    Head of Department: International Coordination and Parterships

    Requirements:

    • A Postgraduate Diploma / Honours Degree (NQF 8) in Law (with international Law), International Relations; Political Science or similar degree as recognised by SAQA
    • Minimum Eight (8) years’ experience in regional and international relations and regulatory environment, of which five (5) must have been in a managerial position Knowledge of energy industry at local, regional and international levels.

    Key responsibilities:

    The successful incumbent will:

    • Ensure that NERSA participates in all approved regulatory associations at regional and continental levels in which it is a member Develop an International Engagement strategy and implementation plan for NERSA Develop appropriate guidelines and procedures for international engagements Represent NERSA on instructions from CEO and/or the EM: COS at any association or where NERSA participates
    • Ensure that proper records and books of account are kept for all activities that are donor funded, as well as those affecting international or regional associations Develop a framework for partnerships and co-operation with other organisations and international donors and sponsors
    • Coordinate bilateral interactions with other regulators and stakeholders for information sharing and capacity building purposes Initiate funding proposals to mobilise development funding for the NERSA’s programmes, and international and national initiatives relevant to NERSA’s mandate Develop and manage annual budgets for the ICP department and ensure efficient utilisation of resources Management of staff in the department, including performance management and training interventions Manage strategic and operational risks affecting the department
    • To coordinate capacity building initiatives for NERSA staff in collaboration with identified international partners and academic institutions Ensuring the co-ordinating of all logistical arrangements for regional and international engagements
    • Perform any function to be delegated by the Executive Manager, CEO and Chairman of the Board.

    Economic and Financial Analyst

    Requirements:

    • A Bachelor’s Degree / B Tech Degree / Advanced Diploma (NQF 7) in Finance/Economics with Accounting, Economics or Statistics as major subjects as recognised by SAQA A Post Graduate Degree in Economics will be an added advantage Valid driver’s license Minimum Five (5) years relevant working experience Knowledge of the electricity industry Knowledge of accounting and Financial analysis Good analytical and communication skills Knowledge of MS Office package (Excel and Word) and Outlook knowledge. 

    Key responsibilities:

    The successful incumbent will be responsible for:

    • Analysis of electricity revenue or tariff adjustment application: - Assist in the development of economic regulation methologies for the determination of revenue requirements of the regulated entities in line with the overall regulatory objectives of NERSA and government policy Assist in the determination of adequate revenues to be awarded to regulated entities using the regulation methodologies mentioned above and coverting such revenues to price levels to be awarded to the utilities Develop and assess tariff structures for various suppliers to ensure that these are in line with international best practice and achieve the intended signals meant to give incentives to customers to behave in ways that achieve demand side management objectives Develop guidelines to municipalities on tariff levels; and evaluate and recommendation approval of tariff adjustment application on an annual basis Advise licensees on appropriate tariff structures and assist them in developing such structures Continuously monitor the tariff level and structures as implemented by various licensees to ensure that these are in line with approved structures and levels by NERSA and reporting of any discrepancies Confirm and sign off on the adequacy and consistency in the data that is provided and captured by data analysts Participate in all projects where required in line with the NERSA’s business planning process and Team Based Network Structure principles either as a project leader or in support of such
    • Stakeholder Engagement: - Give assistance and training to those licensees that have been identified as struggling and requiring assistance Provide clarity on analysis when NERSA decisions are challenged Work closely with Electricity Licensing department in handling queries, analyse discrepancies and highlight business risk issues
    • Procedure operational reports: - Produce reports in line with the allocated projects Develop and deliver analytical and research reports for regulatory purposes

    Engineer

    Requirements:

    • A Bachelor's Degree / B Tech Degree / Advanced Diploma (NQF 7) in Engineering as recognised by SAQA Minimum Three (3) years relevant working experience that can be applied in Petroleum Pipelines Regulation Be familiar with the Petroleum Pipelines Act and Regulations and Rules made under that Act Experience or knowledge of petroleum industry and/or technical standards Experience in conducting technical audits Experience in regulation will be an added advantage 

    Key responsibilities: 

    The successful incumbent will: 

    • Process applications for licences, amendment of conditions and revocations as assigned by HOD Developing and implementing mechanisms to ensure licensee compliance with the relevant legislation and licence conditions
    • Receiving, analysing and investigating complaints and disputes submitted by industry stakeholders, interested parties and licensee Undertaking investigations and enquiries into the activities of licensed and unlicensed petroleum pipelines facilities and report thereon Monitoring and providing regularly written reports on licensees' compliance with applicable legislation and their licence conditions Implementing the Energy Regulator decisions regarding complaints and disputes Gathering relevant information on and maintaining a database of licensees' compliance history.
    • Liaising with stakeholders, interested parties and licensees on inquiries, disputes and complaints lodged with the Energy Regulator facilitating third patty access to the licensed petroleum pipelines facilities Conduct pre-licensing meetings Conduct ad-hoc projects and tasks as assigned by the HOD Assist in providing support to the HoD: PLC/Executive Manager: Petroleum Pipelines Regulation.

    Financial Market Analyst

    Requirements:

    • A Bachelor’s Degree / B Tech Degree / Advanced Diploma (NQF 7) in Accounting/Economics/Finance as recognised by SAQA Minimum Four (4) years relevant working experience that could be applied to piped-gas pricing and tariff regulation. 

    Key responsibilities: 

    The successful incumbent will: 

    • Administer the Regulator’s pricing and tariffs responsibilities as it relates to the Gas Act, Gas Regulations, Gas Rules and Regulatory Decisions Implement the Regulatory Reporting Manuals Develop, implement and review guidelines for transmission and storage tariffs Monitoring of compliance with pricing and tariffs provisions of the Gas Act Conduct financial modelling of all pricing and tariff requirements Conduct economic analysis of piped-gas licence applications
    • Assist in drafting, implementing and reviewing pricing and tariff methodologies/approaches for the piped-gas industry Assist in gathering industry information and maintaining a database for the gas industry Assist in drafting appropriate policies, procedures, systems and processes to effectively regulate the piped-gas industry
    • Participate in all policies, where required, in line with NERSA’s business process and team-based network structure principles, either as a leader or in support of such Support the Head of Department on any Ad hoc task or activities that might be directed to the Department.
