    Procurement Specialist

    Requirements:

    • The purpose of this role is to provide support to the SCM Manager and contribute to the effective delivery of supply chain management services within the NCR. The successful candidate must have at least a three-year tertiary qualification in Supply Chain Management, Logistics or Finance, together with a minimum of five years’ relevant procurement experience, three years must be within a public sector environment. The position requires a high level of integrity, professionalism and ethical conduct. Membership of CIPS would be an added advantage. 

    Duties:

    • Ensure the implementation of the procurement policies and procedures within the NCR in line with the relevant governance frameworks and legislations. 
    • To provide supply chain management service and support to all departments within the NCR. Reviews departmental requests and selects/advise on the appropriate procurement method/strategies. 
    • To facilitate the end-to-end bidding process (BSC, BEC, and presentation to Adjudication committee). 
    • To ensure and verify that all NCR procurement processes are compliant. 
    • To act as a backup of the Senior Procurement Officer when required. 
    • To respond to all Audit Related queries. 
    • To facilitate detailed training to coordinators and supervisors to increase ease of operation and compliance. 
    • Ensure the compliance review of all transactions from the Procurement Administrator, Procurement officer and Office Coordinators in terms of accuracy and completeness as per the NCR policies and procedures. 
    • Facilitate and coordinate the BBBEE verification process in line with the Act and Legislation. 
    • Prepare monthly and quarterly reports and presentations as and when required for (ARMC, National Treasury, Operational Risk reports and departmental presentations). 
    • Identify and Update the Risk register on quarterly basis. 
    • Identify the new regulations and update the SCM policy amendment document as and when required. 
    • When required process requisitions and purchase Orders with accuracy and draft reports based on the procurement spend on designated groups. 

    Knowledge:

    • In-depth working knowledge of the PPPFA, SCM regulations from National Treasury and BBBEE requirements. 
    • Ability to work independently and as part of a team to develop solutions and detect errors. 
    • Consistent and reliable. 
    • Working knowledge of great plains dynamics 
    • Possess a strong work ethic. 
    • Demonstrated detail orientation with ability to produce accurate work product.

    • Report Writing /drafting daily, monthly, and quarterly reports.

    Compliance Officer

    Requirements:

    • The suitable candidate must hold a relevant Legal Degree or Commercial Degree/Diploma An advanced qualification and/or certification in Compliance will be an added advantage Aminimum of 2 relevant working experience in thefinancial regulatory or compliance environment. Must have a licence.

    Duties

    • The successful candidate will be responsible for monitoring compliance with the National Credit Act
    • Identifying credit providers who are non-responsive and planning all logistical requirements to conduct onsite visits and recommend corrective measures to address identified areas of non-compliance.
    • Drafting compliance monitoring reports.
    • In line with the NCA, ensure that enforcement steps are taken where non-compliance is identified.
    • Monitoring submissions and analysing statutory reports.
    • Conducting workshops to Credit Providers and Alternative Dispute Resolution Agents as and  when required.
    • Preparing draft information/data requests as and when required by Management

    Knowledge:

    • National Credit Act.
    • Broad-based knowledge of registration laws, rules and regulations.
    • Compliance regulatory framework.
    • An understanding of the South African credit market.

    Skills:

    • Computer literate
    • Report and letter writing skills.
    • Detail orientated
    • Presentation skills
    • Good communication skills verbal and written.
    • Must have strong personal and professional ethics.
    • Ability to work under pressure
