    Specialist: Wholesale Business Operations Delivery

    Purpose of the Job:

    • To ensure the end-to-end management of internal operations pertaining to the Wholesale Business unit and providing the required support to external partners, this includes managing various operational processes, optimizing operations across different domains.
    • The role involves full accountability in leading internal operations, that is, the delivery of assigned requirements or MVNO support, operations related matters, management of compliance and governance requirements while providing full direct or indirect support to client, suppliers and other partners in accordance with the applicable commercial and delivery agreements.

    Main Responsibilities
    Operations Management

    • Provide operational support including internal and external SLA requirements and escalations to MVNOs
    • Liaise with the respective operations team to ensure that the MVNOs meet their operational targets and SLAs. Provide regular feedback to MVNO regarding the status of each business requirement, as per SLA
    • Identify and resolve customer issues and queries and follow-up on customer inquiries not resolved and follow through for resolution in line with the SLA/s
    • Ensure availability as required including after hours for any business-related needs relating to the Wholesale Business.
    • Assist in resolving customer-related operational issues, such as service outages, billing discrepancies, or technical failures
    • Work with customer support teams to ensure timely and accurate issue resolution, improving the customer experience
    • Introduce new Wholesale partner to the SIM ordering process (initial artwork, SIM profile, turnaround times, volume management)
    • Coordinate the SIM ordering process between partner, supplier, Wholesale, Technology Group and Supply Chain as per agreed process
    • Ensure SIM delivery timelines and minimum volumes are kept

    MVNO Support & Requirement Management

    • Lead all operational aspects related to the internal engagement between the domains and Wholesale
    • Accountable for the day-to-day operational and service relationship between Cell C and MVNOs by supporting and assisting the MVNOs
    • Responsible delivery of MVNO related products and/or services.
    • Support the operational aspects of launching new MVNO products, services, and promotions by ensuring the new MVNOs obtain the necessary support and expert guidance during the ramp up period outside prescribed SLA requirements
    • Establish and evaluate Key Performance Indicators for any service and/or operational metrics and ensure contractual timelines are met timeously
    • Collaborate with and support product development, marketing, and sales teams to ensure that new services are launched smoothly and operate without disruptions

    Compliance and Governance

    • Lead and administer the meetings and other engagements, including follow-up of action points and minutes
    • Ensure that Requisitions, Purchase Orders, Invoices, Accruals, Receipting and other finance related deliverables are managed proactively and timely in line with the given CAPEX and OPEX budget
    • Track high overviews of milestones identified by the Wholesale team and notify stakeholders of required activities timeously.
    • Ensure project delays / problems / critical issues are timeously communicated to all stakeholders, including internal and external stakeholders
    • Facilitate the requirements and deliverables relating to for RFPs, RFI and RFQ where required
    • Assist the respective outsource partner to define Service Level Agreement’s (SLAs) and ensure completeness and quality of business requirements from partners and related documentations pertaining to new initiatives

    Innovation & Continuous Improvement

    • Investigate and integrate operational activities to streamline workflows, reduce time to market and ensure scalability
    • Lead process to implement automated systems to reduce manual steps and optimize solution deployment by the operations and delivery teams
    • Collaborate with internal teams to identify and implement enhancements, driving continuous improvement and innovation in solution capabilities
    • Lead and champion initiatives around continuous improvements pertaining to internal and MVNO related activities

    Reporting

    • Lead and manage team reporting including initiating request to compile for a given period, collation, follow ups and submissions
    • Prepare regular reports of progress and forecasts to internal and external stakeholders using key account metrics
    • Report on service and operational performance in line with the SLA and Management requirements
    • Prepare internal and external Service Level reports in line with the SLA and Management requirements
    • Prepare and manage IT Service Management requests tracking and variation reports including recommended improvements.
    • Proactively and timely manage reporting and tracing of Risk, Audit and other compliance related requirements
    • Proactively and timely manage reporting and tracing of finance monthly accruals reporting

    Other duties/Projects

    Qualifications:

    • Bachelor’s degree (NQF 7) in business management/ administration/commerce or related field
    • ITIL Practices required

    Experience

    • 5 - 6 years overall relevant experience inclusive of:
    • Minimum of 3 years delivery management experience specifically with respect to leading assigned tasks, delivery teams and customer engagements with proven success
    • Minimum 3-5 years ICT experience
    • 2 years Telecommunications Industry exposure essential

    Manager: Wholesale Carrier Services

    Purpose

    • This role is responsible for leading and managing the Wholesale SMS function within Cell C's Wholesale Carrier Services division, including national and international SMS interconnect, Bulk SMS aggregators, and A2P messaging partnerships. It is accountable for a robust and efficient SMS service delivery whilst driving commercial performance, ensuring regulatory and contractual compliance, and developing long-term strategic relationships with key messaging partners and clients. This role also supports revenue growth, operational excellence, and competitive advantage in SMS wholesale services.

    Main Responsibilities
    Wholesale SMS Strategy

    • Develop and execute the SMS Wholesale strategy aligned with Cell C’s Wholesale business objectives
    • Identify and onboard Bulk SMS aggregators, MNOs, MVNOs, and International A2P partners to expand the messaging ecosystem. This will include market analysis, competitor benchmarking, and exploring new opportunities
    • Drive monetization of SMS interconnect and A2P messaging through volume-based pricing, margin management, and value-added propositions
    • Support the formulation of competitive international termination offers and regional SMS hubs
    • Ensure alignment between Wholesale SMS initiatives and regulatory obligations from ICASA and international bodies (e.g. GSMA)

    Wholesale SMS Service Management and Operational Excellence

    • Manage SMS interconnect operations, ensuring accurate traffic routing, billing integrity, and fraud mitigation (e.g. SMS spoofing, grey routes)
    • Oversee performance monitoring and reporting for all SMS partners to ensure compliance with service-level agreements
    • Implement processes for proactive alerting and resolution of SMS delivery failures and routing issues
    • Collaborate with Finance, Legal, and Technology teams to ensure seamless interconnect setup, settlement, and reconciliation
    • Drive SMS revenue growth and protect margins through cost-effective routing, tiered pricing models, and strategic supplier negotiations
    • Analyze traffic patterns, partner performance, and market benchmarks to identify commercial improvement areas
    • Prepare monthly, quarterly, and annual SMS revenue forecasts and budgets in collaboration with finance and commercial planning teams

    End-to-end Partnership Management

    • Manage Cell C’s current SMS Partners and global to local value-added services partners by implementing best practice partnership frameworks, models and programmes in order to meet customer needs and drive competitiveness
    • Develop new market and business opportunities through the selection and engagement of key potential and strategic partners to increase revenue
    • Drive the growth of Cell C’s SMS portfolio by developing and implementing best in class partnership framework and programmes in order to enable operation excellence
    • Conduct full partner management throughout the partnership lifecycle to achieve incremental value, guided by the agreed yearly targets and partner satisfaction metrics
    • Monitor the performance digital partnerships by evaluating programs to assess both the sales impact of the solution(s) in the marketplace and the overall success of the partnerships

    Partnership Governance and Risk Management

    • Manage compliance to the partnership rules of engagement as well as contractual obligations, by monitoring adherence to partner level thresholds, requirements and measurements
    • Lead audits, fraud investigations, and due diligence processes on SMS routing integrity and partner legitimacy
    • Identify and manage partners and ensure all contracts are managed in line with procurement policies and standards to drive compliance to set processes and procedures
    • Work closely with technical, commercial, and legal teams to ensure seamless service delivery, compliance, and customer satisfaction

    Qualifications

    • Honors degree(s) in Computer Science/ Business Management/Commerce / Telecommunications/IT or related field

    Experience

    • 8+ years’ experience in the telecommunications industry, preferably in Wholesale or Interconnect environments
    • 5+ years’ proven experience specifically in SMS Interconnect, A2P messaging, and Bulk SMS partnerships
    • Experience in managing national and international partner agreements, pricing models, and regulatory compliance

    Managing Executive: Information and Technology Security

    Purpose of the Job: 

    • To establish, lead, and govern Cell C’s enterprise-wide Information, Cyber, and Technology Security strategy, ensuring the protection of company, customer, and partner information assets. The role provides independent assurance and strategic oversight of information and technology risk, regulatory compliance, and cyber resilience, and advises the Board and executive leadership on emerging threats, regulatory exposure, and material risk decisions.
    • Further, the incumbent will direct staff in identifying, developing, implementing and maintaining processes across the organisation to reduce Information and Technology risk through the implementation and interpretation of relevant legislation and industry standards and will advise and guide the company’s leadership on all Information and Technology Security, Information Management and Information-related compliance.

    Main Responsibilities

    Strategic Accountability

    • Enterprise & Board Accountability
    • Serves as the executive owner of information and cyber risk within the enterprise risk management framework
    • Provides formal reporting and assurance to the Audit & Risk Committee and Board on security posture, incidents, and regulatory compliance
    • Recommends risk acceptance, mitigation, or avoidance decisions where security risk has material business impact
    • Represents Cell C in engagements with regulators, law enforcement, industry forums, and external auditors

    Strategic Development

    • Own the enterprise cyber resilience and security operating model, including prevention, detection, response, and recovery
    • Lead material cyber and data incidents, including executive crisis management, regulatory notifications, and Board briefings
    • Integrate security risk into strategic initiatives, including cloud migration, digital products, AI, data monetisation, and partner ecosystems
    • Ensure security considerations are embedded into enterprise architecture, investment decisions, and vendor onboarding.
    • Oversee group-wide security assurance, including independent testing, penetration testing, and third-party assurance
    • Define, develop and integrate the strategic plan for Information Security and Information Assurance, including Security Architecture
    • Develop and maintain a cybersecurity strategy aligned with business objectives and digital transformation initiatives. Considering emerging technologies (i.e., cloud, IoT, AI, etc.) and their security implication
    • Establish a threat intelligence program, monitoring the evolving threat landscape, and proactively defending against advanced threats (e.g., ransomware, supply chain attacks, etc.)
    • Consult with chiefs and executives on the implication of any strategic and tactical Information Security risks in order to ensure effective Information Security and to minimize risk
    • Establish and update the information security policy which includes information assurance and information compliance as well as the code of ethics incorporating all new legislation and industry standards
    • Design information security monitoring documentation, response plans, as well as the documentation content.
    • Define critical key business risk indicators in respect of overall company improvements in the field of information security, assurance and compliance
    • Develop and implement the Information Compliance control framework
    • Design and maintain the Information Compliance policy and procedures
    • Formulate audit strategy to measure the company’s Information Compliance status
    • Identify protection goals, objectives and metrics consistent with the corporate strategic plan

    Operational Leadership

    • Remain up to date and ensure compliance with all legislative requirements in respect of information security and compliance, ensuring company alignment:
    • Identify all relevant laws and regulations pertaining to the activities of Information Compliance requirements.
    • Maintain and implement structures.
    • Plan and assist with the governance of RICA and POPI Information Compliance (both local and international compliance)
    • Maintain systems and processes to ensure compliance with PASA and PCI DSS (electronic payments) within the organisation
    • Liaise with Legislative authorities and governing bodies
    • Keep abreast of any legislative changes at all times, and update, amend/implement policies and procedures accordingly
    • Leading cyber incident responses, crisis management, and post-incident reviews, including supporting the company Information Officer in communication with stakeholders and regulators

    • Manages third-party and supply chain security risks, ensuring robust due diligence and ongoing monitoring
    • Defines and reports on key security metrics to the EXCO team and Board, driving accountability and continuous improvement
    • Ensures compliance with global data privacy regulations and best practices for data protection
    • Provide expert guidance to the business on all Information Compliance legislative requirements
    • Develop Information Security Risk Management Plans and liaise with Business Continuity Management to maintain an effective BCM information security plans
    • Detect and mitigate risk timeously
    • Communicate the risk of non-Information Compliance and conduct high level presentations to create awareness and to inform the business of legislative requirements
    • Schedule audit projects with the scope of overall company risk mitigation to ensure information security compliance and liaise and coordinate with Internal Audit in this regard
    • Monitor all controls in order to provide regulatory risk assurance
    • Facilitate the translation of the Information Security and Compliance strategy into functional business plans on an annual basis to the company’s business units
    • Oversee, organize and conduct all investigations into company Information Compliance activities to mitigate risk
    • Investigate and track the company’s Information Compliance status
    • Review all non-Information Compliance issues and provide resolution
    • Report on all non-Information Compliance and risk issues.
    • Investigate and identify Information Compliance risks and control management initiatives
    • Liaise with external legal authorities, vendors, auditors and other relevant Information Compliance entities
    • Respond to incidents and establish appropriate standards and controls, manage security technologies and direct the establishment and implementation of policies and procedures. Liaise with business to develop and implement cyber incident response plans
    • Manage identity and access management within the organisation’s electronic information systems
    • Manage and advise on electronic data loss prevention and data protection within the organisation
    • Drive information and technology security innovation to support business growth, customer trust, and competitive advantage
    • Integrate security requirements into enterprise architecture and all phases of the technology lifecycle.
    • Champion Zero Trust and modern security frameworks to protect against evolving threats
    • Oversee the procurement, evaluation, and lifecycle management of security technologies and services
    • Ensure security programs address the needs of a distributed, remote, and global workforce

    Reporting

    • Collate and prepare Information Compliance reports.
    • Compile risk impact analysis and reports
    • Prepare and/or present Information Compliance reports for the Internal Risk and Compliance Committee as well as the Audit and Risk Committee and/or board members, nationally and internationally

    Cost and Budget Management

    • Full accountability for material OPEX and CAPEX budgets relating to enterprise security, resilience, and compliance
    • Review and approve overall cost expenditure as per delegation of authority
    • Make investment trade-off recommendations to EXCO balancing risk, cost, and strategic outcomes
    • Accountable for cost of risk, including potential regulatory penalties, remediation costs, and business interruption exposure

    Staff Management

    • Promotes diversity, equity, and inclusion within the security function, fostering a high-performing and innovative team
    • Develops and implements succession planning and professional development programs for information security staff
    • Recruit; assign and direct work, oversee staff development, identify training needs and maintain staff competence
    • Oversee evaluate and guide the department’s Employee Performance Management programme
    • Provide an advisory, support and mentorship function.
    • Initiate the appropriate Labour Relation action required within section
    • Uphold HR policies and procedures

    Qualifications

    • Minimum requirements - Post graduate degree
    • Hons Degree in IT, Computer Science, Information Systems, Engineering or equivalent.
    • Master’s degree in an information systems related discipline, MBA, MBL, IT Management or MCom Law/LLB – advantageous

    Required Certification

    • CISSP or other security certification/accreditation (in good standing)

    Advantageous Certifications

    • ISACA (formerly Information Systems Audit and Control Association) membership is preferred
    • ISSA (Information Systems Security Association) membership is preferred
    • CISA or CISM certifications through internationally accredited organisations are beneficial

    Required Skills

    • Expertise in security frameworks such as Zero Trust, SASE, and ISO 27001
    • Deep understanding of Identity & Access Management (IAM), SIEM/SOAR platforms, and cloud security deployment
    • Strong crisis management and "adaptive leadership" skills to handle high-stakes security breaches

    Experience

    • 12 -15 years driving the Information Security and/or Compliance function in a dynamic, high growth corporate, ideally in the telecommunications industry
    • In addition, 6-8ears’ experience on a senior leadership level as information security officer within a large corporate environment
    • Progressive leadership experience in computing and information security, including experience with internet technology and security issues
    • Proven track record for developing and implementing successful risk and assurance capabilities within a telecoms industry environment
    • Sound knowledge of regulatory Information Compliance (e.g. South Africa POPI Act)
    • Experience in auditing, risk management and legal contracts
    • Experience at executive level within a large company
    • Demonstrated experience engaging at Board and Board Committee level

    Commissions Controller

    Purpose of the Job:

    • To ensure monthly commissions payments are accurately calculated and paid out timeously to the external service providers.

    Main Responsibilities:

    Monthly Commission payments

    • Ensure commissioning system is updated with XSP data from source systems within the agreed time from the end of the previous month
    • Ensure that payment timetable is drawn up on a monthly basis and all deadlines are specified and adhered to
    • Follow up on outstanding deal letters and ensure that they are received and updated into the commissioning system accordingly
    • Review all commission payment to ensure that commissions applied are in line with agreements / income allocation schedules and relevant deal letters
    • Review recurring revenue payments I.R.O prepaid and postpaid airtime
    • Reconcile activations commissioned to daily stats report and to the unclaimed report generated by the commissioning system
    • Ensure that all commission payments are timeously reviewed and signed off to ensure that the XSP’s are paid timeously, as stipulated in their relevant agreements
    • Ensure that all reports as required by XSP’s are sent timeously
    • Ensure that all signed documents are filed safely and for ease of reference
    • Assist internal and external auditors when required to do so

    Communication

    • Attend meetings and keep open communication with Sales, Marketing and IT departments to ensure that any deals or new products launched into the channel are catered for within commissions
    • Maintain relationships with the XSP’s ensuring that all problems and queries are resolved timeously
    • Produce monthly reporting pack
    • Produce all reports as requested by Cell C management
    • Review policies and procedures and ensure compliance thereof
    • Perform any related duties as requested by Management
    • Ability to perform any additional requirements, as and when needed

    Minimum Qualification

    • Diploma in Bookkeeping or Accounting

    • 2 years’ experience in multilevel commissions calculations / complex transactions
