    Regional Security Ops Specialist X3, (MP), (NW) & (FS)

    Position Purpose

    • Specialize and manage the security operations in the designated region of responsibility across the Transnet Pipeline to facilitate the eradication/ reduction of the wide spectrum security related breaches (thefts, sabotage, vandalism, etc.), protect assets and mitigate against actual and potential threats. Accountable for the day-to-day operational planning, deployment and delivery oversight, interacting with security suppliers to ensure service delivery, reduction of incidents and apprehension & conviction of criminals. To give effect to the operational security strategy, plan, policy, standards, guidelines, and procedures aligned to likely risks.

    Position Outputs

    • At an operational and functional level: Aligning to the national security strategy, the role is accountable for the performance of the Transnet Pipeline security at a regional level. Responsible for supplier performance (Understand the regional deployment plan whilst ensuring that the Security Service Provider (SSP) Area Manager has executed on the plan accordingly. Specify the suppliers & levels to depict the importance of this position) across all functions at a regional level Perform the management function over designated Security Service Provider and security equipment.

    • Develop training programs for internal or external role players to raise awareness and knowledge on a range of topics related to specialised security services to mitigate organised crime (Tampering with Critical Infrastructure). Such training programs may include, but are not limited to the theft of Product, the existence of an illicit market in the Republic of South Africa and neighbouring countries and will be delivered utilising various mediums as required. Compile focused project and operational security plans to address illegal or suspected illegal trading in Transnet Pipelines’ stolen assets and fuel stolen in transit).
    • Critically review project plans, operational plans and activities to ensure that TPL’s specialised security objectives are being delivered through the actions proposed in the most effective & efficient manner. Submit monthly and weekly progress reports on the 1st day of each month/week indicating the tasks to be executed and associated task allocations. The progress report will, in addition, stipulate the deliverables that were not achieved, reasons for non-achievement, lessons learnt and the plan for delivery of outstanding requirements.
    • Submit a structured bi-monthly report to Transnet Pipelines on tasks executed during the month, resource utilisation breakdown that specifies tasks and hours spent during the execution thereof. In addition, it will include effects-based report on:  Operations deployment and planning  Provision of info relating to arrests effected, case status, assets seized, watching briefs, upcoming court appearances suspects & as witnesses to avail evidence; matters under investigation and convictions,  Security analytical reporting & predictive intelligence  Security threat/vulnerability identification and risk mitigation  Security detection and prevention  Security activation, response and recovery  Security integrated operations  Special Security Operations on critical target.
    • Perform command and control functions over own integrated capability. A permanent member of the PROVINCIAL OPERATIONAL COMMAND CENTRE (POCC) which is attended by the Provincial heads (SAPS Colonel) of the various Govt Sector Security agencies within the region and chaired at the level of a SAPS Brigadier. Work closely with security agencies within the region to identify, quantify and assess security threats to TPL's business operations and to implement appropriate and sustainable proactive and reactive mitigation measures. Manage the security skill pool across the various disciplines within this portfolio, ensuring that security is being managed properly across the region’s Pipeline Security infrastructure.
    • Manage Security Service Providers in accordance with relevant requirements, controls and developed communication management plan. Analyse relevant governance principles, policies, and internal control to develop action plans for ensuring compliance. Engage in the development of security related crisis and business continuity plans and provide specialist security advice when required. Work within approved regional budget, monitor the expenditure against the budget and ensure that spending occurs within the budget to deliver on strategic outputs in line with budget prescripts.

    Qualifications, Experience & Inherent Job Requirements:

    Head: Financial Planning & Regulation

    Position Purpose

    • To provide strategic leadership and integrated financial stewardship for TRIM's Financial Planning and Regulation function, ensuring that budgeting, investment planning, regulatory pricing, revenue assurance and long-range financial modelling are coordinated to support a financially sustainable, open-access rail infrastructure manager. The role provides CFO-level support through evidence-based financial analysis, capital allocation advice, tariff and regulatory submissions, scenario modelling and performance insights across four critical sub functions:
    • Management Accounting and Budgeting – Driving the annual budget process, management reporting, forecasting, costing, and working capital management
    • Investment Management – Overseeing the capital Investment programme, asset valuation, and governance associated with asset purchases.
    • Regulatory Tariffs and Revenue Assurance – Leading tariff applications, regulatory compliance, revenue assurance, access pricing, customer affordability analysis and economic regulation.
    • Financial Modelling and Strategic Scenario Analysis – Developing and maintaining integrated financial models, corridor-level scenario analysis, tariff elasticity modelling, investment appraisal, funding cases and long-term sustainability analytics.
    • The role ensures that TRIM's financial planning, capital allocation, tariff strategy, revenue integrity and financial modelling frameworks are aligned with the National Rail Policy, PFMA requirements, applicable regulatory frameworks and the strategic objective of establishing a financially sustainable, access-neutral and investment-ready rail infrastructure manager.

    Position Outputs

    • Strategic Financial Planning and Management Accounting  Lead the consolidation of TRIM's annual budget, incorporating revenue, operating expenditure (OPEX), capital investment (CAPEX), and capital operating expenditure (COPEX) within agreed deadlines.  Oversee the preparation of accurate monthly management accounts, forecasts, and long-term financial projections (10-year plans) to inform TRIM Exco and Group Exco decision-making.  Drive product and service costing to inform commercial decisions, pricing strategies, and Private Sector Participation (PSP) business cases.  Determine reasonable expenditure targets based on Group guidelines, evaluate motivations for additional funding, and review the accuracy of monthly phasing against budget targets.  Establish and monitor TRIM's working capital policy and prepare weekly cash flow forecasts to inform funding requirements from Transnet Group and development finance institutions (DBSA, AfDB).Assess financial performance and recommend corrective actions (e.g., cost saving initiatives, revenue enhancement strategies) to ensure financial targets are achieved. 
    • Investment Management  Oversee the consolidation of the annual capital programme budget, ensuring alignment with TRIM's infrastructure renewal and expansion priorities.  Lead the financial evaluation of business cases for capital investment projects (rail network, support services), ensuring adherence to IFRS, IAS 16, and IFRIC 12 requirements.  Manage the strategic financial processes for capital projects, including cash flow forecasting, budgetary adherence, and evaluation of cost reviews.  Ensure compliance with PFMA and Delegation of Authority (DoA) for all capital expenditure, contracts, and asset transactions.  Serve as the primary finance liaison with internal and external auditors on all matters pertaining to the capital programme.
    • Regulatory Tariffs and Revenue Assurance  Oversee the tariff application process, including strategic financial modelling, scenario analysis, and engagement with Transport Economic Regulator (TER) / IRERC.  Lead the development and maintenance of regulatory mechanisms and frameworks, including tariff methodology, pricing strategy, and regulatory accounts.  Drive the revenue assurance agenda to eliminate revenue leakage, minimise revenue exposure, and ensure end-to-end revenue integrity across all TRIM income streams.  Manage TRIM's participation in public consultation processes regarding regulations, rules, guidelines, and directives for rail infrastructure regulation.  Provide expert advice and present results of regulatory and economic studies to TRIM Exco and the Regulator.
    • Financial Modelling and Strategic Scenario Analysis  Lead the development, maintenance and governance of TRIM's integrated financial models, including corridor-level models, long-term financial forecasts, tariff scenarios, capital prioritisation models and sustainability projections.  Provide scenario analysis, sensitivity testing, NPV/DCF evaluation, affordability assessment and funding requirement analysis to support tariff applications, BFI submissions, PSP/concession decisions and executive investment choices.  Establish modelling standards, version control, assumption governance and audit trails to ensure models are robust, transparent, reproducible and defensible for CFO, Exco, Board, National Treasury, Regulator and AGSA purposes.  Translate complex financial modelling outputs into clear executive insights, decision papers, regulatory evidence, corridor prioritisation recommendations and long-term financial sustainability options.
    • Governance, Compliance, and Audit  Ensure full compliance with IFRS, PFMA, Companies Act, and King IV Code across all financial planning, capital investment management, and regulatory activities.  Establish and maintain robust internal controls over budgeting, capital allocation, revenue integrity, and regulatory reporting.  Manage the external audit process (AGSA) for the Financial Planning and Regulation function, ensuring audit deadlines are met with minimal adjustments.  Lead the development and implementation of financial systems and process improvements to enhance reporting, data analytics, and operational efficiency.
    • Leadership and People Management  Design and lead the Financial Planning and Regulation departmental structure, with four senior management sub-functions: Management Accounting and Budgeting, Investment Management, Regulatory Tariffs and Revenue Assurance, and Financial Modelling.  Lead, mentor, and develop staff to meet the objectives of their roles’, ensuring performance is evaluated, training targets are met, and succession planning is in place.  Drive a culture of high performance, integrity, and continuous improvement within the department, aligning TRIM's values and strategic objectives.

    Qualifications and Experience

    •  Bachelor's Degree in Accounting, Finance, Financial Management, or Economics with CA(SA), CIMA (ACMA, CGMA), or CFA qualification being strongly preferred.  10–12 years’ relevant experience in senior finance, FP&A, management accounting, infrastructure finance, regulatory finance, investment appraisal, tariff/pricing or financial modelling, including at least 5 years at senior management level.  Proven experience in financial modelling, scenario analysis, DCF/NPV/IRR evaluation, tariff/pricing models, capital prioritisation, revenue assurance and executive decision-support reporting.  Experience in rail, transport infrastructure, utilities, energy, ports, regulated industries, public entities or other capital-intensive environments is advantageous.  Advanced Excel and financial modelling capability essential; ERP, BI or data analytics experience advantageous.     Position Purpose

    • This position calls for an experienced developer who is able to evaluate and provide robust and efficient solutions to address TPL Business processes and applications by developing accurate reporting functionalities, graphical interfaces and system integration interfaces.     Marine Engineer Officer

    Position Purpose

    • To ensure the safe operation of all electrical equipment, carry out planned maintenance and attend to breakdowns effeciently in order to maintain optimum availability of the 12 Marine vessels.

    Position Outputs

    • Maintain Equipment in accordance with preventative maintenance schedules to ensure optimum tug availability

    • Executive Support to the CFO  Provide strategic financial analysis and decision support to the CFO on Board papers, Shareholder (DOT) reports, and Exco presentations.  Prepare high-quality executive-level presentations, including Board packs, Exco updates, and Department of Transport/ National Treasury updates.  Lead special projects as directed by the CFO, providing dedicated execution capacity for ad-hoc strategic initiatives.  Coordinate cross-functional inputs for CFO submissions, ensuring completeness, accuracy, and alignment with TRIM's strategic objectives.  Act as a trusted advisor to the CFO, providing independent analysis, challenging assumptions and recommending optimal courses of action.
    • Private Sector Participation (PSP) Transaction Leadership  Lead the financial structuring of PSP transactions, including corridors concessions, PPPs, and other private-sector partnership models.  Oversee the development of complex financial models for PSP proposals, including DCF analysis, NPV, IRR, payback periods, and risk adjusted returns.  Lead the preparation of PSP business cases and investment memoranda, presenting findings to TRIM Exco, Group Investment Committee (GIC), and Board.  Support PSP negotiations, providing financial analysis and structuring expertise to the commercial and legal teams.  Manage external advisors, lenders, and potential bidders during the PSP procurement process.  Ensure PSP transactions are bankable for private partners while protecting TRIM's long-term interests and public mandate.
    • Budget Facility for Infrastructure (BFI) Funding Management  Lead TRIM's BFI funding pipeline, including the identification, prioritisation, and preparation of funding applications to National Treasury.  Oversee the development of comprehensive business cases and motivation documents for BFI funding, including cost-benefit analysis, economic impact assessments, and project implementation plans.  Manage post-approval BFI tracking and reporting, ensuring expenditure aligns with approved budgets, milestones, and Treasury requirements.  Ensure full compliance with BFI conditions, including procurement provisions, audit requirements, and performance targets.  Maintain a professional and responsive relationship with National Treasury officials on BFI applications, amendments, and reporting.  Manage the BFI drawdown process, ensuring timely submission of drawdown requests against verified expenditure.
    • Cost Optimisation and Revenue Enhancement  Lead the identification, evaluation, and implementation of cost optimisation initiatives across TRIM's operations.  Oversee the development of financial models to quantify potential cost savings and track actual savings realised against targets.  Lead revenue enhancement initiatives, including pricing reviews, commercial opportunity assessments, and new revenue stream identification.  Establish and maintain a cost and revenue initiative dashboard, reporting progress monthly to the CFO and Exco.  Benchmark TRIM's cost structure against industry peers (local and international) to identify improvement opportunities.  Drive a culture of cost consciousness across TRIM, ensuring accountability for efficiency at all levels.
    • Finance Systems and Digitisation  Lead the finance workstream for the migration from legacy SAP to S/4HANA, ensuring minimal business disruption and full data integrity.  Define and maintain TRIM's finance systems roadmap, updated annually, reflecting emerging technologies, regulatory changes, and business requirements.  Lead the identification and implementation of automation opportunities (RPA, intelligent document processing) to reduce manual effort and improve accuracy.  Lead the deployment of data analytics and business intelligence tools (e.g., SAP Analytics Cloud, Power BI) to provide real-time financial insights.  Develop and maintain a roadmap for AI implementation in finance, including predictive analytics, anomaly detection, and intelligent forecasting.  Manage the relationship with ICTM on finance systems matters, ensuring clear boundaries and effective collaboration.
    • Team Leadership and Capability Building  Lead and develop a lean, high-impact team  Set clear performance objectives and development plans for direct reports, ensuring alignment with TRIM's strategic priorities.  Build internal capability to reduce reliance on external consultants for routine project execution and systems support.  Foster a culture of continuous improvement, innovation, and delivery excellence within the Strategic Finance Projects Office.  Represent the Strategic Finance Projects Office at Exco, Group Exco, and other governance forums as required.
    • Governance, Compliance, and Audit  Ensure all PSP transactions, BFI funding, and cost initiatives comply with PFMA, Treasury Regulations, and TRIM's Delegation of Authority.  Maintain a central, auditable repository of all project documentation, business cases, financial models, and approval records.  Identify and manage risks across the Strategic Finance Projects Office's portfolio, escalating material risks to the CFO.

    Qualifications and Experience

    •  Qualified Chartered Accountant (CA(SA)), CIMA (ACMA/FCMA, CGMA), CFA, MBA or Masters in Finance.  10-12 years of experience in a financial environment, with at least 5 years at a senior management level  Demonstrated experience in PSP/PPP transactions, project finance infrastructure finance is highly advantageous.  Demonstrated experience in managing government funding processes (BFI, Treasury submissions) is highly advantageous.  Demonstrated experience in finance systems transformation (SAPS/4HANA, automation, analytics) is highly advantageous.  Experience in rail, infrastructure, or logistics is highly advantageous, but not essential  Requirement of trust and honesty in the handling of finances as per the National Credit Act Amendment  Must undergo Lifestyle Audit Standard Job Requirements  Driver’s license code 08  Travel as required and approved

    Position Purpose

    • Providing security support through monitoring, analysis, detection and mitigation of threats against the Transnet Engineering environment.
    • Identifies and remediate the vulnerabilities that may cause inappropriate or accidental access, destruction, or disclosure of information and establishes security controls to eliminate or minimise exposure.
    • Information security analysts plan and carry out security measures to protect the organization's computer networks, systems and Operating Technologies.
    • The responsibility of the information security specialist is continually expanding as the number of cyberattacks increases.

    Position Outputs

    • Monitor the organization's networks and OT Network for security breaches and investigate and remediate any violations when one occurs. Analyse the installation use software and data encryption programs, to protect sensitive information. Support the TE ICT infrastructure department and provide support and advice to the provincial ICT centres
