PURPOSE OF THE JOB
The PrIM pilots, for a project, the following activities :
Process & Manufacturing Engineering
- Flow industrialization, product protection (with the support of SC dept.)
Manufacturing
- The PrIM integrates Supply Chain & Quality requirements for industrial management.

MAIN RESPONSABILITIES
During specification and preliminary design phases:
- Set-up Industrial organization of the project: staffing, work package, tools.
- Precise PIO (Project Industrial Organization) and DAMOB (Make or Buy strategy)
- Coordinate co-engineering activities along with the PrEM. Animate ICONE workshops.
- Arbitrate on product / process solutions when needed.
- Perform gap analysis with Ref Lib, identify impact on manufacturing process.
- Build IMP (Industrial Management Plan)
- Contributes to the logistics strategy definition with the PrSCM (Project Supply Chain Manager)
- Identify the list of long lead time items to be monitored through the PMFU (Parts Maturity Follow-up) in coordination with PrSM and PrSCM
During detailed design phase and before Serial Go:
- Monitor the industrialization activity using IMFU (Industrial Maturity Follow-Up), and completion of the following deliverables:
- Industrial documentation (Work Instructions)
- Manufacturing equipment and tooling
- Workshop and work stations layouts
- ERP master data, including routings & method time.
- Line balancing and task sequencing
Ensure completion of P-FMEA and Control Plan along with Industrial Quality
- Define Transfer of activities and bring support to ToT Manager.
- Contributes to the definition of the kitting strategy (purchasing & line feeding)
- Plan and organize training of manufacturing teams.
- Ensure qualification of manufacturing blue collars on special processes in due time.
- Manage the production planning at the start of production (pre-serial phase)
- Ensure internal FAIs are performed on schedule in order to pronounce the Serial Go.
- Participate to CCB (Change and Configuration Board) to validate engineering changes and define date or rank of application.
After serial Go:
- Manage the retrofit activities after engineering changes: industrialization, and manufacturing planning. Set-up a dedicated organization and coordinate with the PrTCM.
- Coordinates with PSCM the parts procurement in case of retrofit activities
- Lead the improvement action plan to achieve Industrial QCD targets.
Industrial Costing:
- Based on elements coming from Engineering, Project, PIM, Supply Chain and Industrial Quality, performs the costing of a new product and/or process solution on the industrial scope.
Industrial scope includes:
- Fixed Industrialization costs*
- Variable production costs*
- Quality inspection costs*
- Supply Chain variable costs*
- Material and labor costs
Industrial costing have to be performed in the following situation:
- Development of a new product.
- Development of a new process or manufacturing technology.
- During tender phase of a project. In this case, PIO, Make or Buy assumptions have to be defined and validated.
- Before decision of a MoB change.
- In case of a transfer of activities.
- In case of a major product or process change being decided.
Other activities:
- Perform industrial REX on industrial activities.
- Contribute to update the Industrial Ref Lib.
- Update industrial costs of the Ref Lib.
- Define and maintain the workload plan of the PME department, based on S&OP demand plan.
- Perform specific analysis such as Time Spent vs Method Time, on demand.
KEY PERFORMANCE INDICATORS
- Project QCD on industrial scope:
- Product quality: demerit, PC9 and PC11 NCR level.
- Fixed and variable industrial cost in line with target.
- Industrialization planning in line with project planning.
- MPS accuracy.

REQUIRED EXPERIENCE & EDUCATION:
- Engineering /Technical Degree
DESIRED KNOWLEDGE
- Manufacturing / Manufacturing Engineering / Supply Chain background with 10 years’ experience preferably in the railway industry.
- Project Management.
- Experience in working with an ERP (such as SAP).
- Working knowledge in Quality, EHS standards and Ergonomics.
- Familiar with IS common tools.
- Methodologies: Process FMEA, QRQC.

THE PURPOSE OF THIS ROLE IS TO:
- Representative of procurement at the Site: relays to Procurement/Site any information or decision that could impact respective activities such as organizational changes, supplier difficulties, local/global instructions, Make or Buy decisions.
- Liaise between Procurement Function and Site operational members on supplier related initiatives.
- Support project execution by managing suppliers QCD performances, with specific focus on ramp up activities.
- Work with Cross Functional Teams to execute Procurement Strategies i.e. Central Teams, Suppliers, Projects Team, Supplier Quality, Supplier Development, Supply-Chain, Quality, Engineering, Economic Development, Legal, Finance, etc.
THE MAIN RESPONSIBILITY WILL BE:
TEAM FACILITATION AND MANAGEMENT :
- Secures compliance of its team to the Alstom code of Ethics
- Ensure team animation in close link with Site Procurement Director/ Head of Procurement.
- Manage and develop Buyer team to ensure optimal results.
- Motivate, inspire and continuously develop their team in a multicultural interface to improve competencies
- Close link with Global Procurement (Commodity Manager (CM), Domain Director (DD)) to deploy Global strategies and have synergies
- Welcome the new resources, manages their local integration, and is responsible for their coaching by their senior colleagues.
- Applies & support Alstom Procurement rules, process & tools.
- Management of Procurement cost center, ensure the adequate sizing of their organization according to the business needs.
PROCUREMENT PERFORMANCE :
- Applies & support Alstom Procurement Golden rules, process & tools..
- Bring Procurement expertise to support local buyer team to secure adequate supplier capacity to meet Master Production Schedule needs.
- Challenge global sourcing (Commodity Manager (CM) / Commodity Director (CD) to secure project execution and profitability in escalation phase.
- Drive continuous improvement within whole local buyer team through APSYS Procurement.
- Manage Supplier Local QCD performances.
- Perform regular (min. Monthly) supplier QCD performance, solves major issues and secure objectives achievement.
PROJECT EXECUTION AND PROFITABILITY:
- Support local team to face commercial and contractual negotiation during project execution phase.
- Challenge site stakeholders (engineering, supply chain, quality...) to secure project execution and profitability.
- Track procurement performance in project and issue action plan in case of deviation.
- Analyses risks and sets appropriate mitigation plan.
- Formalize and share return on experience on main issues.
OPERATIONAL EXCELLENCE & CASH FOCUS:
- Support supply chain to monitor and secure raw material inventory and OTIF objectives.
- Support quality on Non-Conformities Report (NCR) treatment and improvement, Cost of Non-Quality (CONQ) S1 management.
- Support accounting department to align on invoice accounting and payable days.
- Participate actively on costing continuous improvement.
THE PREFERRED CANDIDATE WILL MEET THE FOLLOWING REQUIREMENTS:
- BS or BA in Purchasing, Finance, Economics, Accounting, Engineering, Information Technology or other business-related field.
- Minimum 10 years of experience in Procurement, or same/similar Industry work experience (e.g., quality/engineering/costing/ etc), with at least 5 years of people management experience.
- Procurement professional background and/or Quality /supply chain/technical background.
- Solid working experience, with sourcing/supply chain exposure (manufacturing / automotive / rail industries preferred)
- Purchasing professional background and/or Quality /supply chain/technical background.
- Internal and external influencing skills.
- Ability to work in complex organization and to manage wide transversal network
- Working experience in GSI/SAP (Related ERP systems)
- May also be required to visit suppliers and other Alstom sites/offices.
