    Lead Infrastructure Finance

    Job Description    

    • To lead and guide the structuring, development, execution, and implementation of complex infrastructure finance transactions and sustainable financing solutions that support economic development and infrastructure delivery. The role drives innovative financing initiatives, mobilising public and private sector funding, supporting strategic infrastructure investments, and providing specialist advisory services to internal and external stakeholders.

    Key Responsibilities

    Infrastructure Finance Modelling and Transactions

    • Lead the preparation, structuring, negotiation, and execution of complex infrastructure finance transactions, investment operations, and financing solutions.
    • Direct financial analysis and advanced modelling within multidisciplinary project teams, supporting the design of complex financial structures and credit enhancement mechanisms to mobilise commercial capital for infrastructure and development finance purposes.
    • Provide strategic advisory services to internal and external stakeholders on the development and implementation of sustainable public and private sector infrastructure investments.
    • Work as an integral part of the project/programme team in conducting due diligence, feasibility assessments, commercial evaluations, and financial structuring activities for infrastructure finance projects.

    Financial Structuring and Financing Solutions

    • Develop and implement financial advisory solutions for the IFISA, including (amongst others)-mandated lead arranger (“MLA”) technical, financial, environmental, insurance bank services.
    • Lead the development and implementation of innovative and sustainable financing instruments and funding solutions to accelerate infrastructure delivery.
    • Design and deliver advanced sustainable financing structures for IFISA clients, including blended finance structures, Public Private Partnerships (PPPs), B-BBEE funding structures, local currency financing, guarantees, and derivative hedging instruments.
    • Develop and implement complex financing instruments, including project bonds, green bonds, CPI-linked debt, bridging finance facilities, working capital facilities, construction performance bonds, and project preparation facilities.
    • Conduct financial modelling, sensitivity analysis, scenario testing, and transaction analysis activities to support investment decisions and transaction execution.
    • Support funding mobilisation initiatives through engagement with financial markets, development finance institutions, commercial banks, investors, and strategic partners.
    • Provide financial advisory services relating to technical, financial, environmental, insurance, and banking solutions within infrastructure finance projects.

    Stakeholder and Partnership Management

    Principal Investment Officer: Trade Finance

    Job Description    

    • The Principal Investment Officer is responsible for driving the strategic objectives of the business in collaboration with the Head, ensuring the generation of quality deal flow and the development of a strong pipeline of bankable projects for development financing.     Principal Investment Officer: Green Fund

    Job Description    

    • The Principal Investment Officer is responsible for screening, appraising, structuring, and executing complex climate and Green Fund project proposals to mobilise funding. The role also oversees post-investment project management, including rescoping projects as required to address emerging needs and ensure continued alignment with climate objectives.

    Expertise & Technical Competencies    
    Minimum Qualification

    • Plumbing Trade Test Certificate, including completion of a 3-year apprenticeship
    • Solar geyser certificate/accreditation
    • Motor vehicle driver’s licence.
    • Registration with the Plumbing Industry Registration Board (PIRB) and a valid Plumbing Licence.

    Minimum Experience

    • A minimum of 5 years’ experience in plumbing maintenance, installation and repairs within commercial, industrial or large-scale facilities environments.
    • Demonstrated experience in maintaining plumbing systems across large, multi-building sites (e.g. office parks, campuses, or facilities with extensive grounds), including ageing or legacy infrastructure.
    • Proven track record in diagnosing complex plumbing faults and implementing effective, sustainable repair solutions.
    • Demonstrated experience in solar geyser, heat pump, and hydro boiler repairs and maintenance.
    • Proven experience in developing, implementing, and executing preventative maintenance plans, particularly in environments with older infrastructure.
    • Sound understanding of SANS plumbing standards and relevant municipal regulations.
    • Experience responding to plumbing emergencies and conducting preventative maintenance within commercial or industrial facilities.
    • Familiarity with record-keeping and document management systems.

    Desirable Requirements

    Head: Legal

    • The Head of Legal is a critical, strategic leadership function located within the Independent Power Producer Office (IPPO). Reporting directly to the Head: IPPO, the successful incumbent will be responsible for leading the legal architecture, contract structures, and regulatory compliance necessary to deliver South Africa’s alternative energy source procurement programmes portfolio.
    • This executive role has been necessitated to provide robust governance, institutional risk mitigation, and commercial legal frameworks across a massive multi-billion rand portfolio of complex IPP Programmes. The Head of Legal ensures strict statutory compliance and flawless transactional execution for diverse technologies including Renewable Energy, Battery Energy Storage, Gas to Power, and Hybrid energy facilities as well as transmission.

    Key Responsibilities    
    The Head of Legal will be responsible for the following key performance areas - including but not limited to:

    Develop and interpret the legal strategy aligned and integrated with the overall IPP Office Strategy.

    • Contribute to the development of the overall IPP Office Strategy
    • Develop the 5-year Legal Strategy for the IPP Office.
    • Formulate broad goals and new ways of addressing legal challenges within the IPPO programmes, in collaboration with all relevant functions and parties.
    • Ensure Integration of multi-dimensional functions within the IPP Office.
    • Manage the determination of the legal policies and tactical optimisation.
    • Translate the IPP Office and legal strategic initiatives into the required functional legal policies, systems and resources.
    • Oversee the appointment and management of legal advisor firms.

    Ensure the execution of the legal strategy to enable the overall IPP Office strategy.

    • Establish the annual Legal Strategic Plan (SP) and Legal Annual Performance Plan (APP)
    • Interpret and align the legal strategy into overall business plans and budgets to enable achievement of the IPP Office goals
    • Present and obtain approval for the IPP Office Legal Unit SP and APP from the Head of the IPP Office.
    • Ensure the preparation and approval of the Legal input into the Programme Implementation Guide.
    • Provide legal advisory support to the IPP Procurement, Implementation Programmes and interventions as informed by various stakeholder mandates.
    • Manage litigation, arbitration, mediation, and dispute resolution processes and coordinate with external legal counsel.
    • Project manage legal strategic initiatives in the IPP Office at a high level.
    • Plan and manage the recommended resource requirements (people, process and technology).
    • Ensure internal legal controls and policies are implemented.
    • Manage and implement new high-level legal processes to maturity.
    • Consolidate quarterly and monthly legal feedback into relevant reports.

    Build and maintain strategic partnerships

    • Create and leverage relationships with key external and internal stakeholders to enable the success of the strategies.
    • Develop partnerships with key IPP’s/transaction advisory firms/regulatory bodies / relevant government organisations and government officials etc. to build sustainable long term legal solutions for the IPP Office programmes and mandates.
    • Network to identify appropriate and advantageous contacts with regard to the legal.
    • Support the DEE and other stakeholders in respect of the IPP Procurement Programme and Interventions.

    The role requires: 

    • LLB or equivalent Degree. Post Graduate qualification is advantageous.
    • At least 10 - 12 years’ post-qualification (post admission) experience, with specific experience in Infrastructure Public Sector Procurement / Transactional / Large Capital / Commercial project, preferably in Energy.
    • Extensive experience in procurement law, infrastructure contracting and regulatory compliance, with a proven track record in managing complex high-value projects and   stakeholder engagements within the private and public sector.
    • 5-8 years’ experience at Senior Managerial Level

    The successfull incumbent must have:

    • In-depth understanding of South African energy policies and legislation and the application thereof
    • Dual knowledge and understanding of Public and Private Sector interests
    • Thorough knowledge and understanding of both the South African Energy and Renewable Energy sectors
    • Broad knowledge and understanding of the socio-economic environment in South Africa
