    Strategic Information Lead

    Key Performance Areas:

    Monitoring, Evaluation and Strategic Information: 

    • Provide technical leadership and support to SI in Implementation geolocations in documenting and designing organizational M&E Systems in support of SI.
    • Lead and support monthly data quality reviews and provide systematic feedback to all stakeholders to ensure that standards of the highest data quality are maintained.
    • Provide technical support/leadership to SI & countries, and oversee routine (and ad hoc as required) requests for M&E data. 
    • Other duties in support of DPTS/SI needs, e.g. including but not limited to supporting, and providing quality assurance for data extraction / data collection in support of SI evaluation and operations research projects.
    • Collaborate to ensure innovative digital health solutions for m2m programmes (AI, DevOps and Design)

    Supportive Supervision, Management and Capacity Building: 

    • Liaise with external and internal stakeholders in developing and documenting the SI routine M&E system inclusive of, but not limited to a reporting schedule and reporting templates, routine M&E Tools, as well as Data Quality Audit tools and processes.
    • Co-lead and support the development of SI M&E training materials (e.g. manuals, PowerPoint slides, Job Aids, etc.).
    • Co-lead and support ongoing supportive supervision to frontline health workers and other staff in the use of routine M&E tools.
    • Lead SI/M&E and programme support for selected projects/programmes with technical lead

    Data Analysis, Use and Dissemination: 

    • Improve/maintain syntax (Python, R & STATA) for automated routine auditing of SI data off the back-end of Digital Health Applications.
    • Improve/maintain syntax for automated routine programme performance reports – in consultation with SI & Programme Managers/ Technical Leads.
    • Conduct data analysis and compile reports, for multiple project stakeholders.
    • Provide SI/M&E leadership for assigned projects and other innovations needing SI support.
    • Ensure high quality reports are submitted / accessed timely. 

    Quality Assurance/Quality Improvement: 

    • Provide Quality Assurance on all SI M&E processes and outputs.
    • Ensure that high quality data are consistently generated across all components of SI programme implementation.
    • Lead the design of Data Quality Audit systems and protocols, including Data Quality Assessment tools and procedures.
    • Lead and oversee the training of local users in the administration of the routine Data Quality Audit system.
    • Initiate, manage and implement data quality improvement interventions in collaboration with SI in Implementation geolocations.
    • Support by providing TA on managing the execution of all recommendations for improved data quality. 

    Routine SI Activities in Support of Proposal Development / New Business Development: 

    • Coordinate the development of ME&L Plans in support of Head Office and In-country proposal development and project start-up.
    • Generate / manage the generation of routine and ad hoc reports / SI dissemination materials for internal and external stakeholders.
    • Facilitate narrative (SI/MERL) contributions to Head Office and In-country driven new proposals / business development initiatives.

    Job Requirements

    Qualifications and experience

    • Master’s/Honors degree in public health, Statistics/Economics or health and or development-related field.
    • Minimum of 5+ years’ progressively responsible work experience developing and implementing (digital) monitoring and evaluation systems for health, HIV/AIDS,AH, KPs, ECD/RMNCH (or related field) in resource constrained contexts.
    • Experience in Digital Health (with reference to data collection, data management, analytics and reporting) is a requirement.
    • Experience using a DHIS2, RedCap, Chatbots, AWS and CommCare platforms is a strong advantage.
    • Experience in training and capacity building in M&E (including curriculum development), with reference to data collection (using mHealth), data auditing and data cleaning, data analysis and reporting.
    • Experience in designing and leading routine data audits & RDQAs at multiple points in the M&E system.
    • Experience collaborating with multiple internal and external stakeholders on SI/M&E and research Programmes/projects. 
    • Experience managing, supporting and overseeing the quality of work of junior staff.
    • Ability to coach, mentor, develop and strengthen capacity of lay frontline health workers.
    •  Ability to meet deadlines, manage multiple tasks and work in a fast-paced, demanding environment. 
    • Excellent written and verbal English language skills.
    • Strong technical leadership, coordination, interpersonal and teamwork skills.
    • Demonstrated ability to perform simple & complex data analytics utilizing Microsoft Excel (Power), Python/STATA, Epi Info; and/or other software (R, Java, Dart or DAX).
    • Demonstrated ability to perform complex data analyses and make recommendations based on findings. 
    • Advanced skills in use of statistical software programme (preferably Python/STATA, Tableau).
    •  Advanced skills in use of information technology including Microsoft Office 365 Applications: Outlook, Word, PowerPoint, Excel, and Access. Demonstrated ability to think critically and creatively and to facilitate collective problem-solving.
    • Attention to detail and produce high quality strategic information
    • Ability to work independently and cooperatively with diverse organizational units

    Technical Lead

    Key Performance Areas: 

    Programme Support:

    • Support planning, rollout and implementation of current and new RMNCAH and other technical projects and/programme areas.
    • Contribute to the development/adaptation of programme framework, SOPs and tools.
    • Liaise with countries to facilitate successful implementation of DPTS-led programme innovations- the m2m’s virtual mentor mother platform (VMMP) and other SBCC projects 
    • Participate in regular technical check-in meetings with countries, led by the STAs and assist in follow up on specific operational challenges
    • Assist the STA in results- oriented follow up of actions between Head Office and county team, through robust follow up
    • Coordinate and support optimal use of m2m’s VMMP help-desk across all countries
    • Coordinate process for identification, review and development/update of technical content for the VMMP and other SBCC projects 
    • Assist countries/projects to set realistic donor targets based on m2m’s methodologies.
    • Design, implement, and manage special projects as assigned.

    Programme Quality Assurance/Quality improvement (QA/QI) support:

    • Participate in routine Head Office led monthly/quarterly QA/QI meetings with countries, including documentation, synthesis, and follow-up of action plans with responsible staff.
    • Document project successes, challenges, and lessons learned.
    • Assist managing follow up and key action items to improve program performance and coordination with relevant STAs 
    • Collaborate with Senior Researcher to carry out operations research and related to SBCC to inform programme improvement 

    Business Development, Reporting and Communications:

    • Write and/or contribute to the development of concept notes and proposals.
    • Develop reports, presentations, and other communication materials for projects and programmes, as needed
    • Coordinate complex reporting processes, as required.
    • Facilitate communication and respond to information requests from internal and external stakeholders, including donors.
    • Participate in professional meetings, as appropriate. 

    Knowledge Management and Sharing:

    • With the Senior Technical Advisors, develop spaces/platforms to facilitate information sharing among countries.
    • Co-create and facilitate learning workshops/sessions in collaboration with the STAs
    • Provide assistance that new developed materials, documents, job aides and tools are regularly put on share-point on behalf of STA but also shared and disseminated with countries on email and or teams
    • Manage internal and external webinars and the documentation there of that involve sharing of global trends, global. Regional best practices but all innovations implemented
    • Research and write technical analyses, reports and policy briefs.
    • Liaise with m2m’s internal communication on design of projects as delegated by Line Manager

    People Management:

    • Supervise consultants and programme assistants as delegated

    Job Requirements

    Qualifications and Experience:

    • BA degree, Masters Degree preferred in public health, social sciences or related field.
    • 3-5 years’ experience in non-profit/NGO/international development or philanthropic programme or project management, with a focus on public health, RMNCAH HIV/AIDS, 
    • Demonstrated Experience with RMNCH, PMTCT, HIV programme implementation and quality assurance/improvement support.
    • Demonstrated Experience in project management – including developing standard operating procedures, reports, work plans and coordinating cross-organisational processes – is essential.
    • Demonstrated Experience of writing funding/business development concept notes and proposals and reports.
    • Demonstrated Experience working in sub-Saharan Africa and with multi-cultural teams.
    • Demonstrated Experience with working with diverse groups of stakeholders such as government, NGOs, philanthropists and private-sector partners. 
    • Demonstrated Experience with U.S. Government-funded programmes, multilateral and bilateral donors, preferred.
