    Senior Manager: Municipal Planning

    The Senior Manager: Development and Town Planning, in support of the Municipal Manager and the Municipal Council, will be responsible for the following key performance and results areas:

    • Drive the vision, mission, and strategic direction of iLembe as articulated in the Integrated Development Plan (IDP).
    • Develop and implement strategic municipal objectives, performance targets, and operational efficacy in relation to Planning Services, including IDP, Spatial Planning, Land Use Management, Environmental Management, and Economic Development.
    • Provide leadership in the budgeting process guided by informed projections of revenues and expenditure and oversee sound financial management and controls for the Department.
    • Develop, foster, maintain, and review key strategic relationships with stakeholders.
    • Uphold effective risk management and governance processes, including participation in internal audit.
    • Ensure compliance with applicable legislation, regulations, policies, and rules impacting local government planning.
    • Maintain monitoring and evaluation functions to track departmental programmes and projects.

    • Strategic capability and leadership; programme and project management; people management and empowerment, financial management; change management; knowledge management; service delivery innovation, problem solving and analysis, client orientation and customer focus; communication; and honesty and integrity.

    Requirements

    Education Qualification

    • A valid Grade 12 Certificate
    • Bachelor Degree in Town and Regional Planning or Development Studies; or Equivalent
    • Registration as a Professional Planner in accordance with the Planning Professions Act, 2002 will be an added advantage
    • Possess the Municipal Minimum Competency requirements as prescribed by the Local Government: Municipal Finance Management Act 56 of 2003, and the Municipal Regulations on Minimum Competency Levels
    • Computer Literacy (MS Excel, Word and Project)
    • Valid Code B or Cl Driver's License

    Work-Related Experience and Knowledge

    • Minimum of 5 years relevant experience at middle management level
    • Proven successful institutional governance and performance systems
    • 3-4 years must be at a professional/management level ( development planning)
    • Advanced knowledge and understanding of relevant policy and legislation governing local government
    • Advanced knowledge and understanding of integrated development planning, spatial planning, land use management, and environmental management
    • Must have extensive knowledge of economic development
    • Must be able to lead spatial, economic and development planning
    • Knowledge of geographical systems
    • Knowledge of spatial, town, and development planning
    • Good knowledge of local government legislation, policy frameworks, and developmental planning processes
    • Advanced understanding of council operations, delegation of powers, and intergovernmental relations
    • Audit and risk management establishment and functionality
    • Budget and finance management, including SCM processes

    Manager Support Services

    RESPONSIBILITIES:

    • Identifies with the broad Governance strategy and defines/ addresses critical functional requirements to support departmental objectives in order to ensure critical performance indicators are identified and specific measures established to enable and guide the Section to plan, manage and or prioritize outcomes accordingly
    • Communicating with the immediate superior on specific key performance areas relating to Electoral Commission rules and regulations, Local Government Council, Executive and Portfolio structures with a view to aligning functions and objectives
    • Manage outcomes associated with utilization, productivity and performance of personnel within the Unit, in order to ensure a climate conducive to promoting and sustaining motivational and performance levels
    • Prepares capital and operating budget estimates for the Unit and approves and controls programme funding and expenditure against the budget in order to ensure that the Unit contribute positively towards meeting objectives and sustaining the quality and standards of service delivery
    • Develops or reviews functional policies relating to the area of responsibility and defines and implements procedures, systems and controls to regulate actions and risk and comply with good governance standards
    • Manages the functioning and document management of specific decision-making processes associated with meetings of Council, Executive and other Committees of Council allocations
    • Peruses and validates the standard of reports submitted for the consideration of Council and its committees
    • Advising Council and Portfolio Committees to ensure conformance with Council's Rules of Order and legislative prescripts in the absence of the Municipal Manager
    • Manages the administration processes associated with vacancies and appointment on Council, including addressing the procedural applications and verifies governance requirements are complied with in respect of the appointment of Councilors to Committees.
    • Monitoring identification of policy and procedural guidelines and defines critical requirements to maintain and control the vehicle fleet of the MunicipalityManages and controls the processes associated with the provision of security services on Municipal facilities and monitors the quality of the execution

    Requirements

    MINIMUN REQUIREMENTS:

    • Three-year tertiary qualification in Administration field (a Bachelor degree and/or a higher than the Degree qualification will be an added advantage)
    • 5 years of experience Governance Administration Management experience
    • Valid Code EB driver’s license
    • Computer literacy (MS Office: Word, PowerPoint, Outlook, Excel)

    COMPETENCIES:

    • Governance and compliance knowledge: in-depth knowledge and understanding of Municipal legislation, relevant regulations, and general policy frameworks, and ability to oversee compliance with the Promotion of Access to Information Act (PAIA)
    • Council and committee administration: competence in managing agendas, minutes, and reports for Council and Committees, ensuring accurate recording of proceedings and lawful application of meeting procedures, as well as skills in advising Councilors, Mayor, and Speaker on procedural matters.
    • Policy Formulation and implementation: ability to draft, review, and implement policies and procedures for support services, and monitoring and controlling systems to ensure compliance with governance standards
    • Leadership and staff supervision: supervisory skills to direct and control outcomes of personnel in Support Services and Fleet Sections
    • Administrative and operational management: strong organisational skills and competence in providing administrative support services to Council Departments.
    • Communication and advisory skills: strong written and verbal communication skills for Council reports, notices, and correspondence, ability to provide guidance and advice to senior political and administrative leadership, as well as strong advocacy skills to represent municipal compliance and governance priorities.
    • Ethical conduct and professionalism: upholding Batho Pele principles, acting honestly, diligently, and in the municipality’s best interest, as well as avoiding conflicts of interest and maintaining impartiality in governance processes.
