    Head QMS/IMS - QC/QE (HAY 16/D1)

    INTEGRATED MANAGEMENT SYSTEM:

    • Establish, develop, and maintain Level 1 and 2 Integrated Management System procedures in line with Necsa SHEQ, integrated codes of practice, international standards, safety standards, regulatory requirements, and legislation. -
    • Maintain ISO 9001:2015 and certify facilities for ISO 14001:2015 & OHSAS 45001
    • Ensure that processes needed for the Integrated Management System and other Management Systems (new) and activities are developed, established, implemented, maintained, and improved according to applicable Necsa SHEQ system, International Standards and Guidelines, Legislation and Regulatory Requirements.
    • Provide adequate information on the performance of the Integrated Management System to enable the RR management team to evaluate the adequacy and effectiveness of the INTEGRATED management system.
    • Ensure, inter alia, through its audit function, that the Integrated Management System phases of development, implementation, compliance, and maintenance of documents are maintained
    • Plan and collate information for the RO management review of the Integrated Management System
    • Identify any inadequacies in the Integrated Management System where improvements are required

    AUDIT SYSTEM:

    • Determine the progress towards achieving the Integrated Management System objectives and ensure that the certification/accreditation status of the Department are maintained.
    • Prepare audit schedule for conducting internal & external audits related to Reactor Operations
    • Conduct RO technical audits as per schedule and ensure that reports are generated. -
    • Conduct and lead supplier audits as per schedule
    • Compile action plans for third party audits and other audits as and when required
    • Report on the audit status to staff and management as and when required. -
    • Follow-up on and ensure that findings/observations are close-out and verification is conducted. 

    NON-CONFORMANCE SYSTEM:

    • Implement and maintain a Non-Conformance Reporting and Preventive Action system for Reactor operations
    • Control and ensure the effective registration, corrective, preventive and closeout actions of Nuclear Incidents and Events,
    • Follow up on NCR processes, including corrective and preventive actions.
    • Monitor, non-conformance, customer complaints, and document control database.

    CALIBRATION & RELEASE OF ITEMS:

    • Ensure that calibration system is audited, updated & the database is maintained
    • Check IMTE systems to ensure they are updated and report any deficiencies.
    • Develop & ensure Implementation of COC (Certificate of Conformance) system for Reactor Operations release of procured and manufactured products and items.
    • Approve COC after being Quality Checked.
    • Approve/Accept incoming inspection reports as and when required.

    TRAINING:

    • Provide training and support w.r.t QHSE systems and procedures.
    • Provide support on training to all groups concerned in the Reactor Operations regarding QA/QC activities.
    • Stay up to date with QA-QC developments by attending discussions, courses, and training sessions

    Qualifications: 

    • BTech in Quality/Environmental or equivalent NQF 7 level 
    • Management / supervisory Certificate NQF level 5 
    • Lead Auditor & Auditor Training.  
    • Trained in Environmental Legislation and as a Quality Practitioner in nuclear activities

    Experience:

    • At least 10[BB1.1][LL1.2] years’ experience in Quality & Environmental systems, of which 4 years Management Systems in a Regulatory and/or nuclear facility environment and 5 years trained as a Lead Auditor (Quality & Environmental)

    Senior NDA Technician - Hay Level 15 ( Re- Advertisement)

    Key Performance Areas  

    • Perform measurement of nuclear materials utilizing NDA equipment to verify the accuracy of facilities declarations.
    • Develop and conduct NDA Investigations.
    • Ensuring safe and proper storage and handling of samples collected from facilities.
    • Prepare nuclear reference standards to ensure all measurements are accurate and in line with the international standards.
    • Manage movement and utilisation of NDA equipment by facilities and ensure that is recorded on inventory lists in order to keep track movement and that it is utilised correctly in line with the relevant SHEQ requirements.
    • Develop proper maintenance of NDA equipment
    • Analyse and report defect on all NDA equipment to the Manager: Technical support (or delegated)
    • Manage utilization of NDA equipment and calibration thereof in line with relevant SHEQ requirements.
    • Ensure safe and proper storage and maintenance of sealed radioactive source is used for calibrating and testing of NDA equipment.
    • Develop and review standard operating procedure for all NDA equipment and related software.
    • Develop, review and maintain working instructions.
    • Develop, review and maintain calibration procedure.
    • Develop and review training manual.
    • Develop and conduct sampling procedures for measurement purposes
    • Effective management of NDA Safeguards related projects.
    • Provide professional expertise in projects for the recommendation, development and deployment of NDA systems in the context of Safeguards verifications.
    • Participate in technical meetings with International forum and keep abreast with the latest international trends.
    • Publish of NDA Safeguards research papers.

    QUALIFICATIONS AND EXPERIENCE:

    Education:

    • BSc Degree in Physics/Chemistry or equivalent. 
    • Training as operator on NDA instrument.

    Experience:

    • Minimum of 5 years of experience in Nuclear Safeguards and minimum of 3 years in using NDA techniques.

    Senior Technician (IT) - Hay Level 14/C3 Re- Advertisement

    Key Performance Areas  

    Operational and Stakeholder Support

    • Perform in-person and remote troubleshooting, diagnose, detect and resolve desktop support problems & changes for end-users logged at the Helpdesk.
    • Maintain high-performance levels for service-related processes and provide all software & hardware support at a senior level for laptops, computers, instrument computers (in conjunction with service providers or OEMs), printers, mobile devices, projectors, voice recording, presentations, meetings (including video conferencing) during special events hosted by Necsa Group.
    • Maintains adequate and industry awareness of knowledge of operating systems and application software used to provide a high level of support.
    • Develop in-depth knowledge of software applications used by other business units as assigned.
    • Receive, respond and manage tickets and requests in the help desk ticketing system promptly and efficiently to meet or exceed service level agreements.
    • Keep affected IT users informed about progress and recommendations on their IT problems and issues of interest
    • Recommend solutions, supervise and check that problems have been corrected and maintain records of work performed.
    • Escalate unresolved IT incidents correctly and timeously to relevant tier support and/or Service Delivery Manager
    • Accurate recording of problem history via the call logging system
    • Respond to emergency service requests at any given time (night, weekends & holidays)
    • Ensure service level agreements (SLAs) are met or exceeded to maintain customer satisfaction. This includes striving to achieve a satisfactory average user score rating for calls resolved.

    Process Management

    • Work closely with the Infrastructure & Enterprise management team during the rollout of IT projects
    • Assist in the development, implementation, and maintenance of district technology department standards and operating procedures
    • Maintain Asset register & Inventory for IT equipment (laptops, laptop parts, and other technology-related items stored at the IT office).
    • Recommend improvements to existing technologies, standards and methods to improve the quality and timeliness of technical support
    • Conduct regular software/machine environment audits and take corrective action if necessary.
    • Provide support and training to desktop technicians and interns. Including conducting training sessions to educate end-users on software applications, hardware usage, and best practices.

    Cyber Security and Governance

    • Maintain computers and data integrity by ensuring that computers are updated with security updates and anti-virus. Including data backups, and data encryption to protect sensitive information
    • IT asset tracking and upgrade of outdated hardware and software
    • Assist in maintaining a register of software licenses and ensure compliance
    • Adhere to Necsa policies and procedures i.e. change control management, helpdesk, security, and standard operating procedures.

    Safety, Health, Environmental and Quality (SHEQ)

    • Understand regulatory requirements at an operational level, and execute implementation within areas of responsibility
    • Meet Necsa safety objectives

    Education:

    • National Diploma (NQF level 6) in IT or related discipline

    Experience: 

    • Five (5) years of experience in the IT support environment

    Key Performance Areas  

    Systems Quality

    • Perform rigorous tests on new software, and systems before full deployment to identify defects and ensure they meet specifications.
    • Develop test plans, test cases, and automation for business applications (ERP, CRM, DMS, custom solutions). 
    • Conduct functional, regression, integration, performance, and security testing.
    • Support User Acceptance Testing (UAT) by collaborating with business users to validate application readiness.
    • Track and manage defects using QA tools, ensuring timely resolution and retesting.
    • Maintain the defects and improvements management system ensuring tracking and completion of actions in an audit ready manner.

    IT Infrastructure & Service Delivery Quality

    • Validate and test changes to IT infrastructure, including patches, upgrades, security fixes, and new deployments.
    • Perform quality checks across networks, servers, cloud environments, and storage systems.
    • Participate in disaster recovery (DR) and business continuity testing exercises.
    • Ensure all changes follow ITIL, ISO, COBIT, and internal SHEQ frameworks for change and release management.
    • Manage the change tracking and implementation system.
    • Participate in change control processes to:
    • I. Validate test coverage and test results.
    • II. Ensure that releases are tested, approved, documented, and auditable.
    • Conduct testing activities to support regulatory compliance (e.g., access control, data retention, backup verification).
    • Coordinate or support security testing (e.g., vulnerability scans, penetration testing).
    • Monitor service delivery quality against SLAs and OLAs, using performance data and customer feedback.
    • Implement continuous improvement initiatives based on quality metrics, incident reviews, and customer surveys.

    Compliance & Governance

    • Ensure IT systems and services adhere to applicable regulatory requirements (e.g., GDPR, POPIA), quality/security standards (e.g., ISO 9001, ISO 27001) and Necsa SHEQ requirements (e.g.: SHEQ-INS-0235 Necsa Requirement for Design and SHEQ Related Computer Software, SHEQ-INS-0206 Document Management, SHEQ-INS-0213 Management Responsibilities and SHEQ Objectives).
    • Participate in risk assessments and mitigation plans for IT changes.
    • Maintain and provide comprehensive QA documentation and evidence for internal and external audits.
    • Respond to audit queries related to QA controls and activities.
    • Drive adherence to QA standards across Group IT through documentation, process ownership, and training. 
    • Participate in internal (Necsa SHEQ) and external audits (AG, Supplier), quality assurance reviews, inspections to identify gaps, and management reviews to identify areas for improvement.
    • Recommend and implement enhancements to QA practices, tools, and processes across the IT organization
    • Ensure the implementation and ongoing maintenance of internal IT SHEQ requirements in accordance with company integrated management system.
    • Ensure audit preparation & compliance with IT standards, policies, and regulations..

    Documentation and Reporting

    • Maintain detailed records and logs of all quality checks, test results, defects, and maintenance schedules.
    • Compiling and analyzing quality data to prepare reports for management review.

    Education:

    • National Diploma in Computer Systems, Information Technology, or related field. NQF Level 6
    • Professional Certificate in Quality Assurance (QA) certification such as ISTQB (International Software Testing Qualifications Board)
    • Or - Certifications aligned with IT Governance and Audit practices, such as CISA will be an added advantage

    Experience: 

    • 6 years of experience in IT quality assurance across software and/or infrastructure
    • Full understanding and knowledge with enterprise systems (ERP, CRM, DMS) and IT infrastructure environments
    • Experience in IT governance, compliance, and audit-related QA activities
    • Experience or understanding with performance and load testing tools
