    Chief Engineer: Electrical ( Hay Level 18/D3)

    Job Requirements

    Financial perspectives

    • Provide electrical engineering services on a profitable basis to Necsa and its corporatized entities (NTP and Pelchem).
    • Leading a team of engineers, technicians and draughtsmen.
    • Contribute to the development of project Business Plans by providing technical, environmental and safety information.
    • Perform concept and basic electrical engineering of plants or facilities and produce typical output documentation to specify the product/s appropriately and in sufficient details for efficient configuration management;
    • Provide detail engineering input to detail design phases of projects;
    • Design frameworks, norms, standards and systems for implementation within EE, in order to ensure that the function fulfils its role.
    • Establish and maintain a core competence within the function EE, in order to ensure that the primary services required and requested by Necsa are provided.
    • Perform scoping and pricing of new infrastructure on behalf of customers.
    • Perform feasibility studies of medium to complex systems independently Assuming the role of project manager for smaller to medium projects; 
    • Recommend and apply applicable internationally acceptable standards during the design process, specifically for subsections of facilities and SSCs
    • Incorporate the approved design processes and safety, licensing and SHEQ-INS requirements into products/output to ensure compliance with the design control plan and applicable regulations and stakeholder requirements;
    • Initiate and conduct Design Reviews, and update designs accordingly; Initiate and conduct Hazard and Operability; Studies. And update designs accordingly;

    Stakeholder and customer perspectives

    • Ensure that the EE function is maintained and expanded in order to meet Necsa’s electrical engineering needs.
    • Ensure that customer requirements (Performance, schedule and cost) are met
    • Ensure and check that electrical design and installation work comply with SA OHSE Act and Necsa's requirements. Electrical COC Programme
    • Ensure that Necsa complies with Eskom’s energy utilisation requirements.
    • Ensures that Necsa has adequate energy to meet it’s short and long term requirements
    • Participate in new design discussions with customers.
    • Ensure that EE-related work is executed within a controlled project management process.

    Internal process

    • Establish and maintain the necessary management systems to ensure the effective, efficient and safe execution of work.
    • Create a working environment which is conducive for workers to perform within.
    • Implement and maintain an ISO 9001:2008 quality system.
    • Establish design and installation codes and standards for Necsa, which must comply with the various international codes and standards applicable for nuclear sites.

    • Give recognition to staff achievements.
    • Invest in equipment and infrastructure.
    • Develop competence of staff.
    • Improve attraction and retention of qualified / experienced people in the relevant fields.

    Minimum Qualifications:

    • A degree in Electrical Engineering - B.Eng (Electrical) from an accredited University

    Minimum Experience

    • Min of 7 years experience in the design of electrical engineering system (< 11 KVA) is required
    • Min of 5 years management or supervisory experience 
    • ECSA registration as Pr.Eng.
    • Experience in project management of electrical engineering projects will be an advantage
    • Experience in the application of the SA Electrical installation regulations

    QA/QC/QE Technician

    Key responsibilities will include but will not be limited to the following:

    MANAGEMENT SYSTEM

    • Review and update Level 1, 2, 3 and 4 documents consisting of policy, objectives, procedures, work instructions, inspection instructions, and quality plans to ensure that process changes, engineering changes, customer requirements and changes are accurately documented.
    • Assist with conducting customer satisfaction surveys.
    • Assist in Planning and conducting Management Reviews.
    • Maintain the Non-conformance system: -
    • By keeping the Non-Conformance register updated.
    • Report the NCR status and statistics thereof.
    • Participate in Root cause analysis.

    QUALIFICATIONS PROGRAM

    Monitor product/process qualification status on an ongoing basis and to ensure timeous re-qualification before expiry, or when the process or EFT changes, or in case of an abnormal scrap rate.BY: -

    • Compiling process, product or person qualification reports:
    • Based on historical data using statistical process analysis,
    • Based on new, actual evidence by witnessing the process, compile witness report and re-qualify the product/process/person for the next period.
    • Issue product/process qualification certificate.
    • Monitor first-off inspections conducted by the QC Inspector.

    RELEASE OF ITEMS

    • Compile product record files (PRF’s) for manufactured components, sub-assemblies and assemblies.
    • Issue certificate of conformance (COC) for released components

    AUDIT SYSTEM

    • Participate in and conduct internal surveillance audits and provide relevant feedback to the relevant manager to ensure compliance with regulatory requirements.
    • Participate during SHEQ audits and regulatory inspections in relation to the QMS and Safety Culture.

      CALIBRATION

    • Schedule calibration of inspection, measuring and test equipment (IMTE) with external service providers to maintain integrity, accuracy and compliance with ISO17025.
    • Perform Ad-Hoc Verification of measuring instruments using the Master Reference Standards.

    QC ACTIVITIES

    • Perform Ad-hoc Dimensional Inspection, Radiographic Testing and Receiving Inspections

    ENVIRONMENTAL

    • Monitor facility Aspects and Impacts.

    Qualifications and Experience:

    • Nat Diploma in Quality Assurance  or Quality Management / Mechanical Engineering
    • Qualified Mechanical Artisan (added advantage)
    • Radiographic Testing Level 01 (added advantage)
    • Dimensional Metrology Level 01 (added advantage)
    • Ultrasonic Testing Level 01 (added advantage)
    • Minimum 3  years’ experience in quality assurance in a regulated environment.
    • Exposure to dimensional inspection and non-destructive examination will be an added advantage.
    • 3 -5 years ‘experience in Auditing.
