    Chief of Party (Gauteng)

    Description

    • Aurum will be pursuing USAID’s “Gauteng Provincial Care and Treatment” Activity. The goal of the Activity is to support long, healthy lives for the population of Gauteng Province by achieving and sustaining HIV/TB epidemic control. USAID aims to reach this goal by achieving the following strategic objectives:
    • Close the gaps to HIV epidemic control.
    • Sustain health gains through strengthened, improved, and resilient health systems; and
    • Leverage community, civil society, traditional structures, and private sector partnerships to improve and sustain service delivery and client outcomes.
    • Aurum is seeking a Chief of Party (COP) to lead a high-quality, results-oriented response to the Activity, and achieve the objectives and expected results of the programme. S/he will provide overall strategic and managerial leadership of the activity in collaboration with the Gauteng provincial DOH as a key partner, and all other major stakeholders, bringing a strong perspective and vision to achieving the goal and objectives of the Activity. 
    • The role will report directly to the Managing Director Health Systems Division – Aurum South Africa and will be based in the Gauteng State Province.

    Responsibilities:

    • Accounting officer for overall management and performance of the programme
    • Provide technical and programme leadership, oversight and overall planning, coordination and management of all project activities, budget, risk management, M&E and including those of sub-partners and other key stakeholders.
    • Oversee staff and sub-partners to ensure quality of activities and products developed under the project.
    • Coordinate the design of project management and reporting procedures and related documents.
    • Ensure professional development and supervision of program staff for optimal delivery against project objectives.
    • Oversee technical outputs of partner organisations through regular field visits and facilitate work planning and regular technical meetings for all consortium partners.
    • Act as the principal liaison with the Agreement Officer Representative (AOR), USAID office, South African Government counterparts, especially the Gauteng provincial DOH and other relevant NGO partners and stakeholders.
    • Build and manage strong relationships with the Gauteng Department of Health, local partners, private sector and ensure Aurum visibility and support is always relevant and according to project objectives.
    • Establish routine stakeholder engagement opportunities for project coordination and reporting.
    • Foster collaborative working relationship across all aspects of the project.
    • Oversee the project’s implementation according to plan; monitoring, evaluation, and learning; and reporting and financial accountability to USAID.
    • Promote sustainability of project activities with effective networking, coordination, and linkages to other programs, partners, and counterparts, capacity building of project staff, and institutional strengthening of implementing partners and community-based organizations.
    • Be the decision maker related to technical, financial management and resources allocation and human resources issues related to the project.

    Requirements
    Qualifications and Experience:

    • Master’s degree in a relevant field, such as medicine, public health, social sciences, or management (business or project).
    • A minimum 10 years' progressive responsibility and experience in leading large and complex donor funded Public Health programs of similar scope, and a value of at least USD$10 million.
    • Strong knowledge and experience of US Government rules and regulations about project human resource, procurement, contracting, financial management, and reporting processes and systems.
    • Proven ability to develop and manage collaborative relationships with senior donor and government officials, and with executives of NGOs, CSOs, CBOs, and the for-profit business community to advance health objectives.
    • Demonstrated experience successfully leading and managing multi-disciplinary teams to achieve health results in a fast-paced environment.
    • Strong critical thinking and problem-solving skills to plan, organize, and manage resources for successful completion of projects.
    • Demonstrated excellent written, presentation and communication skills in English.

    Community Health Worker Driver (Nelson Mandela Bay)

    Description

    • The Driver /Community Health Care Worker is responsible for providing outreach services from the Site to the Community, to provide home visits and symptomatic screening for households and referrals to health facilities for further management, Contact Management of TB Patients and Recall of Lost patients. Capturing of data and completing weekly and monthly stats.  Other responsibilities include education, information, counselling, and prevention.

    Technical Work Responsibilities

    • Identify through screening individuals who are TB-symptomatic but are not in TB medical care by giving referrals, utilizing information about missed appointments, and conducting outreach activities at various community venues and DOH Facilities
    • Link patients to Treatment and Care
    • Trace Lost to Follow Up Patients and Client/Patient Recalls
    • Contact Management of Index Patients
    • Work to build the trust and confidence of patients.
    • Provide accurate information to patients about TB, preventing further transmission, the benefits and challenges of TB care and treatment, and available services and resources and how to access them.
    • Provide personalized assistance to patients to help them enrol or re-engage in medical care.
    • Together with case managers and clinical staff, support patients throughout the early part of their care so they participate fully, become educated, and can advocate for themselves.
    • Help patients to develop confidence in their participation in TB treatment.
    • Work with case managers to assist patients in identifying services to address other aspects of their life that affect their health, such as mental health and substance abuse treatment, domestic violence services, housing programmes, education and employment.
    • Co-facilitate support groups and create patient linkage to psychosocial support.
    • Comply with all programme protocols, including those regarding confidentiality of patient information.

    Requirements

    Education

    Clinical Advisor (Pretoria)

    Description
    Work Description 

    • The Clinical Advisor is responsible for providing clinical advice and strategic direction to the to the support district/s and the appropriate internal and external clinical staff.  They will building capacity among HCW to strengthen the TB HIV response and ensure clinical governance standards at all times.  The position will assist the District manager and DoH HO in ensuring the quality of the technical assistance provided to DoH is of the highest quality.  He/she will further be responsible for the training in developing, managing and implementing various knowledge and skill acquisition strategies for several cadres of health care providers within the field of HIV and TB management. 

    Technical Work Responsibilities 

    • Provide clinical guidance and strategic direction to District manager and District HOD on clinical governance and training on HIV and TB clinical care  
    • Assist with curricula development and resource material within the field of HIV and TB management 
    • Assist with the implementation and adaption of training strategies for health care providers  
    • Set of the necessary clinical for a to ensure adherence to national guidelines 
    • Apply appropriate adult teaching methodologies 
    • Perform clinical/mortality audits and regular site visits 
    • Contribute to development of operational plans  
    • Liaise with internal and external customers/stakeholders 
    • Document challenges and successes for future utilization in the scaling up of interventions 

    Duties:

    • Data analytics and understanding of TB HIV indicators  

    Experience 

    • At least 4 years’ experience in provision of ART and management of complex TB HIV co-infected patients 
    • Experience in mentoring on clinical management and practice 
    • Rural health experience advantageous 
    • Experience in developing training resource material and training aids to assist implementation   
    • Good stakeholder engagement and management experience 
    • Ability to do presentations to management and leadership within DoH and internally 
    • A proven ability to be creative in knowledge transfer methodologies 
    • Experience in Quality Improvement methodology advantageous 
    • A track record of being able to work independently and as part of a multidisciplinary team with a willingness to learn about other medical disciplines 
    • Extensive experience in TB and HIV/AIDS treatment and care 
    • Curriculum development experience 
    • Training peers and other cadre of health care workers
