    Regional Manager: Region B (Gauteng, Limpopo & North West)

    Key Performance Areas:

    Strategic Management

    • Provide required and relevant information, insights and influence to the HDA strategic planning process.
    • Participate in finalizing the strategic plan and vision.
    • Define targets and strategies for team to implement in support of the achievement of the HDA strategic objectives.
    • Develop unit operational plans to facilitate achievement of the organisational strategy.

    Contract Management (management of MTOPs and other SLAs)

    • Interpret the programming decisions taken at Board, EXCO and Steering Committee level and develop implementation plans to manage that work is done in the specific functional area.
    • Manage development of operational plans and capacity requirements to implement contracted work as required by the HDA strategy.
    • Manage optimal utilisation and mobilisation of resources across other organs of state (province, municipalities and other public bodies).
    • Work within the agreed protocol/agreements with the provinces or local authorities.
    • Support and advise functionaries in respect of their operations and interface with the province/ municipalities and ensure coordination across the functionaries.

    Stakeholder Engagement and Consultations

    • Network with relevant role-players and make appropriate contact with public sector organisations.
    • Identify and explore possible new work opportunities with partners in the provinces and existing clients.
    • Align work opportunities to the HDA strategy as well as role and function of Provincial office.
    • Gather relevant information (key decision-making processes, strategic choices and timing of priorities).
    • Promote the HDA function, mandate and role through delivering presentations and representing the HDA as well as addressing queries on the HDA services offering.
    • Consult with the relevant public sector bodies to identify areas of mandate alignment (to inform the structuring of operational programmes and plans).
    • Establish processes to ensure full, end-to-end coordination between all involved parties.
    • Troubleshoot and unblock issues affecting execution of HDA work and services.

    Provincial Programme Management (multiple provincial offices)

    • Manage overall support to ensure the effective functioning of the HDA services in the province.
    • Establish clear, written and explicit work processes and procedures and set up systems and methodologies to monitor the execution and performance of work of all staff.
    • Review work processes and recommend corrective actions/improvements enhancing the performance and effectiveness of the Programme.
    • Manage control of quality and quantity of work performed, guide the team and carry the overall responsibility for the task fulfilment as per the operational plan.
    • Manage that the operation support plan and programme for the work includes and addresses:
    • Detailed Project Plans and necessary and satisfactory project procedures are established to direct all project work in order to maintain timely execution and quality of work.
    • Results are compiled, documented and forwarded to in required format, quantity and quality, and ensure timely and correct presentation and explanation of results.
    • Risks are proactively managed.
    • Progress review and coordination meetings are held regularly with key project team members, and other project stakeholders.
    • Progress is diligently monitored and that bottlenecks and related issues are proactively tracked.
    • Costs are properly and orderly tracked, and maintained within approved project budgets.
    • Project schedules are followed and deadlines are met.

    Financial Management

    • Develop the budget required for the programme.
    • Manage expenditure against budget.
    • Manage procurement in line with the relevant policies and procedures.
    • Address any anomalies in spend and budget.
    • Report on financial performance of the programme.

    People Management

    • Select, assign, lead and manage people.
    • Set clear objectives for self and others and measure achievements against these objectives through implementation of the performance management system.
    • Build and manage relationships with staff members.
    • Manage and support staff development.
    • Develop and manage the implementation of succession plans for key individuals and critical positions.
    • Implement the HDA HR policies and procedures as required.
    • Manage risks and address issues as they arise.

    Compliance Management

    • Manage implementation of work within established policies, systems, procedures, processes and practices.
    • Provide advice and assistance to others in order to ensure their compliance with policy and governance. procedures.
    • Identify areas of non-compliance and implement corrective action.

    Qualifications and Experience

    • A minimum of a degree in Built Environment or engineering is required.
    • 5 years’ proven and relevant experience in public sector planning and public programme implementation is required.
    • Experience with programme management preferably in the public sector is required.
    • Knowledge, insight and experience of the public sector and built environment development is preferable.
    • Knowledge of legislation and policies regulating the public sector and the built environment development.
    • Management and communications/ negotiation skills.
    • Ability and willingness to travel extensively.

    Executive Manager: Office of the CEO (Re-Advertisement)

    Key Performance Areas:

    Strategic Vision and Leadership

    • Define and develop the existing strategic vision for the HDA with input from the CEO, Board, Management and sector key role players.
    • Communicate strategic vision to internal and external stakeholders.
    • Develop and continuously implement a culture of performance, critical assessment, accountability and responsibility within the entire organisation.
    • Have the insight to recognise the property and build environment opportunities and steer the HDA into a flexible and innovative industry leader.
    • Assist the CEO to creating value to the key and strategic shareholders.
    • Acts as a strategic partner on the leadership team and works closely with the team to ensure they are meeting performance expectations.
    • Drive the delivering against key business metrics.
    • Provide methods to improve quality, efficiency and productivity as well as cost containment processes.
    • Works collaboratively to develop and/or improve systems, processes, controls and procedures that improve the overall efficiency of the HDA and ensure excellent services.
    • Work autonomously while ensuring CEO expectations are readily met.
    • Holistic understanding of the South African property development sector as a whole.

    Operational Strategy

    • Manager and oversee the core business delivery and assist the CEO in ensuring that the annual performance plan targets are achieved.
    • Support and monitoring of the functionally integrated business plan that is aligned to strategic vision.
    • Coordinate with the CEO the implement of the organisation’s strategies within required timeframe, within the relevant regulations.
    • Assist with reviewing business reports required to the Board and other key stakeholders.
    • Assist the CEO with building an effective, aligned, integrated, dynamic and high-performance management team.
    • Oversee performance of HDA’s deliverables to ensure achievement of strategic plans, objectives and goals and provide monthly reports to the CEO.
    • Assist the CEO with identifying performance gaps and assist with addressing with relevant stakeholders in order to fast-track project delivery.
    • The incumbent must have the ability to establish and grow the HDA’s role as a developer of human settlements.
    • Build and maintain a strong stakeholder network of potential key stakeholders, funders and partners.
    • Develop the HDA to deliver its mandate, achieve its reputational goals and financial sustainability goals.
    • Build and sustain long term, credible, trusting and mutually beneficial relationships with other organs of the state.
    • Interface with spheres of government to achieve improved integrated sustainable human settlements development.
    • Build the HDA profile and image within the human settlement / housing sector.

    Governance

    • Implement policies and procedures and ensure compliance with policies and legislation (e.g. PFMA, MFMA, compliance, HDA Act etc.).
    • Interface and manage Board Governance through the CEO.

    Built Environment Management

    • Oversee the development and presentation of project proposals across the HDA.
    • Oversee the development and project implementation processes.

    Programme Integration and Monitoring

    • Coordinate the integrated functioning of all operational functions.
    • Oversee the integration and alignment of various departments and their operational plans
    • Address any challenges to CEO to mitigate.

    People Management

    • Select, assign, lead and manage direct reports
    • Set clear objectives for self and others and measure achievements against these objectives through implementation and monitoring of the performance management system
    • Build and manage relationships with staff members
    • Develop and manage the implementation of succession plans for key individuals and critical positions.
    • Ensure compliance of all HDA policies and procedures

    Financial Management

    Qualifications and Experience

    • Civil engineering, project management or construction / built management Degree required
    • A Master’s degree, e.g. MBA, MBL will be an advantage
    • 3-5 years Senior Management experience required
    • Experience in government infrastructure development required
    • Knowledge of MFMA and PFMA
    • Knowledge of iDMSS and/or other infrastructure procurement systems
    • Experience in the human settlement’s environment with particular emphasis on development of land for human settlement
    • Demonstrated implementation of values-based management and adherence to corporate governance principles
    • Familiar and experience with the Intergovernmental Relations Framework
    • Familiarity with public sector land asset management legislation and regulations

    Programme Manager: Intergovernmental Relation (Re-Advertisement)

    Key Performance Areas:

    Strategy

    • Support the CEO and Head of Department with the development, planning, implementation, monitoring and reporting to ensuring seamless, coordinated, and functional IGR and Stakeholder contracting to improve, sustain and promote the developmental mandate of the HDA aimed at achieving the strategy and operational vision, mission, and objectives of the HDA.
    • Manage, oversee, and assume responsibility to develop, implement, and maintain and support a National, Provincial and Municipal IGR and Stakeholder Strategy and Stakeholder Support Plan specific to the HDA mandate based on evidence, environment analysis, and incorporation of good practice IGR process and procedure.
    • Facilitate processing of contracting, planning, funding and implementation of decisions and targets with all state partners to ensure integrate housing and human settlements development.
    • Ensure, coordinate, promote and prepare for HDA participation in key IGR Strategic, Organizational, Fiscal and Development Planning and Implementation processes.

    Stakeholder Engagement and Consultations

    • Manage and oversee programme research, network, and liaise with relevant role-players and undertake relevant consultation with public sector organs.
    • Manage, monitor, and report on the gathering and analysis of evidence and information-based IGR key decision-making processes, strategic choices and planning of priorities.
    • Manage the coordination and interaction with stakeholders promoting HDA functions, mandate and roles and functions.
    • Manage and oversee the HDA IGR and Stakeholder policies, legislation, functions, mandate and targets through relevant channels, fora, consultations through delivering presentations, networking with relevant stakeholders, representing the HDA as well as addressing any queries on the HDA services offering.
    • Manage the HDA consultation and stakeholder functions related to its mandate with the relevant public sector bodies to identify areas of mandate alignment and performance targets.
    • Manage and support the drafting and facilitate the conclusion of implementation protocols and any other agreements between the HDA and prioritized public and private sector bodies.
    • Manage, advise and organize appropriate meetings, interventions, appointment, engagements, networking sessions and presentations for the HDA Executive Suite.
    • Advise and support HDA Regional and Provincial Managers of areas of IGR planning, contracting, and funding of programme and projects.

    Relationship Management

    • Strategically and operationally manage, monitor and oversee compliance with the key components of the IGR and Stakeholder agreements through liaising with key HDA role players tracking performance against the agreements and contracts and reporting on progress and performance.
    • Communicate and support IGR status reporting and engagement on an on-going basis, through reports, discussions, and feedback sessions to programme and project owners.
    • Promote and track the status of the IGR contracting and engagement through regular interaction with the partner state and sector partners and take sanctioned corrective measures as required.
    • Participate in and/or ensure HDA support to strategic planning and other relevant events/ activities of identified public sector bodies.
    • Advise, support, and mitigate with the responsible functionaries of issues and events of relevance to their areas of responsibility and provide the necessary support where issues of IGR and stakeholder management arise, including policy, legislative and regulatory compliance.

    Administration

    • Manage the provision of administrative support to IGR and Stakeholder by:
    • Convening, scheduling or advising of meeting.
    • Preparation and management of support for IGR management.
    • Assist with management of secretariat support to relevant IGR structures convened/managed by the Agency and distribution of minutes.
    • Capturing of key decisions and resolutions.
    • Develop relevant presentations and reports.
    • Draft IGR reports on progress against the IGR implementation plan to the CEO.
    • Manage the Unit Budget.
    • Manage the Strategic and Annual Performance Plan targets of the unit, Department and HDA, including quarterly reporting to Exco, Board and Department.

    Qualifications & Experience

    • A relevant degree or equivalent is required and may include Law, Administration, Governance or Social Sciences.
    • At least 10 years’ proven and relevant experience in an IGR environment and public sector governance, contracting and planning as well as strategy development is required.
    • An understanding of the public and private sector stakeholder relations in built environment, planning, funding, and development.
    • Knowledge, insight, and experience of the public and non-state sector - Intergovernmental relations, human settlements and built environment development.
    • Knowledge of legislation and policies regulating the human settlements sector and the built environment development, and associated compliance therewith.
    • Strategic management and superior communications skills.
