    Master Unlimited (STCW Req.II/2)

    The Master shall:

    • Ensure that Flag State and/or the Classification Society are informed, when and where required, of any incidents or accidents.
    • Knowledge of, adherence to, and implementation of the Company's various policies.
    • Maintain appropriate departments ashore and on board sufficiently informed for co-ordination and control of activities for maximum safety, quality, and environmental protection.
    • In conjunction with the shipboard management team manage, delegate and control work activities with due regard,but not limited to the established distribution of responsibilities on-board.
    • Keep the Chief Officer informed of all matters concerning vessel's operation, enabling him as deputy to take command if this should be deemed necessary.
    • Prepare his standing and daily orders according to guidelines for navigators.
    • Provide information and records of the relevant contents of the following to the shipboard management team: 
    • Company's SMS,
    • Flag State legislation, codes and guidance,
    • Port state legislation and guidance,
    • Classification societies' rules and regulations,
    • Industry guidance.
    • Ensure that conditions and activities comply with good seamanship and, if so required, ensure that corrective action is taken.
    • Ensure that Port/Flag State and/or the Classification Society are informed, when and where required, of failure of any Statutory Equipment which affects the Safety and Pollution Prevention requirement.

    The Masters responsibilities are

    • Implementation of the health, safety and environmental protection policies aboard the vessel and motivation of all crewmembers to observe their intended and implied requirements.
    • Issuing orders and instructions to the personnel in a clear and simple manner.
    • Verifying that the requirements of the Safety Management System are observed.
    • Reviewing the SMS on a continuously ongoing basis in the light of practical experience gained, and to carrying out it’s on-board training, drills and post drill reviews.
    • Executing the responsibilities for the vessel’s Dry-Docking, as outlined in Supp Doc 017,
    • Reporting deficiencies to the Appropriate Department ashore
    • To ensure that the vessel is seaworthy and ready for the sea before it leaves the port including planning of voyages and navigation.
    • To ensure that charts, navigation manuals, etc. required are available on board the vessel and that they are up to date.
    • To ensure that the number of bunkers, water and food are sufficient for the intended voyage.
    • To ensure that vessel certificates are kept up to date and kept in a safe place accessible for inspection by various authorities.
    • To check that all personnel have the qualifications required by STCW, Flag Legislation, Customers and/or the Company, and that the prescribed minimum manning level for the vessel are complied with.
    • Ensure all embarked personnel receive appropriate medical care as may be required. 
    • To ensure that any loading and unloading of the cargo and/or stores as well as its treatment during the voyage is performed in accordance with applicable rules, instructions, and contracts.
    • Ensure all required physical security and operational security procedures are enforced in accordance with international, flag state, company, or customer requirements.
    • Recognize a non-compliance with a specific requirement and analyse the reason for the non-compliance. Ensure personnel are aware of the reason for the noncompliance and how same is dealt with initially and permanently eliminated for the future.
    • Supervise all GMDSS communications ensuring that they conform to international standards. 
    • Work / rest hour planning and records for all officers and ratings to ensure that the rest hour requirements are being complied with.

    Requirements

    • Be a South African citizen and holds a valid passport.
    • Holds a valid SAMSA Certificate of Competency (CoC) as Master Unlimited, STCW Req. II/2
    • At least 2 (two) years’ experience as a Chief Navigational Officer Unlimited, STCW Req. II/2 OR 1 year as Master Unlimited, STCW Req. II/2
    • Holds a valid SAMSA Medical Certificate (without restrictions or limitations).
    • Has good ship handling experience.
    • Is fluent in written and spoken command of the English language.
    • Able to follow Company instructions and procedures.
    • Able to deliver results and meet client expectations.
    • A team player with a professional work ethic, managing a team on-board and work closely with management.
    • Will comply to strict company and industry SHEQ standards and working habits.

    Manager: Maritime Research Projects X 2

    Description

    • Plan, manage, support, and promote the undertaking of strategic research and innovation programmes aimed at supporting formulation of appropriate strategies, projects, and policies within the maritime sector
    • Manage the implementation of technology and innovation studies to promote research as a significant contributor to the development and growth of the maritime industry
    • Through research, promote the culture of innovation and transformation for purposes of fostering beneficiation and culture of entrepreneurship
    • Drive technology and innovation research activities and projects Prudently manage resources (e.g. finance, data etc.) allocated for purposes of research projects
    • Develop and manage performance compliance requirements (e.g. annual business plan, regular reports, and ad-hoc requests)

    • In collaboration with   industry partners, identify, assess, and implement new business innovative maritime opportunities that work towards promoting maritime research
    • Provide input or direction in the ideation and origination of maritime research projects Communicate, share and present research findings to the relevant stakeholders
    • Design and implement programmes and projects
    • Evaluate and review programmes and projects and take pro-active remedial action to achieve quality output
    • Effectively apply newly acquired skills for improved performance
    • Manage data in line with ethical and information protection guidelines
    • Effective management of own performance in line with the Performance Management Guidelines and Cycle

    Requirements

    QUALIFICATIONS

    • Bachelors Degree or Postgraduate Diploma in Maritime Studies/Research Studies (NQF 7)
    • Project Management Qualification or Certification would be an added advantage

    Network and Security Engineer

    Description

    • Design, implement, and maintain network security controls in line with security best practices. 
    • Implement network security deliverables in line with approved technology and infrastructure architecture blueprints.
    • Install, configure, and maintain SAMSA’s network infrastructure, devices, services, and security (including Firewall (FW), Routers, Wireless Access Points (WAP), Switches, VPNs, etc.
    • Configure and Maintain Virtual Private Network (VPN), VLANs, VoIP, and web and email security programs and protocols regularly.
    • Analyse the vulnerabilities in SAMSA’s network by identifying threat patterns and possibilities for a security breach.  
    • Monitor web security gateways, perimeter security, network access controls, endpoint security, performance, and ensure system availability and reliability.
    • Ensure periodic testing of the organization’s network and systems from a security point of view – Penetration Testing.
    • Maintaining & implementation of the Standard Operating Procedure (SOP) for Network security.
    • Ensure effective End-user support (2nd and 3rd level) for HQ Staff.
    • Manage provisioning of end-user devices for the HQ staff.
    • Ensure that all security related solutions are deployed across the environment (including Cloud) and are operational – antivirus, vulnerability, auditing, etc.
    • Review security alerts from service providers and other security agencies and provide remediation from identified alerts.

    Requirements

    Systems Developer

    KEY PERFORMANCE AREAS 

    • Participate in the conceptualisation of the business system to be developed or enhanced in line with approved business requirements. 
    • Participate in the design of User Interface layout in accordance with approved functional and technical specification.

    • Manage requested changes in line with the Change Management process and procedure.
    • Contribute in the development of Disaster Recovery Plan and its associated testing to ensure availability of systems in an event of disaster.
    • Manage business processes together with system owners (Internal and External stakeholders)

    Requirements

    Senior Manager: Maritime Research

    Description

    • Set the strategic and operational direction of the Research Unit in ensuring business and industry needs driven research

    Senior Manager: Maritime Legislation

    Description

    • Plan, organize, lead and manage the various maritime legislation requirements and implementation processes
    • Provide technical support to the Department of Transport (DoT) with regards to the drafting of maritime policies, legislation and strategies
    • Provide technical support to the SAMSA Centres, with particular reference to the Office of the CEO, in drafting and amending maritime principal legislation, regulations and technical standards 
    • Provide commentary, legal guidance and support on maritime legislation and policy related matters

    Chief Engineering Officer

    Description

    • Ensure the safe and correct running of main engine, auxiliary engines and all such primary/secondary equipment and systems, in accordance with manufacturers' instructions and in keeping with Company procedures.
    • Understand the parameters to ensure efficient maintenance and operation of engine plants, i.e. fuel efficiency, power analysis and systems heat balance.
    • Ensure that the engines are correctly tuned to achieve maximum fuel efficiency.
    • Monitor and optimize fuel consumption.
    • Monitor the bunker start-up and closing-down procedure whilst also providing all the necessary anti-pollution measures and remains back-up during the complete bunkering operation.
    • Ensure the vessel carries adequate stocks of stores, spares, and lube oils with respect to maintenance and repair and is consistent with the Company requirements.
    • Supervise, control, and verifying the application and consumption of spare parts and stores.
    • Ensure that chemicals are used in a safe and responsible way and the least hazardous chemicals are used.
    • Recognise non-compliance with a specific requirement and analyse the reason for the non-compliance. Ensure personnel are aware of, the reason for the non-compliance and how same is to be permanently eliminated in future.
    • Develop the skills and confidence of his officers by providing on board training and explaining the relevant content of the following to all personnel: 
    • Company's SMS,
    • Flag State legislation, codes, and guidance, including reporting requirements.
    • Port State legislation and guidance,
    • Classification Societies' rules and regulations, including reporting requirements.

    Industry Guidelines.

    • Ensure efficient operation and maintenance of the vessel equipment.
    • Ensure planned maintenance system is updated.
    • Compliance with International Health & Safety regulations in particular MARPOL

    Requirements

    • Resolve environmental concerns and improve procedures relating to pollution prevention. 
    • Realise the need for management systems and procedures, particularly in areas of emergency, malfunction safety back up, contingency planning and protection of the environment.
