    Specialist: Operations Staffing

    Job description

    Capacity Planning - 

    • Ensure that ATS is adequately staffed with the right skills at the required competence levels. Determine and track staffing needs, engage with the ATA to determine training requirements to close staffing gaps, schedule the appropriate ATS staff and deploy staff as required, in order to ensure that the training pipeline is delivered in line with the HC strategy and the Permission.
    • Allocate placements through consultation with the Manager Operations Planning, Training and Support to ensure optimal utilization of staff through effective deployment in order to meet targets and objectives.
    • Facilitate ATSU placements after each rating course. Facilitate employee transfers ensuring accurate coordination with ATSUs and HC. Coordinate and track transfer documents between releasing and receiving ATSUs. Drafting, revision and maintenance of the operations seniority lists. Drafting, revision and maintenance of the course nomination schedule. Facilitate the course nomination process and coordinating staff releases to support the training pipeline.
    • Liaison with the ATA regarding course nominations to ensure timeous course registration. Ensure that ATC medicals, annual currency and proficiency are up to date prior to the attendance of rating courses. Retrieve SMS and QMS certification for the ATA and Quality Department and ensure the information is received by the relevant ATSU and line manager.
    • Allocation of delegate accommodation and communication of all details to the delegate, ATSU administrator and line manager. Contribute towards the preparation of the ATNS triennial permission submission to the ATNS Regulating Committee. Conduct research into new technology, training, and resource utilization developments within air traffic management environment. Contribute and drive continuous improvement of capacity planning processes
    • Governance, Risks, Compliance & Reporting - Ensure compliance with Regulatory and legislative requirements. Continuously monitor and measure compliance of the function to all ATNS policies, processes and procedures. Contribute to departmental risk assessment and development of appropriate mitigation. Weekly, monthly and quarterly tracking of staffing numbers. Prepare monthly and quarterly and ad hoc reports as and when required
    • Administration - Draft letters, memorandums, submissions and other written communication related to operational staffing. Book and process travel and accommodation associated with operational training. Assess staff travel claims (kilometer, travel and (S&T) claims) to ensure correctness and verify that such submissions are aligned with the training schedule and processed bookings. Drive delivery of required Capacity Planning objectives, projects and initiatives to be on time, within budget and to the required standards. Set clear targets for the Capacity Planning function and ensure achievement
    • Stakeholder Relationship Management - Build and maintain mutually beneficial relationships with all relevant stakeholders, including ATA (course administrators, client relations and training delivery), ATSUs and the Travel Office. Actively contribute to building a high performing and collaborative culture with customers such as ATA, ATSUs and the Travel Office. Adapt operational delivery as practically as possible to meet client needs and expectations. Participate in ATNS user consultation forums. Participate in Operations coordination meetings to enable alignment. Attend relevant seminars, conferences, workshops, etc. on Capacity Planning related matters
    • Financial Management - Participate in the development, utilization, and management of the Capacity Planning section budget. Track training expenditure in line with business objectives and priorities, and within approved financial parameters. Ensure compliance to the financial policies and procedures applicable in ATNS. Ensure accountability and reporting on all costs incurred against the approved budget, including possible variances

    Minimum requirements

    Minimum Qualifications:

    • Grade 12 or equivalent
    • Air traffic service experience and exposure (ATSU or ATA environment)

    Job description

    • Timeously meet with training ATS instructors to ensure simulated practical training is delivered the approved daily schedule.

    Job description

    Licensing of ATS Personnel - 

    • Track, update and maintain a database for all ATS personnel licenses and monitor compliance. Track, update and maintain a database for all ATS class 3 medicals and monitor compliance. Track, update and maintain a database for all ELP and monitor compliance. Notify all licensed ATS personnel and Line Management of the annual recurrency renewal date within the specified timelines.
    • Notify all licensed ATS personnel and Line Management of their validation renewal date within the specified timelines. Notify all licensed ATS personnel and Line Management of their class 3 medical renewal date within specified timelines. Assist with medical assessment appointment bookings for licensed ATS personnel and communicate such confirmations with the licensed personnel.
    • Ensure that all applications/relevant paperwork is accurately completed prior to processing for SACAA consideration. Process and submit all license applications (new and renewals) to the Licensing Coordinator within the allocated timelines and when instructed to the SACAA for approval. Coordinate with the ATA on completion of rating courses to ensure that all the required license paperwork is received.
    • Track submitted license applications against the relevant expiry date (AC/AP/Medical/ELP) to ensure ATS personnel does not operate illegally. Coordinate with RUS to ensure only licensed personnel are rostered for operational duty, where ATS personnel are not legal to operate, inform RUS and Line Management. Monitor compliance of all ATS staff with relevant licensing regulations and directives. Act as custodian for the relevant Quality procedure for ATS licensing. Submit all regional/unit/pool license applications to the license coordinator for submission to the SACAA for approval and where applicable directly to the SACAA.
    • Processing of ATS personnel medical account payments - Process and manage purchase orders for all medical accounts. Request invoices from all relevant suppliers/services providers/doctors to ensure adherence with the finance payment dates. Compile and submit monthly medical expenses to the Licensing Coordinator. Act as custodian for the relevant ATNS Quality Procedure on the processing of payment on medical accounts as part of ATS licensing.
    • Stakeholder Relations Management - Develop and maintain sound working relationships with key relevant internal and external stakeholders. Liaise and interface with relevant internal and external stakeholders such as suppliers, clients, representatives from regulatory authorities, internal support departments, and staff as required, conveying information accurately and competently whilst maintaining the required level of confidentiality and discretion. Maintain effective communication channels at all times to keep the Licensing Coordinator, Manager Operations Planning, Training and Support and any other Manager (Head/Regional MATS/MATS/ATSU) informed of important issues whether in the office or travelling.
    • Quality Management - Act as custodian for the relevant ATNS Quality Procedure on the processing of payment on medical accounts as part of ATS licensing. Monitor and ensure that Continuous Improvement Reports (CIRs) are continuously followed up on.
    • Office Administration - Order, distribute and control stationery as per policy stipulations. Check and respond to e-mails accurately and timeously. Ensure safekeeping of staff licenses as required. Take minutes in meetings when required and transcribe. Process mail and receive and dispatch couriered packages. Perform any other administrative tasks as instructed by the relevant manager.

    Minimum requirements

    Minimum Qualifications:

    • Grade 12
    •  Certificate / Diploma in general administration will be an added advantage

    Instructor: Engineering Training

    Job description

    Training Delivery:

    •  Presentation of courses is conducted in compliance with QMS procedures and curricula/syllabi. Course content preparation is conducted in compliance with the QMS procedures. Testing and assessments of students is conducted in compliance with QMS procedures and curricula/syllabi. Ensures courses are completed on schedule as per course programme. Conduct course interviews /debriefing to obtain feedback from delegates. 
    • Ability to present all courses within area of discipline. Moderate engineering training material/s within field of knowledge to determine validity, sufficiency, content and quality. Corrective /remedial measures are addressed swiftly in terms of inadequate /incorrect /irrelevant content in the training material.
    • Moderate assessment tools. Student discipline is continuously maintained. Ensure students comply with all OHAS requirements applicable to the delivery and administration of training interventions. Student needs are accurately determined, and service provided satisfies the needs. Assist students with their individual training issues when required. 

    Research: 

    • Continuous individual development takes place with an endeavour to become a Subject Matter Expert on products offered within area(s) of responsibility. Research activities are conducted to ensure that high quality products are offered to enhance department’s product offering.
    • Compile a Comprehensive Report and Implementation Plan on research conducted in the external professional environment (formal and informal training, conferences, seminars etc.) Determining appropriate research methodologies for research. Applying appropriate research methodologies for the research and analysing results /conclusions to formulate new concepts and ideas. 
    • Conduct in-depth research and provide engineering support to the development of courses within and outside CNS environment. Self-analysis and evaluation. Observation and study of new instructional techniques for lecture, Instructions and laboratory courses. The use of technology where applicable to enhance the learning environment.
    • Research activities are continuous to ensure that the world class courses/programmes can be produced. Conduct training needs analysis (TNA) on training product offerings as and when required by client.

    Engineering Support:

    • Participate in project team(s) w.r.t. new training systems installation/s and/or the upgrade as and when required. Assist and co-ordinate the installation /implementation of engineering systems from the training perspective as and when required. Represent the training perspective on ATNS Engineering projects forums in terms of tender evaluations.
    • Represent the training perspective on ATNS CNS planning /Technology, Research & Development forums in terms of future ATM Systems acquisitions. Provide Engineering Instructor support to the Course Development Unit in re-engineering training material/s to meet the expectations of clients and relevant training regulatory bodies. Pilot re-engineered engineering course/s to verify the course material/s validity and provide feedback.
    • Provide Engineering Instructor support in developing training material/s of the newly installed systems to enhance training product offering.
    • Design new instructional materials (e.g. manuals, slides and handouts) with sufficient lead-time to ensure for use in teaching. Engineering components, equipment and systems are maintained and available for training purposes as per QMS procedures.
    • Corrective and Preventative maintenance is conducted as required to ensure the ongoing reliability, maintainability and availability of the ATA training systems as per QMS procedures. Calibration of ATA training and maintenance test equipment is conducted in accordance with QMS procedures. Manage, track and log failures/spares of the engineering training systems as per the QMS procedures. 

    Stakeholder Engagement and Administrative Support: 

    • Stakeholder’s complaints /compliments are recorded and acted upon in accordance with the QMS. Liaise and ensure all course documentation is submitted to course administrator. Course record file with information /records are compiled for all courses and forwarded as per QMS procedures.
    • Adequate training Components /Equipment /Systems are available prior to commencement of each course and serviceable. Adequate and quality Courseware must be available prior to each course as per QMS. Individual and Consolidated course reports are completed and forwarded in accordance with the requirements of the QMS.
    • Delegates withdraw reports are completed and forwarded to the relevant authority as per QMS procedures. Training and instructional materials are managed in compliance with Document Owner allocations. Document Owner to ensure that instructional materials are maintained professionally to enable training contingency and safely kept in the ATA Library. Mentoring and guiding delegates on the Learnership programme.
    • Attending conferences in the specialist subject area to liaise and network with national /international stakeholders. Participating in the external working groups (e.g. collaborative projects). Prepare and submit information needed for the development of department budgets.

    Minimum requirements

    Formal Qualifications: 

    • National diploma qualification in Electrical/Electronics/Computer science /systems or equivalent.
    • Train the Trainer and OJTI qualification from an approved institution

    Years of Experience:

    • Minimum of three (3) years’ experience in course presentation, research, operation, maintenance and engineering support of ATM /CNS systems and associated training systems.

    Chief Aviation Safety Regulatory Oversight Officer

    Job description

    Strategic Alignment -

    • Lead the development and implementation of a comprehensive safety management strategy to enable safe operations across divisions in alignment with the strategic business objectives and requirements of ATNS;
    • Lead and guide improvement in the organisation’s safety performance through the effective management and monitoring of the safety management system in order to facilitate the identification and mitigation of safety risks within day-to-day operations and to increase the safety and resilience of business operations;
    • Provide the required regulatory oversight for ensuring compliance of aviation safety to national and international aviation standards and regulations, namely ICAO (International Civil Aviation Organisation) and SACAA (South African Civil Aviation Authority);
    • Provide assurance on the overall compliance of ATNS business operations and departments to SHE (safety, health and environment) regulations and legislation; Contribute safety management and regulatory oversight inputs into the conceptualisation and development of the organisation’s overall business strategy; Ensure a robust governance and compliance environment within ATNS to enable effective safety and regulatory oversight;
    • Ensure that the CEO is kept informed and up to date with all changes and  communications with direct and indirect impact on ATNS and the aviation industry; Act as a trusted strategic advisor to ATNS on all relevant safety and regulatory oversight matters; Lead the promotion of a safety culture within the organization.

    Management of Aviation Safety -

    • Oversee the safety of all organisational activities, aviation activities, including air travel, ground operations, and maintenance; Formulate and execute safety objectives based on identified priorities, and monitor and evaluate performance to increase efficiency and ensure smooth and safer aviation operations; Provide safety leadership through the establishment of an environment that enables and promotes effective safety management by embedding effective governance, communication, monitoring, evaluation and reporting;
    • Lead and guide the development, management and implementation of a safety management system (SMS) to increase operational resilience and enable the identification and mitigation of safety risks within day-to-day aviation operations to ultimately improve safety performance; Develop, implement and monitor safety policy, processes and procedures for aviation operations;
    • Monitor the safety performance of the entire Air Traffic Management CNS (Communication, Navigation and Surveillance) system and  formally report the status of aviation safety compliance and safety performance within ATNS which includes safety incidents, safety investigations conducted, and safety audit results, to the Safety Review Committee, EXCO and MANCOM and Board Commmitees on a monthly and quarterly basis;
    • Provide oversight over audit processes conducted by the SACAA, review incoming audit reports and ensure findings are addressed and corrective plans developed and implemented; Ensure that safety assurance audits and safety investigations are conducted in case of the unavailability of required systems or infrastructure; Analyse aviation safety data to identify potential hazards and risks;
    • Investigate and analyse data from safety accidents and incidents to determine root causes, recommend safety improvements and ensure corrective action to prevent reoccurrence; Oversee regular safety audits and inspections on aviation facilities and equipment; Report on progress with the resolution of any audit findings to ensure timely closure;
    • Manage emergency response plans and procedures in the event of an aviation accident or incident; Manage aviation safety issues and implement measures to avoid and/or minimize risks in compliance with relevant regulations, legislation and company standards; Prepare and present safety reports and recommendations to aviation management and stakeholders; Investigate and provide feedback to all ATNS stakeholders such as the SACAA, airline operators, and airport authorities on safety issues and related matters;
    • Ensure that aviation safety documentation accurately reflects the current environment and complies with SACAA regulations and legislation; Embed safety management best practice within ATNS; Monitor the overall performance of the Aviation Safety function against set performance targets and objectives and report as required; 
    • Act as primary point of contact on all aviation safety and regulatory issues and  in all engagements with SACAA; Ensure effective safety monitoring and mitigation through the appropriate safety fora (Safety Review Board  and Safety Action Groups); Provide specialist advice and support on all matters pertaining to safety and regulatory oversight to stakeholders as required; Drive safety management awareness throughout the organization; Provide employee training and education on aviation safety processes and procedures.

    SHE Compliance Management -

    • Monitor and ensure compliance of business operations and departments with SHE regulations, legislation and company standards; Manage SHE safety issues and implement measures to avoid and/or minimize risks in compliance with relevant regulation and legislation; Monitor and ensure that SHE organisational risks are identified and avoided or minimised through the development and implementation of effective mitigation plans and actions;
    • Provide oversight on the conducting of SHE audits in compliance with the rules for auditing management systems against ISO 45001, by ISO 19011, and ISO/IEC 17021 and the OHS Act 85 of 1993, report audit results as required, and identify opportunities for improvement. Ensure appropriate corrective action where required; Review and include audit results in the Safety Assurance Report provided to the Safety Review Committee, EXCO and MANCOM and Board Committees;
    • Develop an informed environment that enables the prediction and prevention of future incidents and accidents through risk assessment, risk management, hazard analysis, and control to create a safe and healthy work environment; Monitor the effectiveness of corrective actions in case of audit findings and/or non-compliance;
    • Promote safety awareness and understanding throughout the organisation through ongoing communication and engagements, and provide basic SHE training to ATNS employees.  Compile appropriate safety communication periodically or as required.

    Safety and Regulatory Assurance -

    • Implement relevant policies and processes to ensure a robust governance and compliance environment within ATNS for ensuring effective safety and regulatory oversight; Maintain, promote and continuously improve efficiency of oversight and related processes; Provide leadership in the management of strategic safety and regulatory meetings on behalf of ATNS in line with the Year Planner or as required;
    • Manage and serve as the key contact and coordination point for safety and regulatory oversight within ATNS; Prepare submissions to CARCOM to support amendments to, or develop new, regulations and/or technical standards to accommodate ATNS’ technological developments and advancements in aviation operations; Submit requests for exemptions to CAA regulations and safety assessments when required; Investigate and provide feedback to all ATNS stakeholders such as the SACAA, airline operators, and airport authorities on safety issues and related matters;
    • Participate in the development of the ATNS Safety Roadmap in order to achieve safety excellence, with due cognisance of the ICAO SARPS and other applicable statutory requirements; Review the SACAA regulation Part 140 periodically to ensure continued compliance of ATNS safety policies and processes thereto; Coordinate and manage Safety and Regulatory Oversight’s strategic platforms; Drive improvements to ensure availability of the most effective systems and tools within the Regulatory Oversight function; Identify and undertake  safety and regulatory oversight related projects to support the achievement of strategic ATNS business objectives and related initiatives;
    • Provide safety oversight to ensure that all licensed ATNS employees and certified business units comply with relevant legislation and regulatory requirements; Ensure compliance with the relevant requirements of Parts of the Civil Aviation Regulations or any other Parts that are relevant to the operations of ATNS; Provide safety oversight on training related activities (OJTI, DE, ATA, Simulators) to ensure regulatory compliance; Represent ATNS interests at CARCOM and associated sub-committees, and lead and co-ordinate internal CARCOM related activities;
    • Liaise with  relevant internal and external stakeholders on matters pertaining to safety and regulatory oversight on behalf of the organization; Provide safety management and regulatory oversight leadership and expertise to the organisation when required; Conduct research and prepare submissions to CARCOM when required; Identify opportunities to develop new Regulations and Technical Standards to ensure continuous improvement of products and service.
    • Research and Development - Conduct regular research into SHE and aviation safety, and identify, and recommend projects to enhance the management of safety within ATNS; Research, develop and implement effective safety management programs and practices to improve operational efficiencies; Conduct research and statistical analysis to improve functional efficiency; Keep abreast of efficiency evolutions in safety and regulatory oversight practices  procedures through benchmarking and by attending seminars, conferences, workshops, etc;   Liaise and engage with other ANSP’s for benchmarling purposes to enable enhancement of the safety management system and processes; Review plans, processes, procedures and safety cases as appropriate in conjunction with relevant stakeholders to enable implementation of new  technologies and procedures into the operational environment.
    • Governance, Compliance, Risk Management and Reporting - Provide the required oversight to ensure compliance of the safety management system to national and international aviation standards and regulations, namely ICAO (International Civil Aviation Organisation) and SACAA  (South African Civil Aviation Authority); Maintain a risk register to enable effective mitigation and management of the identified and logged risks; Implement the relevant policies and processes to ensure a robust governance and compliance environment for ensuring effective safety and regulatory oversight; Continuously monitor and measure compliance of safety and regulatory oversight to all ATNS policies, procedures and relevant legislation; Manage emergency response plans and procedures in the event of an aviation accident or incident; Prepare and submit reports to executive management, the Board and the Safety Regulator; Make submissions for approval to the appropriate authorising authority when required; Prepare ad hoc reports as required by management  and clients; Review reports for submission to Executive Management and the Board; Support and ensure compliance with the ATNS Quality Management System.
    •  Stakeholder Relations Management - Engage and collaborate with aviation regulators, industry organizations, and other relevant stakeholders in regard to aviation safety and the advancement thereof; Ensure effective management of all communications with stakeholders on safety and regulatory oversight; Manage and monitor correspondence and responses to and from key stakeholders; Facilitate collaboration and interaction as well as communication between ATNS and all critical stakeholders; Build and maintain mutually beneficial relationships with all relevant internal and external stakeholders.
    • Financial Management - Ensure effective management of expenditure in line with business priorities and objectives, and within approved financial parameters; Lead the development and management of the department’s budget; Report on expenditure on a monthly basis including possible deviations to the budget; Ensure compliance to financial policies and procedures in utilisation of the approved budget; Ensure accountability for, and reporting on all costs incurred against the approved budget.
    • People Management - Manage employees in accordance with HC policies and processes; Ensure availability of skilled and competent staff in the Safety and Regulatory Oversight function to meet the current and future need; Promote high levels of discipline and performance standards to achieve the function’s performance targets and strategies;     Manage performance outputs of the Safety and Regulatory Oversight function’s team through implementation of the organisation’s performance management system; Drive employee engagement and retention within the Safety and Regulatory Oversight function; Coach and mentor staff as required

    Minimum requirements

    Minimum Qualifications:

    • Seasoned professional is required with minimum 10 years relevant technical and operations experience in aviation safety management of which at least 5 years at a management level
