    ICAO Compliance Specialist- AvSec

    OVERALL PURPOSE OF THE JOB

    • To monitor compliance with the ICAO USAP CMA MOU, by ensuring that information is consistently audited, and submitted to ICAO on behalf of the State; this includes but not limited to the following;  Facilitate maintenance and updating of: Facilitate maintenance and updating of: • Recommendations on Filing of Differences  • Self-assessment of Protocol Questions (PQs)

    Job Description
     Maintain a high standard of PQ response 

    • Audit the Audit Area responses and associated evidence. Verify, upload and maintain PQ responses and associated evidence.

    Maintain a high standard Compliance Checklist response on ICAO

    • Audit the Audit Area responses to ICAO Compliance Checklist (CCs). 
    • Verify, upload and maintain CCs responses and associated evidence on SACAA platform.

    Maintain a high standard CAP response 

    • Monitor that implementation of CAP tasks are addressed as per timeline, providing expert input were required.  
    • Review CAP feedback and associated evidence from Audit Areas to resolve audit findings.  
    • Upload and maintain CAP responses and associated evidence.

    Maintain a high standard SASAQ response on ICAO

    • Audit, Audit Area responses to ICAO SASAQ. 
    • Verify, upload and maintain verified SASAQ responses and associated evidence on ICAO.

    ICAO Compliance Liaison and Oversight

    • Provide Continuous Monitoring Approach (CMA) assistance and training as and when required.  
    • Participate in SACAA and other civil aviation statutory/consulting bodies.
    • Take part in regional assistance technical missions.

    General Administration

    • Compile ad hoc reports for ICAO Compliance Section related issues/requirements.
    • Submit monthly activity statistics/reports.
    • Ensure proper filing of documents and records.

    Audits by other external entities

    • Facilitate preparations for external audits by other Civil Aviation regulators.

    Job Requirements
    Education

    Minimum

    • Matric
    • ICAO and/or IATA Aviation Security related qualification
    • ICAO National Inspectors’ course 

    Ideal

    • ICAO AVSEC PMC Certificate
    • ICAO accreditation/approval as an AVSEC USAP CMA Auditor/Team member will be ideal. 

    Experience

    • 5 years’ experience in the Aviation Security Inspector role in any of the nine USAP Audit areas i.e (LEG, TRG, QCF, OPS, IFS, PAX, CGO, AUI, and FAL).
    • Inspector in Aviation Security and Facilitation role with a strong knowledge of ICAO Annex 9 and 17.
    • A clear knowledge and understanding of the ICAO USAP CMA Methodology
    • A clear knowledge and understanding of the Civil Aviation Act, NASP, and relevant Regulations would be advantageous.

    Investigator: Accidents and Incidents

    Job Description
    Overall Purpose of the Job

    • To investigate aircraft accidents and incidents independently with the objective to prevent their re-occurrence by proposing safety recommendations and prevention programmes.

    Investigation Management 

    • Accurately collect, document, record and secure all evidence in accordance with AIID MOP policies and procedures.
    • Applies relevant legislation, regulations, procedures, and other requirements that guides investigation processes and their application in accident and incident investigation.
    • Conducts appropriate due diligence on accident and incident investigations.
    • Ensure timely dispatch to the accident/incident site to avoid loss of critical evidence and witness from engaging with each other.
    • To collect supporting evidence/data, analyse the evidence/data, develop findings from the analysis, determine cause of the accident or incident and develop safety recommendation with the aim to prevent the same/similar causes.

    Data Analysis and Reporting

    • Review and analyse all evidence using appropriate analytical tools (event checklist and report writing template) and processes as per AIID MOP and ISO procedures.
    • Conducts an in-depth analysis of problems presented during investigation processes.
    • Ensure drafting and release of a quality and technically sound:
    • Accident/incident notification
    • Preliminary accident/incident report
    • Draft and Final accident/incident report
    • Ensure that all reports are captured on ECCAIRS.
    • Ensure the submission of ADREP reports to ICAO for all accident involving aircraft above the MTOW of 2250kg and incidents above 5700kg as prescribed in the AIID MOP.
    • Ensure that safety data recording is properly analysed and researched.

    Relationship Management 

    • Effectively communicate and collaborate with internal and external stakeholders throughout the investigation process.
    • Continuously provide updates on investigation progress as per the agreed timelines.

    Job Requirements
    Requirements 

    Qualification
    Minimum

    • Grade 12 and Aircraft Maintenance Engineer License; or Private Pilot Licence; or NQF Level 6 Engineering qualification.

    Ideal

    • CPL or ATPL or AMEL with licence on aircraft above 5700kg.

    Experience

    • 5 Years - Aircraft Maintenance Engineer OR,
    • 500 - 1000 hours – Pilot OR,
    • 5 Years - Aviation Engineer OR,
    • 3 Years - SACAA Inspectorate
