  • SANRAL is a South African state-owned company responsible for managing, maintaining, and developing the national road network, including toll and non-toll roads, to support economic growth and social development.

     

    Accounts Payable Accountant (2776)

    MINIMUM REQUIREMENTS:

    • A National Diploma in Accounting or equivalent NQF 6 qualification.
    • A minimum of three (3) years’ experience in an Accounts Payable environment using the necessary financial systems.

    KEY RESPONSIBILITIES:

    Payments Processing

    • Perform review of invoices to ensure invoice details are correct and that invoices are valid.
    • Inspect the invoice for terms of payment.
    • Ensure invoices are captured against the correct cost centre.
    • Capture invoices onto financial systems, ensuring that the relevant details of the invoices are captured.
    • Perform the three-way match (comparing purchase order, goods/service receipt and invoice).
    • Perform weekly preparation of vendor reconcilliations before payments are processed. 
    • Process payments timeously for external creditors in accordance with PFMA requirments. 
    • Perform expense reimbursement and payroll payment processing. 

    Reporting

    • Review and post accounts payable journals from SANRAL provincial offices.
    • Prepare reconciliation reports of individual creditors and accounts payable general ledger accounts.
    • Perform age analysis to ensure that payment occurs as per the policies and PFMA guidelines. 
    • Prepare the interim and year-end accruals. 
    • Assit the reporing team with information required for Annual Financial Statements. 
    • Provide reports for cash flow planning by providing Treasury with cash outflow information/forecast based on existing invoices/proposals. 

    Stakeholder Support and Service Excellence

    • Ensure accounts payable service is provided as per service level agreements.
    • Optimise internal and external vendor satisfaction while ensuring accurate and timely payments.
    • Ensure monthly AP checklists are completed to ensure all quality controls are maintained.

    Continuous Improvement and Innovation

    • Adopt a continuous improvement mindset to suggest improvements to the accounts payable processes.
    • Assist with the improvement agenda, including the adoption of technology and automation of existing processes, collaborating closely with the ICT function.
    • Report on service level agreement KPIs for SANRAL accounts payables.

    Desktop Support Engineer (2775)

    MINIMUM REQUIREMENTS:

    • NQF 6: National Diploma in IT
    • ITIL Foundation Certificate
    • Valid Driver’s License (Will be required to provide field support at SANRAL Customer Services Centres including Toll Plazas)
    • 3 years relevant desktop and network support working experience 

    ADVANTAGEOUS:

    • A+ Certificate or N+ Certificate or Microsoft 365 enterprise administrator expert.

    KEY RESPONSIBILITIES:

    Management Of Systems In Accordance With ITIL Methodologies

    • Respond to calls and requests logged on HelpDesk timeously and resolve them accordingly.
    • Collaborate with Provincial teams to manage specific IT challenges, ensuring smooth operations across all locations.
    • Follow the change management, incident management and problem management according to the ITIL Framework.

    Mobility and End-User Computing Support 

    • Administer and support end-user devices, including desktops, laptops, printers, scanners, video conferencing equipment and mobile devices across
    • SANRAL offices including Customer Service Centres and Toll Plazas.
    • Provide technical assistance for all SANRAL systems, ensuring the system operates without interruptions.
    • Support the setup and configuration of all SANRAL applications.
    • Maintain a high level of user satisfaction by responding promptly to support requests.

    ​​​​​​​Incident and Request Management

    • Respond to, analyze, and resolve incidents and service requests logged via SANRAL's Service Management tools;
    • Escalate unresolved issues to appropriate service providers or internal teams within SLA timelines; and
    • Monitor and report recurring issues to identify root causes and recommend long-term fixes.

    IT Asset and Compliance Management

    • Maintain an accurate inventory of SANRAL IT assets, ensuring proper tagging and lifecycle management
    • Conduct regular asset audits and coordinate with the Asset Management team for asset returns, disposals, and donations.
    • Ensure all IT systems and processes comply with SANRAL's IT policies and governance frameworks.

    Project Manager (2777)

    MINIMUM REQUIREMENTS:

    • BEng. or BSc. or BTech Eng. Degree in Civil Engineering.
    • A minimum of 5 years’ relevant experience post qualification in any of the following fields: planning, design, construction, operations and maintenance, project, and contract management of major roadworks.
    • Registered with ECSA as a Professional Engineer or Professional Engineering Technologist.

    KEY PERFORMANCE AREAS INCLUDE, BUT ARE NOT LIMITED TO:

    Identification of Projects

    • Participates in the identification and prioritizing of projects using data from relevant management systems, network inspections, and personal knowledge.
    • Based on requirements of the project, prepare annual budget and program.
    • Ensure accurate identification of projects.
    • Ensure effective prioritizing of projects.
    • Ensure correct allocation of project funds.
    • Ensure accurate project scope and realistic timeframes based on relevant requirements.

    Procurement Management 

    • Participates in the procurement processes for the appointment of consulting engineers and contractors as per the Employer’s standard operating procedures for procurement.
    • Prepare relevant tender documentation for appointment of consulting engineers.
    • Prepare relevant tender documentation for construction, in association with the consulting engineer, based on the scope of the project.
    • Attend tenderer’s briefing meetings and site inspections to brief contractors on services required for project.
    • Understands risk identification and analysis in respect of tender evaluations.
    • Understands Pricing Schedules and analysis of tendered rates.
    • Ensure use of appropriate and correct tender documentation as per specifications.
    • Ensure compliance with SANRAL’s procurement policy.

    Project Management

    • Manages both Consultant and Construction Contracts over the full spectrum of SANRAL projects.
    • Visits sites on a regular basis to monitor progress against the project plan.
    • Monitors performance of projects through regular meetings with consultants and contractors.
    • Ensure that appointed service provider conducts regular site audits.
    • Monitors financial performance to ensure the project remains within budget.
    • Prepare monthly forecast of expenditure for each project.
    • Verify fee accounts and payment certificates prior to approval for payment.
    • Review scope of work and potential impact on the budget and request additional funds if necessary.
    • Identify possible hazardous locations of pedestrians and vehicles on network.
    • Monitor transformation targets in terms of targets on construction projects.
    • Identify and manage community development projects.
    • Maintain good corporative governance in terms of risks and audits requirements on projects.
    • Consider innovation in project life cycle.
    • Ensure early identification of problems and mitigation thereof.

    Intern: Design and Construction (2752)

    MINIMUM REQUIREMENTS:

    • National Diploma in Project Management and/or Civil Engineering.
    • No work experience required.

    KEY RESPONSIBILITIES:

    • Provide support in administrative service to the Engineering Team;
    • Attend and participate in project meetings;
    • When required, record and produce accurate and concise minutes of the above meetings timeously;
    • Assist Project Managers with editing and updating relevant parts of the consultant’s tender documents;
    • Ensure timeous compilation of draft presentations for tender clarification when required;
    • Provide SCM with the technical corrections and additions to be included in the Addenda;
    • Assist in typing letters, agendas, minutes and other documents as required. Upload and correctly save the documents to the document management system (EDMS) relevant to the Design & Construction division;
    • Assist in ensure efficient and accurate typing of correspondence.

    Asset Supervisor (2773)

    MINIMUM REQUIREMENTS:

    • An Honours degree or an equivalent NQF 8 qualification in Accounting.
    • A minimum of five (5) years’ experience in asset accounting and management.

    KEY RESPONSIBILITIES:

    Tangible and Intangible Asset Management and Accounting

    • Review of fixed asset register and ensure that it is updated, clearly described and understandable.
    • Review physical asset verifications and provide guidance on how to account for items not found or items found and not on the register.
    • Review of depreciation and amortisation calculations on physical assets.
    • Review analytics performed on all physical assets.
    • Review the asset disposal memorandums for Head Office and regional disposals.
    • Determine and calculate impairment of intangible assets.
    • Draft and update all policies related to tangible and intangible assets.

    Investment Property Accounting

    • Provide guidance and review accounting performed for investment property accounting.
    • Draft and update all policies related to investment properties.
    • Liaise with the property management companies to determine the non-current assets held for sale ensuring compliance to IFRS / GRAP.
    • Calculate fair value adjustments on investment properties.

    Assets Under Construction Accounting

    • Review the Assets Under Construction register.
    • Review register of completed projects with the takeover certificates (TOCs) and final payment certificate as supporting documentation.
    • Draft and update all policies related to Assets Under Construction.

    Reconciliations and Reporting

    • Review all monthly reconciliations performed on fixed assets, intangible assets, and investment properties, reviewing anomalies or differences identified by asset accountants.
    • Preparation of assets-related notes to the Annual Financial Statements.
    • Coordinating the capital commitments with the provincial offices.

    Manage and Develop Team

    • Manage the efforts of the Asset Accountant/s to execute asset accounting activities.
    • Provide mentorship to Asset Accountants, including talent management, performance management, and training and development.

    Asset Accountant (2774)

    MINIMUM REQUIREMENTS:

    • A Bachelor’s degree in Asset Management, Accounting, or an equivalent NQF 7 qualification.
    • A minimum of three (3) years’ experience in asset accounting and management.

    KEY RESPONSIBILITIES:

    Tangible and Intangible Asset Management and Accounting

    • Perform asset tagging of new assets, create asset numbers and capitalise costs correctly as per IFRS / GRAP.
    • Continually update the fixed asset register considering acquisitions, disposals, locations, serial numbers, details, and descriptions.
    • Conduct physical asset verifications of fixed assets.
    • Perform fixed asset analytics, including the comparison of the year-end fixed asset register to the previous year-end fixed asset register, investigating any anomalies.
    • Perform depreciation and amortisation calculations on fixed assets and intangibles, including the performance of the depreciation run on the financial system.
    • Prepare asset disposal memorandums and dispose of assets as per approved procedures.

    Investment Property Accounting

    • Process monthly Journals received ensuring that journals are complete and accurate.
    • Ensure investment property additions and disposals are properly accounted for with the necessary supporting documentation and authorization.
    • Perform investment property analytics, including the comparison of the year-end investment property listing to the previous year-end listing, investigating any anomalies.
    • Manage relationship with property management companies.

    Assets Under Construction Accounting

    • Populate and perform updates of the Assets Under Construction register.
    • Maintain a register of completed projects with the takeover certificates (TOCs) and final payment certificates as supporting documentation.

     Reconciliations and Reporting

    • Perform monthly reconciliations on fixed assets.
    • Perform monthly reconciliations on intangible assets.
    • Perform monthly reconciliations on investment properties.
    • Identify anomalies and provide commentary on reconciliations performed.

    General Manager: Operations and Maintenance (2595)

    MINIMUM REQUIREMENTS

    • NQF Level 8 qualification in Civil Engineering. 
    • Registered as a Pr. Engineer or Pr. Technologist with the Engineering Council of South Africa (ECSA). Candidate Engineers or Technicians will not be considered.
    • Minimum 15 years’ experience post qualification. The relevant experience must have a focus on either road operations and maintenance or Intelligent Transport Systems (ITS) operations
    • With 5 years’ experience in project delivery and contract management (FIDIC).
    • Minimum 5 years managerial and/or leadership experience in a collaborative environment and with multi-disciplinary teams

    KEY RESPONSIBILITIES

    Strategic Planning

    • Participate in strategic National Road Network planning.
    • Lead discussions and decision-making to ensure the overall effectiveness and continuous improvement of the National Road Network.
    • Manage the development and implementation of relevant Maintenance and Operations strategies aligned to SANRAL’s strategic objectives, including network mobility (ITS), road safety, and tolling
    • Stay up to date with the pipeline of approved National Road Network projects to determine the impact on Maintenance and Operations, and facilitate planning for the regions
    • Participate in discussions with other authorities impacted by projects e.g. Province/Municipalities/Eskom/Transnet/DMR/DEA

    Development of Policies, Standards and Specifications

    • Manage the development and implementation of SANRAL’s policies, standards, specifications, and proforma procurement documentation nationally.
    • Responsible for the development of SANRAL’s manual of procedures (MoPs) in relation to area of control and ensuring that it is updated in SAP and ITIS
    • Ensure approval of procedures by EXCO, and policies by the Board

    National oversight over Operations and Maintenance

    • Proactively monitor the day-to-day operations of the National Road Network, including the progress and management of all Maintenance and Operations projects
    • Identify and investigate issues and areas of non-performance
    • Monitor the effectiveness of routine road maintenance to ensure that the condition of National Roads is preserved
    • Lead in the development of new ways of working (including the introduction of new technology) that maximise efficiency and effectiveness of road network operations, to the benefit of road users
    • Identify and investigate cost saving initiatives
    • Identify and develop opportunities to improve road user experience across the National Road Network
    • Monitor the implementation and track the effectiveness of various road safety programmes
    • Monitor the management of tolling operations (both CTROM and ORT) nationally. Support the Tolling Manager with matters related to the management of concessions when required
    • Oversee proper functioning of Statutory Control in terms of SANRAL policies
    • Track and report on transformation targets with regards to appointment of sub-contractors (SMME’s) across Maintenance and Operations
    • Interact and ensure data upload and integrity on SANRAL’s Integrated Transport Information System (ITIS) and SAP

    Server Engineer (WINTEL and VMWARE) (2765)

    MINIMUM REQUIREMENTS:

    • (NQF Level 6) IT Diploma or equivalent.
    • ITIL Foundation.
    • VMware Certified Professional and/or Microsoft Certified: Azure Administrator Associate.
    • Five years of relevant experience.

    KEY RESPONSIBILITIES:

    • Maintain N-1 compliance for server OS upgrades to support PCI-DSS certification.
    • Implement and maintain centralized license solutions (KMS) and Remote Desktop Protocol (RDP) authentication.
    • Manage server security patching (create deployment packages, build release notes, and deploy to Test, Dev, and Production environments for 1000+ servers).
    • Manage server application patching (e.g., Internet Explorer, IIS, .Net) across all servers.
    • Oversee desktop security patch management for 1000+ endpoints (desktops/laptops).
    • Develop and maintain patch schedules for continuous system security.
    • Ensure compliance with security frameworks (PCI-DSS, NIST, ISO 27001).
    • Build and deploy new servers, including domain registration and patching.

    • Ad-Hoc Business Reports: Compile and deliver custom reports based on business and ICT requirements.
    • Automated Incident Reporting: Ensure daily automated reports of logged Incident Tickets using the Incident Management Tool (ITSM).
    • Security & Patch Management Reports: Document and track patch deployment status for server security and compliance.
