    Specialist: AVSEC Stakeholder Support (Midrand)

    Description
    OVERALL PURPOSE OF THE JOB

    • To coordinate the activities of the AVSEC stakeholder relations, including the Facilitation Committee as well as the International Civil Aviation Organization (ICAO) and the African Civil Aviation Commission (AFCAC) related engagements. 
    • To provide a secretariat function to the National Aviation Security Committee.
    • Committee Management
    • National Aviation Security Committee (NASC), Facilitation Committee, ICAO/ AFCAC/ AVSEC Panels and Workgroups.

    Communication to stakeholders:

    • Dissemination of decisions and other communication
    • Act as liaison between SACAA and the Stakeholder Committees and Workgroups.

    Reporting:

    • Collate meeting reports from the Local Aviation Security Committee for submission to the National Aviation Security Committee
    • Collate meeting reports from the Local Airport Facilitation Committee for submission to the National Airport Facilitation Committee

    Secretarial Service and administration:

    • Schedule all NASC meetings in the corporate diary.
    • Prepare agendas and meeting documentation and distribute them to NASC.
    • Coordinate logistical arrangements for NASC meetings, workshops, seminars, conferences, teleconferences and videoconferences. 
    • Record meetings, and prepare minutes for the NASC.
    • Manage decisions and actions from NASC meetings. 
    • Coordinate the participation of RSA representatives in the ICAO/ AFCAC/ AVSEC Panels and Workgroups.
    • Maintain files of minutes, records of documentation and reports for all Stakeholder Committee and ICAO Workgroup activities.

    Administration 

    • Perform job-related administration tasks
    • Maintain a database for NASC members
    • Compile reports, draft letters and collate research information for the Committee and Workgroup Chair, as required. 
    • Maintain proper files and records following ISO records management policies

    Management of State Letters

    • Maintain a register for tracking of State Letters 
    • Distribute State Letters to appropriate internal and external stakeholders
    • Track and coordinate progress on actions and responses stipulated in AFCAC and ICAO State Letters 
    • Maintain a SARPS implementation tracking register.

    Liaison and Consultation 

    • Organise stakeholder workshops and Aviation security forums and coordinate logistical arrangements for the events.
    • Provide industry feedback to the Authority.

    Review of Regulations and procedures

    • Provide input to improve operational requirements for Aviation Safety and Security.
    • Participate in the drafting and review of legal instruments, such as NASP and regulations.
    • Provide input to the development, review and continuous improvement of secretariat procedures and the broader function.

    Requirements

    Education

    Minimum

    • National Diploma in Public Relations Communications or Relevant equivalent qualifications.
    • Aviation Security Course(s) would be an added advantage.

    Ideal

    • Relevant Degree and Aviation Security Diploma

    Experience

    • 3-5 Years in Stakeholder Relations experience OR Aviation Committee experience (Aviation Security)
    • Aviation regulatory related experience would be advantageous.

    ATO Inspector Pilot/FSTD (Gauteng)

    Description

    • Responsible for Licensing standards and regulations for all aircrew licenses, oversight of designated flight examiners, approval and oversight of examination centres. 

    CATS and CAR development

    • Develop and implement CARs and CATS for Part 141 and Part 64 in compliance to the standards and recommended practices of ICAO Annex 1

    Operational Management

    • Approve and conduct audits on all Part 141 Certificate holders conducting aviation training as per the Master Surveillance Plan to establish compliance.
    • Qualify FSTDs regulated by Part 60 and conduct audits as per the Master Surveillance Plan to establish compliance.
    • Conduct audits and inspections as per SACAA Procedures to establish compliance
    • Provide oversight the activities of designated
    • Make relevant recommendations pertaining to safety management systems.
    • Recommend enforcement measures with respect to regulatory non-compliances
    • Provide factual reports of audits and inspections conducted on the training organisations.
    • Monitor and follow up on the implementation of corrective action and the closure of action within allocated time frames.
    • Facilitate approval, and their maintenance with respect to Training and Procedures Manuals
    • Support the Licensing Administration function within SACAA, including the assessment of applications, against legal requirements in accordance with the provisions of the Civil Aviation Regulations 2011, Parts 60,61, 62, 63, 64, 68, 69, 71 and 101
    • Investigate and recommend action to the Director on any deviations to the requirements.
    • Introduce adequate control measures to enable SACAA to effectively carry out its mandate of Safety and Security Oversight
    • Update and amend all documentation, checklists and procedures to ensure compliance with the regulations.
    • Recommending the approval/denial/withdrawal of exemptions and special approvals.
    • Provide direct entry support to the legal system on enforcement issues

    Communications and Safety Promotion

    • Project a professional and positive image of the CAA to all stakeholders.
    • Provide industry feedback to the Manager

    Industry Liaison and Client Service Standards

    • Participate with industry through workshops and conferences in the development of:
    • ­Practical examination/testing/training standards
    • ­The oversight system to portray a positive image of the SACAA.
    • Liaise with industry to record problem-solving solutions and convey knowledge to the industry to allow for the improvement of standards.
    • Resolve customer issues while abiding by regulations and internal policies

    Requirements

    • Commercial Pilot License with ATPL subjects or Frozen ATPL with Grade II Instructor Rating or equivalent SA Air Force Flight Instructor Rating Category B
    • 300 hours - 500 hours flight instructor training experience

    Trainee Inspector Pans-Ops/Cartography (Gauteng)

    Description
    OVERALL, PURPOSE OF THE JOB

    • To train in the oversight of instrument flight procedures and aeronautical cartography as per ICAO SARPS.
    • To train in the validation and approval (where necessary design) of instrument flight procedures and aeronautical charts.
    • To train in the oversight of instrument flight procedure design and aeronautical cartography organisations as per ICAO SARPS.

    Oversight – Instrument Flight Procedures and Aeronautical Cartography organisations

    • Participate in the inspection, auditing and certification of procedure design organisations and aeronautical chart service providers.
    • Participate in monitoring the compliance of certified procedure design organisation and aeronautical chart service providers as per ICAO SARPS, SA-CARs and CATS.
    • Participate in external compliance obligations that the SACAA is subjected to

    Validation – Instrument Flight Procedures and Aeronautical Cartography

    • Be trained in validating and approving instrument flight procedures and aeronautical charts submitted by certified Procedure Design organisations and aeronautical chart service providers as per ICAO SARPS, SA-CARs and CATS.
    • Be trained in validating and maintaining information for publication in AIP SUPs, AICs and the AIP.
    • Be trained in verifying, validating, approving and certifying aeronautical information printed on the South African WAC charts.

    Design Instrument Flight Procedures

    • Be trained in designing Instrument Flight Procedures aeronautical charts as per ICAO SARPS, SA-CARs and CATS.

    Regulation Development and Review

    • Participate in the development and review of local regulations and technical standards in line with ICAO SARPS.
    • Participate in providing input and recommendations to the SACAA, CARCOM, NASCOM and external clients.
    • Participate in the development and review the technical guidance material utilised to guide procedure design organisations and aeronautical chart service providers.

    Research

    • Conduct research and benchmark the standards utilised to certify procedure design organisations and aeronautical chart service providers
    • Conduct research and provide input into the development of specific proposals for standards to be applied in the design of flight procedures, aeronautical charts and airspace planning.

    Liaison and Consultation

    • Participate in all safety initiatives in the PANS-OPS section.
    • Be trained in liaising with certified procedure design organisations and aeronautical chart service providers, on behalf of SACAA
    • Be an observer in activities of relevant ICAO regional structure and local workgroups (e.g. meetings, symposiums, etc.) on behalf of SACAA

    Requirements
    EDUCATION (FORMAL QUALIFICATION REQUIRED)

    MINIMUM

    • Grade 12
    • A pilot qualification with an IF rating and/or an ATC/ATSO qualification

    IDEAL

    • Completion of a PANS-OPS Basic course, Safety Management System course, State Safety Programme course

    EXPERIENCE

    • 5 Years - Qualified Pilot with an IF rating and/ or Qualified ATC/ ATSO
