager (3004)

    • At least three (3) years management experience.

    Senior Treasury Dealer (3003)

    MINIMUM REQUIREMENTS

    • A Bachelor’s degree (NQF7) in Economics, Investment Management, Finance or Accounting and financial markets qualification.
    • At least five (5) years’ relevant experience in a treasury environment.
    • At least three (3) years supervisory experience in the treasury environment.

    Any of the following certificates:

    • RPE
    • FMP
    • CTFP
    • ACI dealing certificate

    ADVANTAGEOUS

    • Post graduate degree (NQF8) in Economics, Investment Management, Finance or Accounting and financial markets qualification.

    TECHNICAL COMPETENCIES

    • Displays a detailed understanding of economic indicators, financial markets, and the implications for short-term and long-term financial instruments.
    • Proficiency with the Microsoft office suite of applications and an ability to use treasury financial systems.
    • Supervise other members of a finance team with good interpersonal skills, people skills, organisation, and communication skills.

    KEY RESPONSIBILITIES

    Funding Management

    • Analyse SANRAL capital raising plans and translate into funding needs.
    • Build and manage relationships with investors and financial institutions.
    • Oversee activities of Treasury Dealers in procuring and securing funds based on funding needs.
    • Manage long-term funding at competitive interest rates, including refinancing of maturing debt.
    • Explore new avenues, instruments, and relationships for long-term funding.

    Liquidity Management

    • Analyse SANRAL liquidity management and capital raising plans and translate into liquidity and cash management strategies to manage day-to-day activities.
    • Determine liquidity levels to enable SANRAL’s continuous operation.
    • Control of an optimisation of investment and cash resources.
    • Establish and maintain access to reliable short-term borrowing facilities.

    Market making

    • Provide liquidity in SANRAL bonds and lower the funding cost.
    • Oversee the quoting of two-way prices indicating both the bid price and ask price of financial instruments.
    • Develop effective hedging strategies to minimise interest rate and currency risk exposure.
    • Monitor the market making of non-guaranteed debt by external parties.

    Portfolio and Risk Management

    • Manage the portfolio of SANRAL’s instruments in support of its funding and liquidity requirements across short-term investments, long-term debt, and market-making portfolios.
    • Work with the Treasury Operations Manager to refine and update the portfolios based on changes to SANRAL’s liquidity management and capital raising plans.
    • Manage portfolios to minimize interest rate risk while maintaining liquidity and cash optimisation.
    • Provide advice on interest rate and funding strategies.
    • Stay up to date with developments in the economy and financial markets and advise on the implications for portfolio management.
    • Provide timeous and relevant information regarding markets and funding conditions.

    Provincial Geotechnical Engineer (3002)

    MINIMUM REQUIREMENTS:

    • NQF level 8 Qualification: B.Eng. / BSc Civil Engineering.
    • Minimum 10 years’ relevant civil engineering experience post registration.
    • Minimum 5 years’ experience in geotechnical investigations, pile design, settlement calculations, slope stability assessments, and bearing capacity calculations, etc.
    • Minimum 3 years managerial experience.
    • The Candidate must have at least 10 years working experience in related industry, and specialist experience in Geotechnical Engineering.
    • Must be registered as a Professional Engineer with Engineering Council of South Africa (ECSA).

    Added advantage:

    • Post graduate degree (M. Eng / MSc) with focus on Geotechnical Engineering is advantageous.
    • Prior engineering consulting experience advantageous.

    WORKPLACE COMPETENCIES

    • Progressive knowledge and technical understanding of excavations, foundations, slopes and earthworks, as well as soil mechanics.
    • Knowledge of relevant COTO TRH Guidelines.
    • Working knowledge of industry standard software for geotechnical design and analysis.
    • Extensive knowledge of relevant industry standards, specifications and legislation.
    • Extensive knowledge of civil design and construction practices related to road works, as well as the road network maintenance and operations activities.
    • Knowledge and understanding of the South African Pavement Engineering Manual (SAPEM).

    Skills

    • Ability to examine information and facts in detail to gain a comprehensive understanding.
    • Ability to pay close attention to details and complete tasks with a high level of thoroughness, accuracy and completeness.
    • Excellent written and verbal communication skills.

    Key Performance Areas include, but not limited to:

    Project identification and planning

    • Co-ordinate geotechnical assessments required for route alignment determination during strategic road network planning
    • Review preliminary geotechnical assessment reports and provide input
    • Participate in the identification and prioritisation of projects in region requiring geotechnical investigations and design, or is required to address issues with slope stability
    • Facilitate discussions with other authorities impacted by projects e.g. Eskom/Transnet
    • Prepare and manage overall budget for assigned design projects
    • Determine resources (i.e. Geotechnical Engineers) required to execute planned projects and if adequate capacity is available
    • Assign design projects and associated budget to Geotechnical Engineer to execute

    Oversee procurement for design phase

    • Review and approve tender documentation for the appointment of consultants.
    • Ensure compliance to SANRAL’s procurement policy.
    • Review all contracts for assigned design projects.

    Provincial oversight over design projects

    • Oversee the performance of all design projects managed by Geotechnical engineers in the region.
    • Conduct regular status meetings with Geotechnical Engineers to discuss the progress of projects, financial performance and cashflows, issues and risks, and any other project or contract related matters.
    • Manage any contractual issues on projects that have been escalated by the Geotechnical Engineer.
    • Guide and support Geotechnical Engineers with project management and community engagement related activities when required.
    • Conduct ad-hoc construction site visits.
    • Ensure all required documentation is electronically uploaded into the records management system and/or submitted for physical storage.
    • Review and approve payment certificates.
    • Cultivate and maintain good working relationships with internal and external stakeholders.
    • Monitor the performance of Geotechnical Engineers and provide feedback to enable professional growth.
    • Act as a mentor for candidate engineers with an interest specialising in geotechnical engineering.

    Slope Management System (SMS)

    • Review and analyse information captured in the SMS relating to slope conditions and slope stability issues that are being monitored.
    • Advice on appropriate action for slope stability issues that have been escalated by the Route Manager (RRM).
    • Co-ordinate slope failure and high-risk site investigations.

    Technical advisory and support

    • Study and evaluate design reports and drawings for all regional projects to ensure that appropriate geotechnical design standards are met.
    • Provide geotechnical advisory services to external parties in region (e.g. Provincial Department) in areas such as such as slope stability, pavements, foundations, bearing capacity, retaining walls and excavation design.
    • Support Geotechnical Engineers in region with developing recommendations based on review of geotechnical investigation and analysis reports.
    • Actively participate in the Geotechnical functional working group.
    • Share knowledge and experience with colleagues.
    • Maintain good working relationships with all colleagues in all regions and areas of expertise.
