    Chief Executive: TNPA

    Position Purpose

    • The Transnet National Ports Authority’s (TNPA) main function is to own, manage, control and administer South Africa’s ports to ensure their efficient and economic functioning. At the core of the mandate is to plan, provide, maintain, develop, regulate, control, and improve port infrastructure for the benefit of the economy, maintaining the sustainability of the ports through robust business plans and as directed by the National Ports Act of 2005. TNPA must regulate efficient services across client segments (containers, dry bulk, liquid bulk, break-bulk, automotives, gas, cruise liners), act as landlord for the ports system, champion operational excellence, pioneer digital innovation, and mitigate climate risks. By enabling year-on-year traffic increase, the mandate is to unlock TNPA’s potential as a resilient gateway for Sub-Saharan trade, attracting investors to ensure that South Africa’s ports are an enabler of national economic growth.
    • The Chief Executive (CE) of TNPA is a visionary team leader steering South Africa’s national ports system—comprising eight commercial ports—through a transformative era. In alignment with the National Ports Act, the CE leads ethical and innovative management to mitigate risks and reclaim global competitiveness, driving TNPA’s corporatisation from being a Transnet division to becoming an autonomous SOC Ltd company, fostering private sector participation. Reporting to the Board and Group COO, the CE will deliver world-class efficiency, sustainability, and stakeholder value. 
    • The TNPA is made up of a portfolio of 8 ports located along the coastline, the incumbent will have to maintain adequate presence across operational areas of TNPA.

    Qualifications and Experience

    • Relevant Degree in Business/ Economics/ Maritime/ Engineering/ Finance/ Logistics or equivalent is required (NQF7).
    • OR
    • Postgraduate Diploma in Business/ Economics/ Maritime/ Engineering/ Finance/ Logistics or equivalent is required (NQF8).

    Added advantage

    • Postgraduate qualification in Executive/ Management/ Leadership development qualification (NQF8).

    WITH

    • with 15+ years operations experience (10 years leadership + 5 years executive) in a large and diverse enterprise with a national/international footprint/client-base, and a complex operations environment. Experience in managing large capital investments, public private partnerships, and/or corporate restructuring would be an added advantage.

    Senior Manager: Payroll and Benefits

    Position Purpose

    • Responsible for overseeing and managing the Transnet Corporate Centre Payroll to ensure accurate and timely monthly payroll processing. 
    • To ensure effective governance by collaborating with relevant stakeholders to compile and/or revise/update benefits Policies, guidelines, procedures and manuals that align with the company’s needs and applicable legislation, directives and best practice, as well as educating employees on new and existing benefits policies, guidelines and processes.
    • To administer employee benefit programs effectively and efficiently by ensuring data and system integrity in respect of all benefits-related data and troubleshooting and resolving issues related to system functionality and employee and third party queries timeously.

    Position Outputs

    • Manage payroll staff and coordinate all payroll activities.
    • Ensure compliance with all statutory and payroll regulations and governance.
    • Develop and implement payroll systems and procedures.
    • Respond to payroll-related inquiries and resolving issues.

    • Ensure that all benefits policies, guidelines and user manuals are written and kept up-todate in accordance with prevailing government regulations and relevant legislation (e.g. Tax), industry standards and relevant DPE and National Treasury Guides and Instructions.
    • Use various relevant methods and techniques to facilitate optimal data-based decisions relating to direct financial, indirect financial and non-financial benefitsAssess employees’ needs with regards to benefits by conducting organisational surveys, including analysis of results and reporting on pertinent findings.
    • Conduct ongoing market research into emerging trends, issues and best practices in respect of benefits and report on findings.
    • Evaluate the efficiency and value of current benefit programs and make recommendations for improvement.
    • Interface with all relevant stakeholders to ensure clarification and common understanding in respect of queries, issues and problems relating to benefits administration and the correct application of benefits policies and procedures and present proposals to facilitate acceptance and implementation of optimal solutions.
    • Interface with the Transnet Retirement Fund on rule amendments and the correct application of the Fund rules and inform/educate employees accordingly.
    • Direct employees to third party medical aid scheme providers to assist them in respect of the medical aid benefits that are offered by each recognised scheme.
    • Ensure efficient and accurate organization of all benefits-related documents and reports including monthly verification and reconciliation of membership records and monthly thirdparty payments.

    Qualifications and Experience

    • Bachelor's degree (NQF7) in Human Resources, Business, Finance or a related field
    • 5 to 8 years’ relevant experience in a large company and payroll environment
    • Relevant certifications in Benefits and Benefits Administration
    • Proficiency in SAP HCM, Microsoft Office Suite, particularly Excel (VLOOKUP, PivotTables and formulas).

    Head: Tactical Sourcing

    Position Purpose

    • Leads the TPT Tactical Procurement department, across all areas of spend within designated portfolio with the goal of achieving significant initial cost reductions, with year-on-year productivity improvement in the total cost of goods and services procured while maintaining product quality and vendor service levels.
    • Develops and implements Tactical sourcing strategies to improve the efficiency of all tactical procurement events, demand management to contract management and close-out, while reducing the total cost.
    • To improve procurement governance and compliance, operational efficiency, costs savings and reputation management.

    Position Outputs

    • Implement Tactical Procurement strategies and processes to deliver commercial outcomes for Transnet Port Terminals:
    • Formulate tactical procurement strategies to ensure successful implementation;
    • Facilitates proper demand management and forecasting to ensure security of supply;
    • Supports continuous improvement by seeking out efficient business solutions to improve processes in support ofoverall business strategy and direction;
    • Identify potential bottlenecks in tactical procurement and formulate plans to manage potential risks; and

    • Ensures optimal execution of tactical sourcing procurement events and timeous delivery of required services;
    • Works closely with Governance, Legal, Risk Management, Finance and all regions to expedite service delivery; and
    • Ensures that the level of service is maintained by developing metrics on the number of tactical sourcing projectsdelivered, the lead time for those projects, purchase orders created, and lessons learned.Manage key stakeholder relationships:
    • Builds partnerships with all key stakeholders in the development of opportunities for business value or serviceenhancement;
    • Ensures implementation of supplier development and B-BBEE objectives;
    • Interacts at a strategic level with Group Executives, General Managers, Executives, etc.

    • Develops and implements a contract management plan for tactical procurement suppliers;

    • Ensures that all supplier disputes around access to delivery sites and payment related issues are timeously resolved;
    • Ensures that Transnet Port Terminals tactical procurement suppliers adhere to Health and Safety regulations that areapplicable to their delivery sites;
    • Closely monitors any reputational risks associated with strategic suppliers and proactively takes steps to ensure thatthe reputational risks do not affect Transnet adversely; and
    • Continuously monitors supply risks in the market due to risk factors such as the Covid-19 pandemic and take proactivesteps to ensure continuedMonitor Tactical Procurement Performance• Monitors the achievement of tactical procurement objectives and formulate plans for corrective action, if required;
    • Highlight and report on the achievement of targets on a monthly, quarterly and annual basis about the tacticalprocurement department achievements;
    • Coordinate the annual tactical procurement department target setting and agreement process;
    • Coordinate tactical procurement KPIs and reporting dashboard;
    • Ensure continuous adherence to supply chain management processes in order to minimise irregular expenditure andavoid fruitless and wasteful expenditure; and
    • Ensure that consequence management is taking place where supply chain management officials fail to follow theprocurement processes.Contract management and close-out:
    • Develop, implement and maintain sound contract management in order to ensure timeous service delivery;
    • Proactively take steps to resolve contract management issues on key contracts before they develop into a crisis;
    • Implements corrective action where key suppliers are failing to meet their contractual SLAs; and
    • Implements proper contract close-out for all TPT tactical procurement contracts.

    Qualifications and Experience

    • Bachelor of Commerce Degree or equivalent qualification in Commerce, Finance, Engineering, Legal, Logistics and Operations Management or Supply Chain Management is required. Post-Graduate Qualifications would be an added advantage) 10 years’ experience within supply chain management is required; 5 years must have been spent at senior management level. Requirement of trust and honesty in the handling of finances as per the National Credit Act Amendment 19 Must be willing to undergo Lifestyle Audit and State Security Agency (SSA) Vetting. Recognition of Competence: Relevant qualification (NQF 6/7) 12 yrs relevant and solid experience with at least 8 yrs at managerial level or specialist experience.     Category Mgmt Manager- Facilities

    Position Purpose

    • Accountable for category strategy development, supplier negotiation and strategy execution for all elated categories to their cluster, with expectation to be involved in supporting these activities with the team
    • Accountable for analysis and evaluation of internal demand factors and external supply market dynamics to develop and execute the category strategy
