    Procurement Compliance Specialist

    Job Purpose    

    • We are seeking a highly skilled and detail-oriented Procurement (Supply Chain Management) Compliance Specialist to strengthen our procurement governance, ensure legislative compliance, and support improved audit outcomes.
    • The successful candidate will play a critical role in ensuring that procurement activities are conducted in line with applicable legislation, regulations, and internal policies, while promoting ethical, transparent, and value-driven supply chain practices across the organisation.

    Principal Accountabilities    
    SCM Compliance & Governance

    • Ensure compliance with the PFMA, National Treasury Regulations, Preferential Procurement Regulations, and internal SCM policies
    • Perform pre-award and post-award procurement compliance reviews
    • Provide advisory support to SCM practitioners and internal stakeholders on compliant procurement processes

    Audit & Risk Management

    • Support internal and external audits relating to SCM
    • Prepare audit responses, manage audit findings, and monitor corrective action plans
    • Identify SCM compliance risks and recommend mitigation measures

    Irregular, Fruitless & Wasteful Expenditure

    • Maintain the Irregular, Fruitless and Wasteful Expenditure (IFW) Register
    • Investigate SCM non-compliance and prepare reports with recommendations
    • Support condonation, recovery, and consequence management processes

    Contract & Supplier Compliance

    • Monitor compliance across the contract lifecycle (including extensions and variations)
    • Ensure supplier governance compliance (CSD, tax, B-BBEE, declarations of interest)

    Reporting & Continuous Improvement

    • Prepare SCM compliance reports and dashboards for management and governance structures
    • Contribute to the review and improvement of SCM policies, procedures, and controls
    • Provide SCM compliance training and guidance to end-users

    Qualifications & Experience    
    Qualification requirements: (minimum)

    • Bachelor’s degree in Supply Chain management, Finance, Accounting, Auditing, Law, or related field
    • Postgraduate qualification in SCM, Audit, Risk, or Compliance (advantageous)
    • SAICA articles will be an added advantage

    Professional registration or license requirements

    • Charted Institute of Procurement and Supply (CIPS) membership or
    • South African Institute of Charted Accountants (SAICA) membership or
    • South African Institute of Government Accountants (SAIGA) membership
    • Association of Certified fraud Examiners (ACFE)

    Experience

    • 6–8 years’ experience in SCM, Audit, Compliance, or Public Sector Finance
    • At least 3–5 years’ experience in an SCM compliance, governance, or audit role
    • Experience working in a PFMA / Treasury-regulated environment and extensive investigations of Irregular Expenditure
    • Supervisory experience is advantageous but not mandatory

    Procurement Buyer (1 Cape Town 1 Johannesburg)

    Job Purpose    

    • To ensure the efficient, compliant, and cost-effective procurement of goods and services by sourcing products at the right price, quality, quantity, and lead time, in line with operational requirements.
    • The Buyer is responsible for processing store requisitions, creating and managing purchase orders, liaising with suppliers, and ensuring uninterrupted stock availability in support of business operations and client service delivery.

    Principal Accountabilities    
    Procurement & Buying Activities

    • Process and validate store and departmental requisitions for accuracy and completeness.
    • Convert approved requisitions into purchase orders in line with delegated authority levels.
    • Source quotations where required and engage suppliers to confirm pricing, availability, and delivery timelines.
    • Place and track purchase orders to ensure timeous delivery of goods and services.
    • Follow up on outstanding orders and proactively address delays or shortages.

    Supplier & Contract Management

    • Maintain effective working relationships with approved suppliers.
    • Monitor supplier performance in line with delivery, quality, pricing, and service level requirements.
    • Escalate non-performance, pricing discrepancies, or contractual deviations to the Procurement Manager.
    • Support contract compliance by ensuring purchases are made against approved contracts and panels.

    Compliance, Governance & Audit

    • Ensure all procurement activities comply with approved procurement policies, procedures, and delegations of authority.
    • Maintain accurate and complete procurement documentation for audit purposes.
    • Adhere to all relevant legislative and regulatory requirements applicable to procurement.
    • Support internal and external audit processes by providing accurate procurement records and reports.

    Systems, Reporting & Administration

    • Capture and maintain accurate procurement data on SAP or approved systems.
    • Reconcile purchase orders with goods received notes (GRNs) and supplier invoices where required.
    • Generate procurement reports as requested, including spend analysis and order tracking.
    • Maintain orderly filing (electronic and manual) of procurement records.

    Operational Support

    • Work closely with Stores, Operations, Finance, and end-users to ensure procurement supports operational demands.
    • Assist with demand planning by highlighting trends, stock risks, or supplier constraints.
    • Support continuous improvement initiatives within the Supply Chain function.

    Qualifications & Experience    

    • Matric (Grade 12)
    • Suitable qualification at NQF level 5 in Supply Chain Management, Procurement, Commerce or a related field

    Experience:

    • Minimum of 3 years’ experience in a procurement / buying / supply chain environment.
    • Demonstrated experience in processing purchase orders and supplier coordination.
    • FMCG environment experience will be advantageous.
    • Public sector procurement exposure (PFMA environment) will be advantageous.
    • Working knowledge of SAP ERP or similar procurement systems is an added advantage.

    Other requirements

    • Flexibility in working hours will be required to meet the demands of the role.
    • Maybe required to work overtime
    • Valid driver’s license
